Forecasters say a blast of arctic air will impact our region this weekend, ushering in some of the coldest
temperatures of the season and sending wind chill readings below zero.
Mark Pellerito, the Warning Coordination Meteorologist at the National Weather Service office in Binghamton,
said temperatures will fall through the teens Friday night, to around 10 degrees by Saturday morning, adding
"Saturday will likely be the coldest air we've experienced thus far this winter. Wind gusts from the northwest of
25-35 miles per hour combined with the cold temperatures will result in persistent wind chills of 5 to 10 degrees
below zero."
The Department of Emergency Response is reminding residents to take the necessary precautions to protect
themselves against frostbite and hypothermia. Extremely low wind chills can pose a risk to anyone outdoors for
extended periods of time without protective clothing.
Signs of hypothermia, or abnormally low body temperature, include shivering, exhaustion, confusion, fumbling
of hands, memory loss, slurred speech, and drowsiness.
Frostbite is the freezing of specific body parts such as fingers, toes, the nose, or earlobes. Signs of frostbite
include a lack of feeling in the affected area; skin that appears waxy, is cold to the touch, or is discolored.
Geoff Dunn, Community Preparedness Coordinator for Tompkins County Emergency Response, advises "Limit
your time outdoors, dress in layers, and be sure to wear gloves, a hat and a scarf to protect your face. If signs of
hypothermia or frostbite appear, get out of the cold immediately and call 9-1-1."
Under a "Code Blue" policy, the Department of Social Services provides emergency shelter on nights when
temperatures drop below 32 degrees to ensure everyone is warm and safe. Report to Social Services at 320 W.
MLK Jr/State St. between 8:OOam and 4:30pm, or St. John's Community Services at 618 W. MLK Jr /State St. after
hours to access emergency shelter. Shelter for anyone who qualifies as homeless is available year-round by
applying through Tompkins County DSS.

UPDATE FROM TOWN SUPERVISOR KATELIN OLSON:
Greetings, Ulyssians!
We are certainly in the blustery, tempestuous days of winter and my appreciation goes out to Town DPW and Village
DPW for working to keep our roads safe and clear of snow, ice and trees! This weekend is looking particularly cold, so
please see above for ways to access support if the need arises.
Next Tuesday (1/23) will be our regular Town Board meeting, and just a quick reminder that we will be holding a Public
Hearing to solicit additional community recommendations on the use of our remaining ARPA funds. As always, the
board packet is available here.
The Town Board has been working on allocating these funds since 2021, and has identified many potential projects.
Some funds have already been spent to address established needs. We encourage the public to attend, either in person
or remotely, or submit comments in advance to clerk@townofulyssesny gov. Each person is allowed to speak once,
up to 3 minutes.
Like private households and businesses, governments broadly suffered a slowdown in revenue during the COVID
pandemic and the funds provided to the Town were to make up for these revenue losses. The intention was that local
taxpayers did not have to directly make up any revenue shortfalls caused by the pandemic. The Town's allotment was
based on our population of the Town residents outside of the Village. The Village also received its own funds based on
its population.
The Town is authorized to spend the ARPA funds for general government services. Basically, (with few exceptions largely
related to pensions and reserves) if an activity is something that the Town is legally allowed to spend money on
normally, we can spend the ARPA funds for that purpose, too. More information about projects already under
consideration, projects that have already been funded, the draft ratings matrix that we're planning to use to assess
future ARPA-funded projects, and other information is available here.
Throughout this process and as we manage our nearly $4 million annual budget, the Town Board has been committed
to providing high quality services that are cost efficient for our taxpayers, address health, safety and welfare needs, and
broadly serve to advance the identified priorities and capital needs of the Town. We will be bringing this same
thoughtful deliberation to the use of the ARPA funds and look forward to hearing from the community on Tuesday.
SEEKING CONSULTANT FOR COMP PLAN UPDATE:
The Town of Ulysses is soliciting a qualified consultant from a multidisciplinary consulting firm to assist in the
development of the 2025-2045 Comprehensive Plan Periodic Update and associated Environmental Impact Statement.

ITHACA-TOMPKINS COUNTY TRANSPORTATION COUNCIL SEEKS PUBLIC INPUT FOR
LONG RANGE TRANSPORTATION PLAN UPDATE:
The Ithaca -Tompkins County Transportation Council (ITCTC) is updating its Long -Range Transportation Plan for Tompkins
County. The plan covers the 20-year period through 2045. The purpose and primary objective of the transportation plan
is to develop a common vision for the future of transportation in Tompkins County.
"Every five years we update our long-range transportation plan," stated Fernando de Aragon, director of the ITCTC.
"Once again, we have the opportunity to define a vision for Tompkins County and public input is essential. The plan
offers the opportunity to focus on the role of transportation in strengthening the local economy, encouraging a healthy
lifestyle, and promoting equity in our community. Of course, we also recognize the great impact of the transportation
sector in issues like energy consumption, air quality and climate change. How we deal with transportation locally can
play an important role in addressing these challenges." Topics covered by the Long -Range Transportation Plan include
pedestrian and bicycle transportation, traffic circulation, maintenance of infrastructure, safety, transit, trail
development and more.

SPRING 2024 TOURISM GRANTS:
It's a new year and that means a new season of grants are available through the Tourism Program. We are accepting
applications for the following grants:
Community Celebration Grants
Nonprofit organizations and municipalities are eligible for grant funding for events that celebrate our county's unique
culture and heritage. All events must be free and open to the public. Applications are due by February 29, 2024.
Tourism Advancement Grants
Projects, exhibits, and events that attract visitors to Tompkins County for overnight stays are eligible for the Tourism
Advancement Grant. Awards up to $20,000 can support production and promotion expenses. Applications are due by
February 29, 2024.
Tompkins Outdoors Grants
Organizations working to enhance our county's profile as an outdoor recreation destination can apply for the Tompkins
Outdoors Grant. Interested parties are encouraged to complete the eligibility questionnaire before January 26. Full
applications are due by February 29, 2024.

FREE ONLINE CLASSES FOR THOSE OVER 50:
NYS Office for the Aging offers online classes for all New York residents over 50 on topics like navigating tech devices,

SAVE MONEY ON UTILITY BILLS:
Assemblymember Anna Kelles and Senator Lea Webb, along with the Public Utility Law Project, will host a Utility
Assistance Open House to help residents reduce their utility bills.

All residents are welcome to attend and should plan to bring:
1) Your utility bill;
2) A form of identification;
3) Copy of benefits award letter from HEAP, SNAP, SSI or other public assistance (if you have one); and
4) Proof of income (paystubs, bank statements) if you have not yet applied for HEAP or SNAP.
*In case of inclement weather, the open houses will be rescheduled to the following week. The Cortland County event
would be rescheduled to Jan. 24, and the Tompkins County event would be rescheduled to Feb. 1. We will
communicate any cancellations through email and social media.
BOARD/COMMITTEE VACANCIES:
Planning Board
Seeking 2 alternates (1-year appointment)
Some of the duties of the Planning Board include:
• The review of, and issuing decisions on, various land use permits including site plan review and special use
permits;
• The review of, and providing recommendations to the Board of Zoning Appeals on, variance applications,
and
• The review of, and providing recommendations to the Town Board on, the Town's broad planning goals,
policies and long-range plans, such as the Comprehensive Plan. rezones, and zoning code revisions.
• Typically meets once a month at 7pm on the 1st Tuesday of the month, and periodically on the 3rd Tuesday
as needed.
Board of Zoning Appeals:
Seeking 2 alternates (1-year appointment)
Some of the duties of the Board of Zoning Appeals include:
• Hearing requests and issuing decisions on variances for proposed land uses or developments that do not
comply with current local zoning code; and
• Hearing and issuing decisions on appeals of any order, requirement, decision, interpretation, or
determination made by the Zoning Officer.
• Typically meets once a month at 7pm on the 3rd Wednesday of the month.

TOWN & COUNTY TAX BILLS DUE BY JAN. 31:
HOT TIP:
Pay your bill a few days before the deadline, if possible. A snow storm on jan. 31 will only delay the deadline if the
county or town issues an official state of emergency.
Bills can be paid via:
mail (must be postmarked on or before Jan. 31)
in person at 10 Elm St. from 10am-3pm Mon -Fri. or by appointment

DEADLINE FOR DRINKING WATER SURVEY
The Town of Ulysses is encouraging everyone residing outside the Village of Trumansburg to take the survey (linked
below) to describe where they get their water from, any problems with its quantity or quality, and concerns about
maintaining your water supply in the future.
The information will be a critical element in developing a comprehensive Water Source Protection Plan that will guide
the town's actions to protect drinking water resources throughout Ulysses in the coming years and offer steps
homeowners can take to improve their drinking water quality. A generalized summary of the Survey results will be
presented at a workshop in 2024.
The online survey is located at https: arcg.is/1DO1TT0. Paper copies of the survey are also available at the Town Hall.
Responses are requested by January 21, 2024. Thank you to all the town residents who have already taken the time to
complete it.
