Happy Friday, Ulysses!
Saturday is the annual Winterfest event. The town is in the midst of the important process of updating
our comprehensive plan- the essential guiding document from which the town makes decisions.
Comprehensive Plan Steering Committee members will be at Winterfest in front of the old Napa building
to discuss the progress -to -date, including a newly published survey, and opportunities for getting
involved.

UPDATE FROM TOWN SUPERVISOR OLSON
December is a hectic month for households and local governments alike, and I hope you are able to take
some time to enjoy peace and tranquility in this often -hectic season!
The Town Board will be meeting next Tuesday,December 10 for our final regular meeting of the year at
7pm @ Town Hall. Among many important topics on the agenda, we'll be looking to award a contract for
the reconstruction of our rear parking lot. Often things that are "out of sight" are "out of mind." Our
parking lot, which you may or may not have used, has been deteriorating for many years. To reduce
costs to our taxpayers, we will be using part of our allotment of federal American Recovery Plan Act
funds to return it to functionality. This parking lot is especially important in order to provide safe access
to our building for our handicap -accessible parking spaces. Improving access to our facility has been an
important goal of mine, and in 2025 we will continue to be seeking opportunities to make our public
entrance off of the parking lot better suited to serve all residents.
In other news, members of our Comprehensive Plan Steering Committee will be set up at Winterfest
tomorrow near the old Napa building. Please stop by and say hello! We will have surveys available and
would love to gather your thoughts on the Town and how we can further invest in our community in the
decades to come. (More information about the survey and the various ways you can access it will be
coming in a future newsletter and will also be available through our Town's website.)
SEASONAL AFFECTIVE DISORDER (SAD) INFORMATION:

Seasonal affective disorder, or SAD, is a condition in which some people experience a significant mood
change when the seasons change. SAD is not considered a separate disorder but is a type of depression.
Causes:
Seasonal Affective Disorder (SAD) is triggered by changes in seasons. This form of depression usually
occurs during the fall and winter months when there is less sunlight, and the days get shorter. SAD
usually lifts during the spring and summer months.
Symptoms:
Not everyone with SAD has the same symptoms, but they can include:
• Sad, anxious, or "empty" feelings
• Feelings of hopelessness, guilt, worthlessness, or helplessness
• Loss of interest or pleasure in activities you used to enjoy
• Fatigue and decreased energy
• Difficulty concentrating, remembering details, and making decisions
• Thoughts of death or suicide
• Oversleeping
• Overeating, particularly with a craving for carbohydrates
• Weight gain
• Social withdrawal (feeling like "hibernating")
• Difficulty sleeping
• Lack of appetite
• Irritability and agitation
SAD may be effectively treated with a specific type of light therapy for many. Antidepressant medicines
and talk therapy may also be needed reduce SAD symptoms, either alone or combined with light
therapy. Additionally, vitamin D supplements may improve symptoms.

TOMPKINS COUNTY ENVIRONMENTAL MANAGEMENT COUNCIL (TC-EMC) - DECEMBER MEETING

The EMC meets the second Thursday every month (except August). The public is welcome to attend and
hear speakers from the local community working on the environment. More information.

• You and the members of your household are U.S. citizens, U.S. non -citizen nationals or
qualified non -citizens; and
You provide a valid Social Security number for each household member; and

Assistance or Supplemental Security Income; or
• Your monthly household income is at or below the HEAP income guidelines.
You may be eligible for HEAP, even if you:
o Own your home
o Pay for heat as part of your rent
o Have money in the bank, stocks, bonds or other resources

PUBLIC COMMENT PERIOD FOR BRINE STORAGE UNDER CAYUGA LAKE:
The Town of Ulysses recently submitted a letter to the NYS DEC expressing concern regarding Cargill's
application to store leakage brine in part of the mine under Cayuga Lake. The Town was notified in
response that DEC has made a negative environmental declaration on the permit.

to Comment.CayugaSaltMine2023(@dec.ny.gov by December 20th„ 2024, or within 30 days of
publication of the Notice of Complete Application in the local newspaper.

SNOW SHOVELING/PLOWING NEEDED TO ASSIST OLDER ADULTS:
The Tompkins County Office for the Aging is seeking to add more helpers to its list of snow
shovelers/plowers for older adults.
The biggest need is for the rural areas of the county. If you are interested in assisting older adults by
shoveling or plowing, on either a paid or volunteer basis, please call the Tompkins County Office for the
Aging at 607-274-5482. If your name was listed last year, and you would like to be listed again, please
notify them as well.

The Town of Ulysses' Comprehensive Plan Steering Committee is conducting a photography competition
as part of the Town's Comprehensive Plan update. Community members are encouraged to take photos
that best capture the community spirit of the Town during the current season.
Selected photos will be incorporated into the adopted Comp Plan with credits given to the
photographer. Please send an email with your photos in JPEG or TIFF format to:
