As Ulysses prepares for more rain, I want to encourage everyone to exercise caution when travelling on our roads. If you see a tree down in a roadway, please remember to call 911. This is the fastest way to make sure the right people know where to go to fix the situation. In Ulysses (outside of the Village), roads are overseen by three different agencies: the Town, the County, and the State. Hopefully sunnier conditions are available next week during the regular Town Board meeting. The meeting will be held on Tuesday, August 13 at 7pm and the packet is available via the website. The Town Board cancelled its second meeting in August per normal, as we typically hold several additional meetings in September as we work on the 2025 budget. SEEKING FLOODING PHOTOS: Hopefully no one had any flooding damage today. But if you noticed any flooding in the town from today's rain and took photos, we would love to have them to collect data on water flow. Please email to mwrigblL@townofulyssesnygov or drop off at the Clerk's office. FROM NYS DEC: Learn Bowhunting with Other Women, Taught by Women! Earn your NYS Bowhunter Education Certification with other women, taught by women while staying at the historic Great Camp Sagamore in the Adirondacks. Upcoming webinar—how to plan a pumpkin smash event for your community Instead of throwing your leftover Halloween pumpkins or jack-o-lanterns into the garbage, some local governments and community groups host pumpkin smashes or pumpkin drop-off events where residents are invited to continue the family fun by smashing and/or dropping off their pumpkins for composting or feeding farm animals. DEC is excited to host a webinar featuring Tom Twente (Grow Amsterdam NY) and Dan Lilkas-Rain (Town of Bethlehem) to discuss planning a pumpkin smash event for your community. Tom and Dan are experienced in hosting pumpkin smash events in their own communities and will review the nifty gritty of hosting a pumpkin smash event including location selection, how to prepare and execute a successful event, how to make the event engaging with various activities, volunteer management, and more! TOMPKINS COUNTY LEGISLATURE COMMITS TO EXPLORING A LOCAL MINIMUM WAGE: The Tompkins County Legislature, with a vote of 11-3 (Legislators Mike Sigler (R-Lansing), Dan Klein (D-Danby), and Mike Lane (D-Dryden) opposed) passed a resolution committing to explore the possibility of establishing a local Tompkins County minimum wage. The current minimum wage of $15.00 per hour in Tompkins County is set by New York State. A living wage, calculated by the Massachusetts Institute of Technology as what an individual in a household must earn to support themselves and/or their family, working full-time is estimated at $24.64 per hour for a single adult with no children. Locally, a 2023 report from researchers at the Cornell University ILR School estimated $18.45 per hour as the living wage for such an individual — the local calculation has not yet been updated in 2024. Roughly 18,000 workers living in Tompkins County earn less than the living wage, according to the report. After several amendments, the Legislature's final resolution directs the Housing and Economic Development Committee, key County staff, and community stakeholders to explore the impact of a local minimum wage higher than the New York State minimum wage. Calculations and methodologies for annual adjustments, enforcement provisions, and any exemptions or special considerations deemed necessary are to be explored. $50,000 will be set aside to hire a consulting firm to study the issue. The resolution was amended from a previous version that called for the drafting of a local law to be considered. Tompkins would be the first New York State County to establish a local minimum wage. HARMFUL ALGAL BLOOM NOTIFICATIONS: Visit NYHABS, DEC's harmful algal bloom notification map to view locations of freshwater HABs in New York State that were reported in the past two weeks. Click on a dot for more information, including the date it was reported, the waterbody name, and pictures. Click on the arrow at the bottom of the screen to view a list of reported HABs. Instructions on how to use NYHABS are on DEC's HABs notification webpage. Know it: HABs vary in appearance from scattered green dots in the water, to long, linear green streaks, pea soup, or spilled green paint, to blue-green or white coloration. Avoid it: People, pets, and livestock should avoid contact with floating mats, scum, and discolored water. Report it: Report a suspected HAB using the NYHABs online reporting form. Report health concerns related to HABs to the Department of Health at harmfulalgae@health.nygov, or contact your local health department. GET INVOLVED! Contact Marissa Nolan at mn623(@cornell.edu PHOTOGRAPHY COMPETITION: The Town of Ulysses' Comprehensive Plan Steering Committee is conducting a photography competition as part of the Town's Comp Plan update. Each quarter we're requesting community members take photos of the Town that you feel best captures the spirit of our community during that season and submit them to the Committee. Selected photos will be incorporated into the adopted Comp Plan with credits given to the photographer. This season's competition is Summer! The Committee will accept photos that capture the essence of summer in the Town from June 20 to September 21, 2024. Planning Board- 1 full members (to complete remaining terms of 4y, 5 mos and ) + 2 alternate positions (1-yr appointments) are available. The Planning Board is made up of 5 town residents appointed by the Town Board, and up to 2 additional residents may be appointed to serve as alternates. Some of the duties of the Planning Board include: • The review of, and issuing decisions on, various land use permits including site plan review and special use permits; • The review of, and providing recommendations to the Board of Zoning Appeals on, variance applications, and • The review of, and providing recommendations to the Town Board on, the Town's broad planning goals, policies and long-range plans, such as the Comprehensive Plan, rezones, and zoning code revisions. The Planning Board typically meets once a month at 7pm on the 1st Tuesday of the month, and periodically on the 3rd Tuesday as needed. Board of Zoning Appeals- 1 alternate position (1-year appointment) available. The Board of Zoning Appeals is made up of 5 town residents appointed by the Town Board, and up to 2 additional residents may be appointed to serve as alternates. Some of the duties of the Board of Zoning Appeals include: • The review of, and issuing decisions on variance requests related to property use and certain development standards; and • The review of, and issuing decisions on appeals of decisions, interpretations, and determinations of the Zoning Officer.
