SPECIAL TOWN BOARD MEETING
Town of Ulysses
April 14, 2025
The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom
videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.

CALL TO ORDER:
Ms. Olson called the meeting to order at 4:02pm.

Supervisor- Katelin Olson
Board members- Mary Bouchard, Liz Weatherby, Rich Goldman
Town Clerk- Carissa Parlato
Absent-
Board member- Michael Boggs
PARKING LOT DISCUSSION:
Ms. Olson said that most of the neighboring properties have been working together to pave their
section of the parking lot and have been in communication with our contractors to make sure
everything gets tied in appropriately. Construction is set to begin this week.
Mr. Hoffman, who owns the property in the rear of the parking lot, is unhappy about the Town’s
plans per the Encroachment Agreement to take up its asphalt from his property. He has posted No
Trespassing signs. Mr. Hoffman attended the 4/8 Town Board meeting to share his issues with this.
Ms. Olson understood from that meeting that Mr. Hoffman’s attorney would contact the Town
attorney to discuss the options. So far this has not happened, despite the Town attorney reaching out
with email and voicemail.
At this point the Town’s attorney recommends a barrier between the 2 properties and removed if a
different agreement is reached.
Ms. Olson added that the project is being paid for with ARPA funds and the Town has been under
contract since Dec. 2024. She doesn’t want to risk losing funds.
At this time the Board went outside to look at the parking lot. (4:09pm)
The Board returned at 4:18pm.
Ms. Olson noted that the Town will have designated staff and public parking spaces and time limits.

She also added that communication with the neighboring property owners about the project began in
September 2024.
RESOLUTION #78 OF 2025: AUTHORIZATION FOR SUPERVISOR TO EXECUTE CHANGE
ORDERS ON PARKING LOT PROJECT
Resolved, that the Ulysses Town Board, on the advice of Town Counsel, authorizes the Town
Supervisor to execute a change order to the parking lot reconstruction contract that allows for
a change for the line the parking lot asphalt cut line and the establishment of a barrier at the
edge of the property, and be it
FURTHER RESOLVED, that the Town Board authorizes the Town Supervisor to make additional
changes as needed and recommended by Barton and Loguidce related to the parking lot
reconstruction project as needed for time sensitive projects; and
FURHER RESOLVED that the Town Supervisor can provide notification to the Town Board
about any changes or work orders.

EXECUTIVE SESSION:
Mr. Goldman moved to go into Executive Session at 4:32pm for the purpose of discussing the
proposed acquisition, sale or lease of real property. This was seconded by Ms. Bouchard and passed
unanimously.
Ms. Olson moved to end Executive Session at 4:39pm. This was seconded by Mr. Goldman and passed
unanimously.
ADJOURN:
Mr. Goldman made a motion to adjourn at 4:39pm. This was seconded by Ms. Olson and passed
unanimously.
