SPECIAL TOWN BOARD MEETING
Town of Ulysses
Nov. 6, 2024
The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom
videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.

CALL TO ORDER:
Ms. Olson called the meeting to order at 8:16am.

APPROVAL OF AGENDA:
Motion:
Mr. Boggs moved to approve the agenda as presented. This was seconded by Ms. Bouchard and
passed unanimously.
PRIVILEGE OF THE FLOOR (3 minutes per person):

TOWN HALL PARKING LOT IMPROVEMENTS:
Ms. Olson shared some information about the parking lot project and walked the board through the
draft engineering plans, highlighting the following:
• Some sections owned by other property owners (3)
o The town will not pay to have the sections it does not own paved
o 1 section (the back/north end of the lot) will be included as an alternate bid. The
owner can elect to pave it. If not, it will be seeded and returned to grass.
o The owners of the 2 other sections can privately contract with the town’s contractor or
someone different to have their sections paved.
• The strip along the side of Town Hall is slated to have heavier asphalt due to heavier traffic.

• The design includes improvement of stormwater management.
Mr. Kerr joined the meeting and the group discussed snow plowing, location of current and future EV
charging stations, lighting, formalizing the parking lot (striping and signage).
Ms. Olson noted that the Town Board is not required to approve the bid packet but she has brought it
forward as a best practice. She’ll be talking to insurance as well as the Attorney for the Town for
finalization.
The plan is to get the packet posted on Friday. The deadline to receive bids/opening date will be Dec.
4. Since ARPA funds are being used, the town must have the funds committed (aka a signed contract)
by Dec. 31, 2024.
RESOLUTION # 163 OF 2024: CONTRACT DOCUMENTS FOR TOWN OF ULYSSES TOWN HALL
PARKING LOT IMPROVEMENTS CONTRACT NO.1. – GENERAL CONSTRUCTION
WHEREAS, on July 9, 2024 (Resolution #118 of 224), the Ulysses Town Board on authorized
the Town Supervisor to enter into contract negotiations and to execute a contract for services,
upon Town Counsel review and approval, with Barton & Loguidice for Conceptual Design
services for the Town Hall Parking Lot; and
WHEREAS, the Barton & Loguidice engaged in discussions with adjacent property owners, per
the RFQ related to conceptual design, and worked with Town Hall staff on designing a parking
lot that fulfilled the stated intentions in the RFQ; and
WHEREAS, the Town Board reviewed the design of the Parking Lot Design at a special meeting
on November 6, 2024;
NOW, THEREFORE, BE IT
RESOLVED that the Ulysses Town Board accepts the Contracts Documents for Town of Ulysses
Town Hall Parking Lot Improvements Contract No.1. – General Construction, pending review
and approval from the Town Attorney and the inclusion of insurance amounts from the
Town’s insurance agency; and subject to minor engineering changes per town board
discussion; and be it
FURTHER RESOLVED, that the Ulysses Town Board directs the Town Clerk to duly advertise the
Contracts Documents for Town of Ulysses Town Hall Parking Lot Improvements Contract No.1.
– General Construction in the Town’s newspaper of record per the Town Procurement Policy
and New York State Law, as well as advertise in other appropriate sources.
