Fall is a season of transitions both in our landscapes and at Town Hall. Michelle E. Wright, a vital member of the Ulysses Team, has moved on to a graduate program at Cornell. She brought significant integrity and professionalism to Ulysses, and most recently served as Second Deputy Supervisor (under three different Town Supervisors) and Budget Officer (since 2020). She spearheaded many of the long-term and capital planning initiatives that continue to serve the Town well in planning for our long-term future. I'm particularly grateful to Michelle for staying through the first 2 % years of my term as Supervisor, and generally making our corner of the world a much better place. I'm also very pleased to formally welcome Teressa Naylor as my new Second Deputy Supervisor. Teressa brings tremendous energy, administrative experience, and a great sense of humor to this role, and is a wonderful addition to Town Hall. Teressa will primarily manage our numerous grant projects as we continue to invest in Town infrastructure, particularly bridges and culverts. Her delightful bio is below. In other important news, the Town Board will be holding a public hearing for the Preliminary 2025 Budget on Tuesday, October 22 at 7pm. Anyone wishing to participate can do so in person (at Town Hall) or via Zoom. Meeting information is available for the public hearing and the regular meeting. Finally, winter recreation opportunities through the Town are available here. We provide year-round programming for individuals for both adults and children 6th grade and below. Welcoming Teressa Naylor! Teressa Naylor (she/her) is delighted to jump into the role of 2nd Deputy Supervisor for the Town of Ulysses! She brings a wide array of communication, project management, and organizational/administrative skills to this position, learns quickly and on -the -fly, and is a detail - oriented researcher and determined problem -solver. Teressa's personal style is adaptable, cooperative, tolerant, and subtly assertive. Teressa has an English degree from Binghamton University and went to SUNY Cortland for graduate school in teaching English. She started her career in Cornell University's IT department, where she worked in a few administrative positions before spending her last several years there as a project lead for business communications in their marketing division. In 2008, Teressa moved on from Cornell to a combination of professional and volunteer positions focused within the Trumansburg community she loves, including Tburg Community Ed Program Coordinator, K-8 substitute teacher, health and wellness coach/educator, board member on the Trumansburg Education Foundation, and various leadership and member roles in TCSD's PTO and booster organizations. With significant stamina for hoop -jumping and red tape, Teressa is adding this new job in local government to the non-profit work she's done for the past 15 years as Sponsorships and Communications Manager for Educate the Children, an international NPO that serves women and children in impoverished villages in Nepal. Rounding out her resume, Teressa is also a certified divorce mediator and certified holistic health practitioner (wellness consultant), and manages and maintains a rental apartment. Much of Teressa's non -work time is spent visiting her young adult children and/or other family. She also enjoys all kinds of travel (sometimes with her husband), outdoor adventures such as camping and climbing with her kids, hiking and running with friends, walking, yoga, and listening to podcasts while doing chores. She can tolerate being still only with the lure of board games, puzzles, good books, and hot tubs, or if her very old and small dog is sleeping on her lap. PUBLIC HEARING- 2025 PRELIMINARY BUDGET: PLEASE TAKE NOTICE that the Town Board of the Town of Ulysses has completed the Preliminary Budget for the fiscal year 2025. FURTHER NOTICE IS HEREBY GIVEN that the Town Board of the Town of Ulysses will hold a Public Hearing on Tuesday, Oct. 22, 2024 at 7pm at the Town Hall at 10 Elm St., Trumansburg NY 14886 (at the beginning of the Regular Town Board Meeting). The public may join in person or via Zoom videoconference at httpL.L/zoom.uslj,/183862745 (by telephone at +1-646-558-8656, 183862745#). Comments can be made by yourself or a representative at the hearing; or submitted in writing by 6pm on Tuesday, Oct. 22, 2024 to the Town Clerk at clerk(@townofulyssesnygov or 10 Elm St., Trumansburg NY. Pursuant to section 107 of Town Law, the proposed annual salaries of the elected officials are hereby specified as follows: Town Supervisor $41,310; Town Council (4) at $5588 each; Town Clerk $65,236; Town Highway Superintendent $77,500 (plus Water District 3 Supervision: Assigned Duty at $2000 & General Water Supervision: Assigned Duty at $2000); Town Justice at $28,285. After the Public Hearing, the board may make additional changes (no additional hearing is necessary) before adopting the Final Budget. View 2025 Preliminary Budget View prior years' budgets OTHER UPCOMING MEETINGS: BZA meeting & Public Hearing- 10/23 at 7pm • Comprehensive Plan Focus Groups on 10/24 at the Trumansburg Firehouse, 74 West Main Street Trumansburg. These sessions are part of the inventory and analysis phase of the project and are intended to assess current conditions of Ulysses and what goals the community has for the future. o 12:30- 1:30pm: To discuss topics related to Economic Development, Housing, Historic Preservation, and the Built Environment o 5-6pm: To discuss topics related to the Environment and Natural Resources, and Climate Change and Resiliency. SHOOTING SPORTS CLASSES FOR ADULTS: With support from the Town of Ulysses, Trumansburg Fish & Game Club is offering three classes to introduce adults (age 16+) to shooting sports and safety involving shotguns and smallbore rifles. Participants must be in good standing related to State and Federal firearm regulation. Class #1- .22 Rimfire rifles: (was held on October 15) Class #2- Shotgun safety & trap: 7pm on October 22 Class #3- Shotguns safety & skeet: 7pm on October 29 Because of facility limitations, pre -registration is required. Those interested may register through the Trumansburg Fish & Game Club's Facebook page, by email at info.tfgc@gmail.com, by calling 607-387-5433, or in person during public shooting times Thursday evenings (5-8 pm) or Sunday mornings (9am- 12noon). JACKSONVILLE COMMUNITY ASSOCIATION ANNUAL MEETING The public is invited to the Jacksonville Community Association (JCA) Annual Meeting on Thursday, Oct. 24 at 7pm at Jacksonville Community United Methodist Church 1869 Trumansburg Road/Rte.96, Trumansburg NY. Anne Koreman • FREE snacks For questions, contact Jonathan Froehlich at jonathanfPjcany.org or Nancy Zahler at nancyz@jcany.org NYS PROPOSAL ON 11/5 BALLOT Amendment to Protect Against Unequal Treatment: "To amend Article 1, Section 11 of the New York Constitution. Section 11 now protects against unequal treatment based on race, color, creed, and religion. This proposal will amend the act to also protect against unequal treatment based on ethnicity, national origin, age, disability, sex, sexual orientation, gender identity, gender expression, pregnancy, and pregnancy outcomes, as well as reproductive healthcare and autonomy. The amendment allows laws to prevent or undo past discrimination." Other Election Info: Sample Ballot *Please note: After a public comment period and public hearing, the Town of Ulysses passed a resolution to consolidate the Town Court Justices from 2 to 1. Unfortunately our timeline did not line up with the Board of Elections and the local Democratic Party had already sought a candidate who is listed on the ballot. Regardless of the number of votes that the candidate receives, there is no longer a position for the candidate to be elected into. Buffalo St by November 4 o Postmark absentee ballots by November 5 Election Day Nov. 5 View your voting location COMMENTS ON CURRY RD CULVERT REPLACEMENT: A Public Information Meeting to discuss the replacement of the Curry Road Culvert over Trumansburg Creek was held from 5:30-6:30pm on Wed., Oct. 9, 2024. The project is possible due to a BridegNY grant and is currently in the preliminary design phase. MOBILE MAMMOGRAPHY Tompkins County Whole Health is partnering with Guthrie Lourdes Cancer Services Program to offer low or no -cost breast cancer screenings. The "Mammo on the Move" van will be at Tompkins County Whole Health, 55 Brown Rd., Ithaca, on Wednesday, October 30th, from 10am- 6pm. Call 607-798-5723 to set up your appointment time. You are eligible to use the van for breast screening if: • you are age 40 or older • you have no current breast health problems or symptoms • you have no history of breast surgery, or you had a biopsy over 1 year ago with benign results & no further problems • Insured and uninsured welcome! You do not need to be a Lourdes patient. Your results can be sent to the healthcare provider of your choice. No referral needed. Stephen Penningroth will describe two sunlight reflection technologies, what is known about the climate risks they involve, and the need for global consensus before sunlight reflection could be deployed as a temporary stopgap measure. The presentation will be part of the Community Forum series held at the Fellowship Hall, 69 East Main St., at 7:00 pm on October 22nd. Penningroth taught at the University of Medicine and Dentistry of New Jersey and Cornell, provided technical consulting services to communities impacted by Superfund toxic waste sites, and founded the Community Science Institute in Ithaca in 2000. Community members are encouraged to take photos that best capture the community spirit of the Town during the current season. Selected photos will be incorporated into the adopted Comp Plan with credits given to the photographer.
