Who is eligible to receive HEAP?
• You and the members of your household are U.S. citizens, U.S. non -citizen nationals or
qualified non -citizens; and
• You provide a valid Social Security number for each household member; and
• You receive Supplemental Nutrition Assistance Program (SNAP) benefits, Temporary
Assistance or Supplemental Security Income; or
• Your monthly household income is at or below the HEAP income guidelines.
• You may be eligible for HEAP, even if you:
o Own your home
o Pay for heat as part of your rent
o Have money in the bank, stocks, bonds or other resources
CARROT RECALL:
Tompkins County Whole Health (TCWH) is alerting the community to a recall on multiple sizes and
brands of organic whole and baby carrots which were sold at grocery stores in our region (including
Wegmans, Trader Joe's, Tops and GreenStar Food Co-op).
The carrots have been linked to an outbreak of E. coli from bagged organic whole and baby carrots
supplied by Grimmway Farms. A complete list of all impacted items is available online.
If you have a product included in this recall, do not consume. Consumers are advised to throw the
products away, as washing and cooking will not reduce the risk of E. coli.
To date, 39 cases of E. coli have been reported, with 5 cases reported in New York State, including one
from Tompkins County. Of the 39 cases, 15 cases have required hospitalization and 1 death has occurred.
The true number of sick people in this outbreak is likely higher than the number reported, and the
outbreak may not be limited to the states with known illnesses. This is because some people recover
without medical care and are not tested for E.coli.

PUBLIC COMMENT PERIOD FOR BRINE STORAGE UNDER CAYUGA LAKE:
The Town of Ulysses recently submitted a letter to the NYS DEC expressing concern regarding Cargill's
application to store leakage brine in part of the mine under Cayuga Lake. The Town was notified in
response that DEC has made a negative environmental declaration on the permit.

of the Notice of Complete Application in the local newspaper.

LOCAL STATE PARKS UPDATES:
"What's happening at our local state parks?" Come hear from Fred Bonn, NYS Parks Regional Director,
about the changes, construction, vision, and plans for our local parks at 7pm on Tuesday, Dec. 3rd, at the
Fellowship Hall at 69 East Main St.
UPDATES FROM NYS ASSEMBLYMEMBER KELLES:
EMS Reimbursement bill
On Sept. 17, Gov. Kathy Hochul signed an EMS Treatment in Place and Transfer to Alternative Destination
(TIP & TAD) bill into law. The bill enables emergency medical service providers to get reimbursed for
services provided that do not result in transport to a hospital. These currently constitute 30% of all calls
that up to now have been unfunded. The legislation also expands the list of medically approved
destinations for transport beyond a hospital emergency room. These include sites such as a substance
use disorder detox facility, an urgent care center, or a mental health facility. This discretion is particularly
critical in rural areas where access to hospitals may be hours away. Providing them with the ability to
determine the emergency location that will best serve their patients' needs is not only common sense,
but it also provides a more efficient delivery of emergency services.
Note: EMS services constitute nearly 30% of the Town of Ulysses 2025 budget.
Annual Holiday Open House and Community Gift Wrapping Reuse Event
The public is invited to join on December 20th from 4 - 7pm at the Ithaca District Office (130 E State
Street - on the commons) for the Annual Holiday Open House and Community Gift Wrapping Reuse
Event. Come enjoy some holiday treats and cheer, wrap some holiday gifts with donated wrapping
paper, take home some unused and donated or pre -used holiday wrapping paper and meet some of
your neighbors you might not already know.
Finger Lakes Library System receives $66,900 in state funding allocation
The funding directly benefits eight local libraries, including Ulysses Philomathic Library_. The money will
help the libraries improve and expand upon both outward facing community programs and internal
professional development opportunities for staff. Ulysses Philomathic Library plans to buy more

SNOW SHOVELING/PLOWING NEEDED TO ASSIST OLDER ADULTS:
The Tompkins County Office for the Aging is seeking to add more helpers to its list of those willing to do
snow shoveling/plowing for older adults.
The biggest need is for those in rural areas. If you are interested in assisting older adults by shoveling or
plowing, on either a paid or volunteer basis, please call the Tompkins County Office for the Aging at 607-
274-5482. If your name was listed last year, and you would like to be listed again, please notify them as
well.

SEEKING SEALED BIDS FOR TOWN HALL PARKING LOT IMPROVEMENTS
The Town of Ulysses is seeking sealed bids for construction of the Town Hall parking lot. Sealed bids
must be received by the Town of Ulysses, 10 Elm St., Trumansburg NY 14886, by 1pm local time on
Wed., December 4, 2024. Bids received will be publicly opened and read at that time.
The project includes pavement reconstruction, drainage improvements, lighting improvements, and
associated work.
