Do you know someone who might be? The Tompkins Countv Environmental Management Council (EMC), has been the Legislature's official citizen advisory board on local environmental issues since 1971.The purpose of the EMC is to identify problems, propose priorities, and promote coordination of activities in the development and management of our natural resources and to provide a public forum for the discussion and resolution of these problems and completion of proposed projects. The Tompkins County Environmental Management Council (EMC), is paving the way for two new student seats on the council. The student seats will be full voting seats with a Sept -Sept term and can reapply each year. The seats are for two (2) high school or college student members who are county residents and at least 16 years of age. The EMC meets monthly on the 2nd Thursday of each month, primarily by Zoom at 4:00-5:30 PM. Reach out to the EMC Chair - Cait Darfler (ckdarfler(@gmail.com) with any questions. The EMCs next meeting is happening on Sept 12 at 4PM by Zoom. Email Cait to get the link. NOTICE OF PUBLIC HEARING- A LOCAL LAW TO OVERRIDE THE TAX LEVY LIMIT Although the Town Board plans to create a budget within the tax cap, they may pass this local law to be prepared in the case of unexpected increases during the budget season. The Public Hearing will be held on Tuesday, Sept. 10, 2024 at 7:05pm. At this time the Town Board will hear comments on a proposed LOCAL LAW TO OVERRIDE THE NYS TAX LEVY LIMIT AS ALLOWED BY GENERAL MUNICIPAL LAW §3-C. The full text of the law is available here. Comments may also be sent in advance to the Town Clerk at 10 Elm St., Trumansburg NY 14886 or via e-mail to clerk@townofulyssesnygov by 5pm on Sept. 10, 2024 AG COMMITTEE MEETING: The Town of Ulysses is re-establishing the Ag Committee as part of the comprehensive plan update. If you are a farmer, a landowner with lands used for agricultural purposes, involved in a farming industry or someone interested in farming issues, we encourage you to attend at 7pm on Monday, September 9, 2024, at the Trumansburg Fire Hall, 74 W. Main Street, Trumansburg. Town Board members Mary Bouchard and Liz Weatherby will be in attendance. RABIES VACCINATION CLINIC: Rabies is a fatal disease but is preventable by vaccination. Get your cat, dog or ferret vaccinated to prevent rabies! The next clinic will be held on Saturday, Sept. 14 from 11am-2pm at the TCAT Bus Garage (737 Willow Ave, Ithaca). Sign up at: https://tompl<inscountyny.gov/health/rabies#clinics DEC EXPANDS NON -LEAD AMMUNITION STUDY TO HELP IMPROVE BALD AND GOLDEN EAGLE CONSERVATION EFFORTS: DEC has partnered with the New York Cooperative Fish and Wildlife Research Unit at Cornell University, U.S. Geological Survey, and Conservation Science Global on the study to determine the how the increased use non - lead ammunition for deer hunting can improve the health and survival of bald and golden eagles. Lead bullets used for deer hunting are relatively soft and can fragment into many small pieces that travel throughout a deer's vital organs after impact. Eagles can then ingest these fragments when scavenging the remains left behind after a hunter field dresses a deer. If an eagle consumes a lead fragment as small as a grain of rice, the subsequent lead poising can be lethal. While the bald eagle population is soaring in New York, research has shown that lead -related mortality has slowed population growth. The golden eagle population in the eastern U.S. is relatively stable, although vulnerable to a potential population decline due to lead poisoning. This study aims to determine whether this source of mortality can be reduced by increasing the proportion of hunters using non -lead ammunition. DEC's research partners will be offering rebates up to $60 for the purchase of certified non -lead ammunition and participation in both pre- and post -hunt surveys. This research was identified as a high priority in DEC's report, "Minimizing Risks to Wildlife and People from Lead Hunting Ammunition." For more information, visit DEC's website. PHOTOGRAPHY COMPETITION: The Town of Ulysses' Comprehensive Plan Steering Committee is conducting a photography competition as part of the Town's Comp Plan update. Each quarter they're requesting that community members take photos of the Town that best capture the community spirit during that season. Selected photos will be incorporated into the adopted Comp Plan with credits given to the photographer. This season's competition is Summer! The Committee will accept photos that capture the essence of summer in the Town from June 20 to September 21, 2024. Planning Board- 1 full member (to complete remaining 4 yr term) + 2 alternate positions (1-yr appointments) are available. The Planning Board is made up of 5 town residents appointed by the Town Board, and up to 2 additional residents may be appointed to serve as alternates. Some of the duties of the Planning Board include: • The review of, and issuing decisions on, various land use permits including site plan review and special use permits; The review of, and providing recommendations to the Board of Zoning Appeals on, variance applications, and • The review of, and providing recommendations to the Town Board on, the Town's broad planning goals, policies and long-range plans, such as the Comprehensive Plan, rezones, and zoning code revisions. The Planning Board typically meets once a month at 7pm on the 1st Tuesday of the month, and periodically on the 3rd Tuesday as needed. Board of Zoning Appeals- 1 alternate position (1-year appointment) available. The Board of Zoning Appeals is made up of 5 town residents appointed by the Town Board, and up to 2 additional residents may be appointed to serve as alternates. Some of the duties of the Board of Zoning Appeals include: • The review of, and issuing decisions on variance requests related to property use and certain development standards; and • The review of, and issuing decisions on appeals of decisions, interpretations, and determinations of the Zoning Officer.
