Feb. 25, 2025
The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom
videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.

Ms. Olson called the meeting to order at 7pm.

APPROVAL OF AGENDA:
Motion:
Ms. Bouchard moved to approve the agenda as amended. This was seconded by Mr. Boggs and
passed unanimously.
PRIVILEGE OF THE FLOOR (3 minutes per person):
Ms. Strothman shared her concerns regarding the land donation. SEE ATTACHED
Ms. Cail suggested that the board move slowly on the land project and get public buy-in. She also
feels like everyone should be offered an opportunity to donate land to the town and reiterated again
the need for a town-wide hydrology study.

Ms. Veca, one of the neighbors of the parcel, walks those fields and thinks it is not a safe location for
a park due to deer, hunters, and ticks. Also, it will take a ridiculous amount of maintenance to clear
the path to the school and a bridge over the creek will be needed. She does not think this location
should be considered for this purpose.
Mr. Acuna asked that the town put together an FAQ to address the questions that people have asked,
e.g. traffic, emergency, grants/funding- what happens if we don’t get a grant, hours of operation,
light pollution.
Ms. Vann said that it is generous of the Pritts but this is not the place for a park. It only has 30 ft. of
frontage and not the 50 that’s needed per town zoning law. She believes it will decrease property
values and privacy. She thinks another parcel might be better suited.
Ms. Littlefield of 4296 Krums Corners Rd. doesn’t think the public has changed its mind since the last
parcel was under consideration for recreation. She questioned the costs, maintenance, wells, water
supply, and pedestrian safety. She believes this would be a change for the negative for the entire
community.
Mr. Sherman of 5250 Cold Springs Rd. feels that there has not been enough transparency- the idea is
vague and the map given out is inaccurate. He thinks this has been going on for months behind closed
doors.
Ms. Marino, chair of the CSAC, expressed support for the Community Reforestation project coming
up later on the agenda.
Ms. Harrington from 110 Tamarack Lane is concerned about paying more taxes. She believes that the
school has enough fields and doesn’t need more.
Mr. Darfler- appreciated and applauded the board for sharing information and bringing people
together to begin to discuss the issue. He believes that all concerns can be addressed going forward
and parks are a core part of having a town. He looks forward to having a space that can address
neighbors’ concerns.
Ms. Olson thanked everyone for sharing.
OLD BUSINESS:
TOWN HALL PARKING LOT PROJECT - UPDATE AND PROGRAMMING DISCUSSION
Ms. Olson said that this project is scheduled for construction in April and should only take a few
weeks. The town will need to determine how the following will be managed:
• Striping to accommodate staff & public spots
• Time limits on parking
She would like to approve a plan in March before project begins.
POTENTIAL PARK DONATION – INITIAL ENVIRONMENTAL REVIEW

Ms. Olson said that a resolution from the last Town Board meeting directed completion of a draft
environmental form. This has been reviewed by Town Attorney, Town Planner, and Ms. Weatherby.
Ms. Weatherby said this form is the 1st step in the review process. It is aa NYS online tool to help
assess stormwater issues and other environmental disturbances associated with the donation and
subdivision of the land. The Planning Board and BZA will review and take public input.
Ms. Olson said that this needs to happen before a subdivision can take place.
She added that there are discussions from back to 1990s about the need for playing fields and the
parcel is on town/public water.
Doing the assessment does not commit the town to accept the donation.
RESOLUTION # 58 OF 2025: INITIAL SEQRA CLASSIFICATION AND INTENT TO DECLARE LEAD
AGENCY STATUS
WHEREAS, Marvin and Allison Pritts intend to donate approximately 15.234 acres of land to
the Town of Ulysses, at their property located at 5150 Cold Springs Road, Trumansburg, NY, as
described in a survey by Williams & Edsall Land Surveyors, P.C., dated November 26, 2024, for
the purpose of establishing the first Town of Ulysses park; and
WHEREAS, the Town Board of the Town of Ulysses is interested in accepting such generous
donation and establishing a park, to be used initially for general recreational activities such as
walking and daytime athletic practice/contests on a mowed grass field, with future
improvements dependent upon the establishment of community needs, wants, and funding;
and
WHEREAS, such donation would require subdivision/creation of a flaglot and either the grant
of an area variance providing 12 feet of relief from the required 50 feet of frontage or a
determination by the Town Board that this action is immune from zoning; and
WHEREAS, donation of this land, subdivision/creation of a flaglot, grant of an area variance,
and establishment of a town park requires review under the State Environmental Quality
Review Act (“SEQRA”);
NOW THEREFORE, the Town Board of the Town of Ulysses hereby resolves as follows:
1. The action is subject to SEQRA; and
2. The action’s preliminary classification is “unlisted action”;
3. A full Environmental Assessment Form shall be used to assist in determining whether
such preliminary classification is accurate; and
4. The Town Board intends to serve as Lead Agency with respect to SEQRA review and, in
that capacity, will determine if the proposed action will have a significant adverse
impact on the environment; and
5. The Town Supervisor is directed to sign the draft FEAF in the form attached hereto;
and

6. A copy of this Resolution and the Environmental Assessment Form will be sent to
Involved Agencies and Interested Agencies, as applicable; and
7. Involved Agencies shall be given an opportunity to challenge the Town Board’s Lead
Agency designation and to provide written comments on the full Environmental
Assessment Form.
BE IT FURTHER RESOLVED that this Resolution shall take effect immediately.

NEW BUSINESS:
CORNELL COOPERATIVE REFORESTATION PROJECT
Mr. Sheng, Climate Smart Communities (CSC) Coordinator from CCE, introduced a grant opportunity
whose mission is to reforest, increase flood mitigation and absorb heat. CCE will teach volunteers
how to plant trees and manage invasives. Other communities are signing on as part of the grant as
well.
Ms. Nolan said that they will be working with the Regional DEC representative on what will be best
for that area.
Ms. Olson said that the town usually doesn’t authorize access for this without a memorandum of
understanding (MOU) in place for liability so approval will be contingent on that.
RESOLUTION #59 OF 2025: SUPPORT FOR COMMUNITY REFORESTATION GRANT
WHEREAS, the Cornell Cooperative Extension Tompkins County (CCETC) is applying to the New
York State Department of Environmental Conservation (DEC) for a grant under the Community
Reforestation (CoRe) program for a reforestation project to be located on the Salo Habitat
Nature Preserve (23 Salo Drive), a site located within the territorial jurisdiction of the Ulysses
Town Board; and
WHEREAS, CCE will organize volunteers to identify and remove invasive species and plant
native trees; and
WHEREAS, the CCE will fund the activities and get reimbursed by NYS so that there will be no
cost to the town; and
WHEREAS, the DPW Director and Chair of the Habitat Nature Preserve Committee are in
support of the project; and

WHEREAS, as a requirement under the rules of this program, said not-for-profit organization
must obtain "a municipal endorsement, or an agreement or letter giving permission for the
project to be conducted by the bidder and signed by the owner";
NOW, THEREFORE, be it resolved by this august body that the Board of Town of Ulysses
hereby does approve and endorse the application of CCETC for a grant under DEC’s CoRe
grant for a community reforestation project to be located on the Habitat Nature Preserve and
allow CCETC and its contractors to access the site for this purpose; and be it
FURTHER RESOLVED that the Town Supervisor is approved to sign an agreement and
memorandum of understanding (MOU) pending Town Attorney approval.

Ms. Olson said that Mr. Manley lives in the Ithaca school district section of Ulysses, which has about
1/3 of the youth population in the town.

COMP PLAN UPDATE:
Ms. Weatherby invited the public to attend the CPSC meeting next week. A bigger public meeting will
be held March 19 or 20.
PRIVILEGE OF THE FLOOR (3 min limit per person):
Ms. Vann suggested a compromise to include all of the interests with respect to the land donation-
she suggested that the town buy land closer to town so that so much development won’t be needed.
Mr. Acuna said that based on the information/FAQ from the Krums Corners land proposal, he does
not see a demand for a park.
Ms. Veca invited people to visit the property.
Ms. Cail, 3110 Dubois Rd., thanked the board for explaining that Ithaca school district folks and kids
are included in the town. She thinks that opportunities to connect to the Black Diamond Trail are
good to consider. She reiterated that the board should come up with a procedure for how people can
donate land to the town.
Mr. Sherman wanted clarification as to how the decision will ultimately be made. Ms. Olson said that
NYS decides what can be put out to public vote and accepting a donation is not subject to a public
vote (permissive referendum).
Mr. Sherman asked if the water district would pay be responsible for paying the water bill for the
land. Ms. Olson said that it would be the property owner’s responsibility.
ADJOURN:

FEAF
Thank you for this opportunity to speak to you in person. I'm out of my comfort zone but it's important to express
how I feel about this situation. My name is Jyll Strothmann, I live at 5291 Cold Springs Road.
1. I've had numerous changes in my life recently, I was so taken back, off guard and then angry that nothing was
ever mentioned by Pritts until my neighbor, Beth Veca told me about this issue regarding the land donation.
2. Living on Main Street in the Village of Trumansburg throughout my childhood, when I returned to my hometown, I
specifically looked for a country atmosphere 24 years ago where it's peaceful and quiet to build my home. I work
daily in the City of Ithaca with all its negatives so when I get home, I sit on my porch to relax and unwind listening
and watching and being among our wildlife (enjoying the birds, turkeys, and deer especially during springtime with
their babies). Having less traffic is a huge plus so we can walk on the side of the road for our health and socialize
with neighbors without being concerned about our safety if the traffic increases due to this park.
3. This is happening in the congested area of residential homes, when I make a list of pros and cons it's
overwhelming with negatives affecting many of my neighbors including myself. People come to our area for a get
away opportunity like "The Sherman family"" vacation home where generations of family can come together,
creating good times and memories. For Beth and Mark Veca's vacation home who come to this location to relax
with their dogs. For both places who are so close to the situation would hurt their needs and privacy. You state
the park is open until dusk, which is around 9:30 pm during summer months, which doesn't give us as resistances
a break from noisy crowds. Our feelings should be addressed and considered since this situation is causing
disturbances to our home life and maybe to many it's more important than Pritts generous offer.
4. With farmland, willthetilling be needed to help eliminate excess water from soil by aerating it, allowing better
drainage and reducing water retention among those wet areas? Will chemicals from fertilizers and pesticides
affect residents and their wells/and possible unforeseen health issues? Rezone the areas and cost? I know there
must be 100 ft from any homeowners well to this park. Will the water levels affect these wells due to the
disturbance? If there is, homeowners will be responsible for those issues and it's an added cost that many can't
afford.
5. I worry about crime, safety and thief possible issues in an empty park near our homes when they're not
occupied.
6. Occasionally we have trash and other items is in the ditches, I believe there will be an Increase among trash
being thrown in our lawns coming and leaving the park. Causing possible more issues to the highway department
when mowing.
7. Who is paying for the renovation and the maintenance of this park? Taxpayers? If this in associated with school,
does this mean our School Taxes willgo up? Town & County taxes? Water bills going up on Cold Springs Rd? Our
taxes are high enough for families, especially retirees on Cold Springs Rd who I spoke to and who are struggling
enough. This opportunity isn't necessary, it's aluxury which I feel we do a lot already for our school kids. I would
rather see our money go to existing ball fields being upgraded if really necessary, or use local parks that don't
disturb any homeowners.
8. This is a congested area of homeowners, I feel this is not an appropriate location for this land donation for a park
even if Pritts had the best intentions, I see more negatives and angry neighbors due to issues that were mentioned
than a few positives.
Please take to heart what is mentioned and don't take the benefits of what we love about the countryside away
from us.

TOWN OF ULYSSES
A RESOLUTION REGARDING INITIAL SEQRA CLASSIFICATION
AND INTENT TO DECLARE LEAD AGENCY STATUS
At a regular meeting of the Town Board of the Town of Ulysses, held at the Town Hall, 10
Elm St., Trumansburg, NY 14886 on the 25th day of February, 2025, the following resolution was
offered and seconded:
WHEREAS, Marvin and Allison Pritts intend to donate approximately 15.234 acres of
land to the Town of Ulysses, at their property located at 5150 Cold Springs Road, Trumansburg,
NY, as described in a survey by Williams & Edsall Land Surveyors, P.C., dated November 26,
2024, for the purpose of establishing the first Town of Ulysses park; and
WHEREAS, the Town Board of the Town of Ulysses is interested in accepting such
generous donation and establishing a park, to be used initially for general recreational activities
such as walking and daytime athletic practice/contests on a mowed grass field, with future
improvements dependent upon the establishment of community needs, wants, and funding; and
WHEREAS, such donation would require subdivision/creation of a flaglot and either the
grant of an area variance providing 12 feet of relief from the required 50 feet of frontage or a
determination by the Town Board that this action is immune from zoning; and
WHEREAS, donation of this land, subdivision/creation of a flaglot, grant of an area
variance, and establishment of a town park requires review under the State Environmental Quality
Review Act (“SEQRA”);
NOW THEREFORE, the Town Board of the Town of Ulysses hereby resolves as follows:
1. The action is subject to SEQRA; and
2. The action’s preliminary classification is “unlisted action”;
3. A full Environmental Assessment Form shall be used to assist in determining whether
such preliminary classification is accurate; and
4. The Town Board intends to serve as Lead Agency with respect to SEQRA review and,
in that capacity, will determine if the proposed action will have a significant adverse
impact on the environment; and
5. The Town Supervisor is directed to sign the draft FEAF in the form attached hereto;
and
6. A copy of this Resolution and the Environmental Assessment Form will be sent to
Involved Agencies and Interested Agencies, as applicable; and
7. Involved Agencies shall be given an opportunity to challenge the Town Board’s Lead
Agency designation and to provide written comments on the full Environmental
Assessment Form.
BE IT FURTHER RESOLVED that this Resolution shall take effect immediately.
