It's been a busy couple of weeks since we last met over the newsletter. I hope you find joy in community, and find ways to care for others and yourself. I'm looking forward to a hike with a dear friend and cheering on our local youth at basketball games. On Halloween, Town staff and high schools from our civics internship program handed out candy and bookmarks chock full of great information about all the things happening in the Town. I loved seeing all of the costumes and happy faces on such a surprisingly warm night! This past week the Town Board approved moving forward on the repaving project for the Town Hall's parking lot. We'll be sending out lots of information to area contractors about how to bid on the project, and we'll be opening those bids publicly on December 4th at 1pm. This project will be an important step in enhancing the accessibility and safety of the parking lot, and will enable us to connect to an existing underutilized stormwater berm at the front of the property. Town buildings will be closed for Veterans' Day on Monday, November 11th. I am especially grateful to the men and women who have served in uniform in the armed forces, and all of their family members who served alongside them at home. Your service is a tremendous gift to our nation. Thank you. On Tuesday, November 12th, the Town Board will again convene at 7pm, and the public is always welcome to join us in -person or remotely. The complete packet, as well as a link to join the meeting, is available here. We will be acting on a number of important items, including a three-year contract with our unionized staff in our Department of Public Works and a draft letter expressing safety concerns with salt mining under Cayuga Lake. As a final note, please be mindful that the ground is DRY and the winds are energetic. There is a burn ban currently in effect in Tompkins County as of November 2, so please don't burn the leaves and brush. Let's work together to reduce our collective fire risk! TOMPKINS COUNTY BURN BAN DETAILS: From Tompkins County Administrator Lisa Holmes via Facebook: A State of Emergency is hereby declared in Tompkins County, effective 10:00 a.m. on Saturday, November 2, 2024. This State of Emergency has been declared due to the lack of significant rainfall, which has caused extremely dry conditions, this poses a public safety hazard due to the potential of out. of -control fires and/or wildfires. The following activity is prohibited in accordance with New York State Department of Environmental Conservation Open Burning laws: • Burning refuse, trash and other solid waste Burning loose leaves or leaf piles Burning downed limbs and branches Burning of grass, brush or forest -covered land. As the Chief executive of Tompkins County, I, Lisa Holmes, County Administrator, exercise the authority give me under Article 2-B, Section 24 of the New York State Executive Law, to preserve the public safety and herby render all required and available assistance vital to the security, well-being and health of the citizens of Tompkins County. I hereby direct all departments and agencies of Tompkins County to take whatever steps necessary to protect life and property, public Infrastructure and provide such emergency assistance deemed necessary. This State of Emergency will remain in effect for thirty (30) days or until rescinded or renewed by a subsequent order. UPCOMING MEETINGS: Town Board meeting 11/12 at 7pm SEEKING SEALED BIDS FOR TOWN HALL PARKING LOT IMPROVEMENTS Sealed Bids for the construction of the Town Hall Parking Lot Improvements will be received by the Town of Ulysses, at the office of the Town of Ulysses Town Hall, until 1:OOPM local time on Wednesday, December 4, 2024, at which time the Bids received will be publicly opened and read. The Project consists of pavement reconstruction, drainage improvements, lighting improvements, and associated work at the Town of Ulysses Town Hall parking lot. Contract Documents, including Advertisement for Bids, Information for Bidders, Labor and Employment, Additional Instructions, Bid Documents, Agreement, General Conditions, General Requirements, Specifications, and Contract Drawings and any Addenda, may be obtained from Barton & Loguidice, D.P.C., by emailing jfelber(@bartonandloguidice.com. EPA NEWS: NEW AMERICAN CLIMATE CORPS PROGRAMS The U.S. Environmental Protection Agency has partnered with AmeriCorps to create the Environmental Justice Climate Corps (EJCC) Program, a new partnership launched to open doors for people to serve in careers that benefit disadvantaged and other low-income communities. Read the announcement. The EJCC Program is one of four brand new American Climate Corps programs focused on forestry, climate -smart agriculture, rural economic development, and environmental justice: AmeriCorps NCCC Forest Corps Workiniz Lands Climate Corps Energv Communities AmeriCorps Environmental Justice Climate Corps The American Climate Corps is a new initiative of the Biden-Harris administration that offers paid job training and national service opportunities in climate -related fields. Members work on everything from deploying solar panels to managing community gardens to mitigating wildfires —and make a tangible impact in their communities every single day. The opportunities page features hundreds of positions you can apply for today, and new positions are added every week. CITIZEN PREPAREDNESS CLASS: Dryden Fire Dept. 11/13/24 at 6pm With severe weather events becoming more frequent and more extreme, it is more important than ever that New Yorkers are prepared for disasters. The NY Citizen Preparedness Training Program teaches residents to have the tools and resources to prepare for any type of disaster, respond accordingly and recover as quickly as possible to normal conditions. This training course will provide an introduction to responding to a natural or man-made disaster. Participants will be advised on how to properly prepare for any disaster, including developing a family emergency plan and stocking up on emergency supplies. Each family that attends will receive one preparedness kit. Register here. FREE FISHING DAY — NOVEMBER 11 (VETERANS DAY) From NYS DEC Monday, November 11 marks the last Free Fishing Day of the year. During these days anyone can freshwater fish in New York without a fishing license. Since this coincides with Veteran's Day, it offers a great opportunity to invite that special veteran in your life to go fishing and spend some quality time on the water. Even though the fishing license requirement is waived, freshwater fishing regulations are still in effect. LEAF ME ALONE: WHY YOU SHOULD KEEP YOUR LEAVES IN YOUR YARD: From NYS DEC As the leaves continue to fall, many of us will use our time or money to rid our lawns of leaves. Keeping our leaves nearbv is a simpler, more environmentally -friendly solution, as leaves contain nutrients that are good for the soil. Here are some ways to make the most of your leaves: • Mulch your leaves in place. Shred your leaves with a lawn mower and leave them on your lawn. It's faster and easier than raking or leaf blowing and adds nutrients to the soil. • Add shredded leaves to your garden and landscaping. Shredded leaves can be used as mulch to help prevent weeds and keep moisture in the soil. The leaves will also slowly release nutrients into the soil. • Save your leaves for composting. Fall allows us to collect and store a great carbon -rich source for our compost pile and that's leaves! Leaves balance out nitrogen -rich materials in your pile like food scraps and grass clippings. One of the biggest challenges to composting food scraps at home is the release of water into your compost pile as the food breaks down. One of the best ways to fix this is to add leaves every time you add food scraps (Compost tip: shredded leaves absorb water better than whole leaves.) Learn more about home composting. • Insulate your compost bin for the winter. Place leaves around and on top of your compost bin. This will insulate your bin and allow the material to continue to break down throughout the winter. In the spring, you will have fresh compost without waiting for your pile to thaw out, and the leaves can be added to your spring compost pile. SEND YOUR FALL PHOTOS: The Town of Ulysses' Comprehensive Plan Steering Committee is conducting a photography competition as part of the Town's Comprehensive Plan update. Community members are encouraged to take photos that best capture the community spirit of the Town during the current season. Selected photos will be incorporated into the adopted Comp Plan with credits given to the photographer.
