Chair Ann DiPetta called the meeting to order at 5:30 pm at the Town Hall.
Approval of Agenda
Motion: Klein motioned to approve the agenda; Klankowski seconded.

aye.
Motion Carried.
Approval of Past Minutes
Marino added clarifying details about the discussions from the October 1 meeting pertaining to the generic
EIS.
Motion: Klein motioned to approve the October 1 meeting minutes as amended; Klankowski seconded.
Vote: Klankowski, aye; Klein, aye; Marino, aye; Olson, aye; Basilius, aye; Chair DiPetta, aye; and Weatherby,
abstain.
Motion Carried.

No members of the public addressed the committee.
Old Business Items
Results of Focus Group#1: Economic Development, Historic Presentation/Built Environment,and Housing
Angelina White provided a summary of the first focus group meeting. Strengths and weaknesses for each
topic were discussed with focus group attendees, and a memo summarizing the discussions was distributed
prior to tonight's meeting.
Results of Local Leadership Interviews
White summarized the brief interviews that were held with Town department heads. Marino mentioned that
discussions from the focus group emphasized that large-scale economic development may not be well-suited
for Ulysses and suggested focusing on enhancing existing resources instead.
Callout for Focus Group#2: Environment&Natural Resources and Climate Change& Resiliency
The Committee discussed scheduling the focus group for next week and sending notice tomorrow, agreeing

the fire house had worked well for the previous group. Carl Mazzacone offered to host the group at the Inn at
Taughannock.
2009 Comp Plan Audit,Economic Base Report, Planning Foundations Report
Tygesen asked committee members to finish their comments by November 15. Olson asked to have a
reminder sent tomorrow. Marino requested that links be included.
New Business Items
Priorities Discussion (SWOT)for Economic Development, Historic Presentation/Built Environment,and
Housing
Committee members provided suggestions for priorities in each topic. Klankowski spoke about extending the
water district. Weatherby mentioned improving the variety of housing. Discussion ensued over the use of the
Black Diamond Trail. Olson spoke about New York State's plans to purchase Camp Barton,the tourism
economy associated with State parks, and getting visitors to spend money in businesses in Ulysses.
Callout for Focus Group#3:Capital Facilities& Utilities,Transportation,and Community Well-Being;and
Callout for Focus Group#4: Rural Issues and Land Use
Weatherby noted there will be an Ag committee meeting in January.The Committee discussed strategies for
including agricultural businesses that are not located within Ulysses but involved with farmers in the Town.
Next Steps
Draft Existing Conditions Report
White stated the draft is in progress and will be shared prior to the next meeting.
Priorities Discussion—Environment&Natural Resources and Climate Change&Resiliency
White explained the discussion will be like the Priorities Discussion earlier in the meeting.
Joint Visioning Session#1
The joint visioning session will be a workshop with the CPSC and Town Board.Weatherby noted the only
Town Board meeting in December is on the 10tn
Weatherby mentioned that November 15 is the deadline to sign up for Winterfest.The committee discussed
preparing to attend the festival.
Marino suggested distributing a community survey.
Member Reports
Klankowski spoke about the stream buffer confusion and questions currently being drafted by the Planning
Board to send to the Town Board regarding the issue.
Olson spoke about the budget for the generic EIS.
