UPDATE FROM TOWN SUPERVISOR KATELIN OLSON
Beyond a date on the calendar, the nip in the mornings is the best sign that fall has arrived in Ulysses.
September is my favorite month!
Another tradi�onal sign of fall is elec�ons!
Residents of Ulysses are going to have the great pleasure of par�cipa�ng in a special elec�on to
determine whether or not the community agrees with the Town Board's decision to purchase 30 acres
for the future development of recrea�onal space. A pe��on (available here) was submi�ed to protest
the purchase of the land, which is triggering this special elec�on.
More informa�on about the loca�on and date of the special elec�on will be determined in October and
shared with the public in many ways, including our website, our new Facebook page, and local news.
The Town Board unanimously supported the acquisi�on of the land for many reasons. Some of reasons
include:
---Recrea�on is recognized as one of the best investments a community can make in the health and well-
being of the public. It is proven to help improve physical and mental health and strengthen
communities.
-- Parks are commonly owned by towns without burdening the taxpayer. Nearby towns of Enfield,
Hector, Newfield, Lansing, and Ithaca all appropriately own, develop, operate, and manage parks
without overburdening their taxpayers.
--Parks are similar to libraries---everyone is welcome, regardless of their ability to pay.
---The need is well known! The beau�ful facili�es at the Trumansburg Central School District are

overburdened by more demand than there is space. This fall alone, there are 192 7th-12th graders
par�cipa�ng in school-sponsored sports. School programs (rightly) take priority over the
Trumansburg/Ulysses Recrea�on Program (serving upwards of 600 youth and adults with nearly
1400 registra�ons in 2023 to date). Addi�onally, there are hundreds of youth who each year par�cipate
in local recrea�on programs that serve as feeders for our school teams and provide cri�cal services to
our youth. These programs are compe�ng for and using less space than they need in order to
accommodate as many different programs as possible.
--The Town has a once-in-a-life�me ability to make its first (since 1794!) public park purchase through
the use of federal funds and money that have been saved over �me to invest in recrea�onal space.
These federal funds must be commi�ed by 2024 and purchasing recrea�onal space is an approved use of
the funds.
--The public will have the opportunity to decide how best to use the land to serve the community.
Playground? Baseball diamonds? Walking trail? Dog park? Community garden? The community planning
process would determine what would best serve Ulysses. There are no fixed plans to build any
predefined vision.
--Trumansburg Community Recrea�on, an established not-for-profit led by our community residents, is
willing to work collabora�vely with the Town to secure outside development funds to invest in the space.
They can serve as a "Friends" organiza�on to support the park financially and help write grants to pay for
the development, offse�ng costs to the taxpayer.
--Many, many other op�ons for land have been explored, going back to at least to the 1990s, possibly
even earlier. None have worked out. This is the closest Ulysses has come to owning its own recrea�onal
space.
---The size of the land (30 acres) is comparable to other communi�es that offer a variety of recrea�onal
uses in their public parks.
---The value of the land was determined by an independent appraiser, and $7000/acre is significantly
less than other land currently available for sale. The Town is not allowed to pay more than what is
determined by a fair market evalua�on.
--The land can be held as a Town asset un�l funds are raised to develop it in a safe, environmentally
appropriate manner. If the project fails to raise funds, the land could be sold and the investment
returned.
Democracy will have its day!
The public will get to decide whether to support or deny the acquisi�on of land to form Ulysses' first
public park. More informa�on, including opportuni�es to a�end a public educa�on session, will be
shared throughout this fall.
Regardless of whether you support or oppose this land purchase, I encourage you to get involved, get
educated, and make your voice and opinion heard!
ROUTE 96/PERRY CITY ROAD CLOSURE:
You may have no�ced that the NYS Dept. of Transporta�on (DOT) is replacing a culvert near the

intersec�on of Route 96 and Perry City Rd. This has resulted in a detour of Route 96 traffic. Drivers are
asked to be mindful of following the speed limits and pedestrian ac�vity on side roads that may be used
more heavily during this �me.
The closure is expected to be in effect for at least 30 days. We will con�nue to share updates as they are
received.
WATER SOURCE PROTECTION IN ULYSSES
To help protect the quality and quan�ty of drinking water for Ulysses residents and businesses and to
plan for future needs and funding opportuni�es, the Town has organized a Water Source Protec�on Plan
Commi�ee (WSPPC). The commi�ee is tasked with developing a Drinking Water Source Protec�on Plan
for the Town (outside of the Village).
In support of this goal, the WSPPC will conduct a town-wide survey to compile informa�on and iden�fy
poten�al threats to water quality and quan�ty. Look for the survey in late September.
Public engagement is a key piece of this project. Join the Ulysses Town Board mee�ng at 7pm on 9/26
for an overview of the project. Addi�onal informa�on can be found on the WSPPC webpage of the
Town’s website, under “Boards and Commi�ees”.
ULYSSES WATER DISTRICT 3 DELINQUENT BILLS:
If you are a Town of Ulysses Water District 3 customer and have an outstanding balance older than Aug.
1, 2023, that amount will be relevied onto your 2024 Town & County tax bill if not paid by Oct. 1. For
more informa�on, contact the Town Clerk’s office.
TCAT SERVICE REDUCTION:
TCAT has implemented emergency service cuts for Mon.-Fri. service due to a lack of road-ready buses as
well as chronic driver shortages. Weekend service will operate as scheduled for the fall service period.
Locally, the 7:42 a.m. outbound trip star�ng from Green St. Sta�on and the 8:15 a.m. inbound trip
star�ng from Compass Manufactured Home Community has been eliminated from Route 21
(Trumansburg/ Commons).

“HOW HEALTHCARE HELPS PREVENT SUICIDES”-A COMMUNITY TOWN HALL EVENT
In honor of Na�onal Suicide Preven�on Month, Tompkins County Whole Health (TCWH) presents “How
Healthcare Helps Prevent Suicides,” in partnership with Tompkins County Suicide Prevention
Coalition (TCSPC).
The community town hall event will discuss local efforts to implement the “Zero Suicide” model for
improving healthcare support for at-risk individuals. It will take place at the Greater Ithaca Ac�vi�es
Center (GIAC) at 301 W. Court Street (Ithaca) on Thursday, September 28th from 5:30 p.m. - 7:30 p.m.
The event will feature panel discussions about why suicide is a public health challenge and how the
“Zero Suicide” model is used by healthcare systems to prevent suicide deaths. It is free to a�end and is
open to the public.
Presenters and panelists include: TCWH’s Mental Health Services; Cayuga Health System; Cayuga Medical
Associates; Guthrie Medical Group, Cortland; Cornell University; Ithaca City School District; Alcohol and
Drug Council; U.S. Department of Veterans Affairs; Suicide Preven�on & Crisis Service (988 Call Center);

DOG CENSUS- STILL TIME TO LICENSE YOUR DOG:
The town is conduc�ng a town-wide dog census and needs your help...

that we can eliminate you from our mailing list.
�If you DO have a dog that does not yet have a license, complete the form at

rabies/spay informa�on.

HI Carissa, Attention Ulysses Town Board : Land for a park is a great idea but I strongly feel it should be within
walking distance of the village of Trumansburg, (1 mile or less) Such places would be land that Grassroots' might be
willing to donate, or land that Compass Trailer Park among others might be willing to make a deal on.
