IN THIS WEEK’S ULYSSES NEWSLETTER: Updates from Supervisor Olson Land acquisi�on- subject to Permissive Referendum Public Hearing on a Local Law to Create a DPW Planning Board Members Sought Water Dist. 3 Billing Update Fall Recrea�on Opportuni�es Increase in Opioid Deaths Trumansburg Fair Conference on the Environment Dog Census UPDATES FROM TOWN SUPERVISOR KATELIN OLSON: As summer is winding down for those of us s�ll oriented around an academic calendar, the Town is turning its a�en�on to budge�ng for 2024. I hope you're finding �me to do your favorite summer ac�vi�es in between the raindrops! There's a lot of good informa�on in this newsle�er, as always, including informa�on about funding requests for community organiza�ons serving Ulysses, annual training in sexual harassment preven�on, Civil Rights Title VI, a permissive referendum, and openings on our Planning Board. Civic engagement requires civic par�cipa�on---we have a robust volunteer community in Ulysses and we encourage you to get involved! On July 25, the Town Board adopted annual training requirements for our elected officers, public officials (including the Planning Board and Board of Zoning Appeals) and the Comprehensive Plan Steering Commi�ee. These trainings enable the Town to demonstrate our compliance with state and federal requirements regarding Sexual Harassment Preven�on (NYS) and Title VI of the Civil Rights Act of 1964. We are also requiring Ethics training for everyone serving in these posi�ons. (This totals 2 hours of in-person training or 3 hours of remote/asynchronous training annually.) The Town Board unanimously adopted these training requirements for a number of reasons. Most par�cularly, we value the public and believe that our elected and appointed officials should be held to a high standard. In addi�on to fulfilling state and federal laws, uniform training posi�vely impacts the culture of our local government, and demonstrates the Town's commitment to ensuring a culture of respect for all persons. Civility and inclusivity does not happen without nurturing and cul�va�ng a suppor�ve environment. Further, it is becoming standard for municipali�es and organiza�ons to require training to help correct genera�ons of individuals being treated in inappropriate, unacceptable ways. In other important news, the Town Board is very pleased to announce that for the 3rd budget cycle, we're providing community organiza�ons with an opportunity to apply directly to the Town for funding in the 2024 budget. Ulysses has a long history of suppor�ng organiza�ons that make a difference to the community, and we've worked to make the process to request funding as easy and transparent as possible. Limited funding is available for community organiza�ons that offer services and contribute to the health, safety, and welfare of town ci�zens. Previous recipients include organiza�ons that provide senior services, youth services, arts and literacy programs, recrea�on opportuni�es, community events, and more. Historically, organiza�ons have requested between $500 and $5,000. There is a lot of good work happening in Ulysses that improves our collec�ve quality of life that is being accomplished by community organiza�ons. These organiza�ons meet cri�cal needs, and I'm grateful for their commitment and perseverance in striving to make Ulysses a be�er place every day. Applica�on materials and other informa�on are available here. Completed applica�ons will be due to Town Hall by September 8, 2023. Finally, the Town Board, as done in many previous years, opted to cancel our second mee�ng in August. September and October are historically very heavy mee�ng months as we work on compiling the annual budget, and in these dog days of summer, this gives staff a chance to get a short break before the busy work of fall resumes. We look forward to welcoming you back to our next regular mee�ng on September 12 at 7pm. RESOLUTION FOR PURCHASE OF LAND- SUBJECT TO PERMISSIVE REFERENDUM A CORRECTED NOTICE IS HEREBY GIVEN that at a regular mee�ng thereof held on the 27th day of June, 2023, the Town Board of the Town of Ulysses duly adopted a resolution subject to permissive referendum. The following is an abstract of such resolu�on concisely sta�ng the purpose and effect thereof: Pursuant to Town Law §64(2), the Town Board of the Town of Ulysses adopted a Resolu�on authorizing the Supervisor to sign a purchase contract for up to 30 acres of property located at 2141 Kra� Road in the Town of Ulysses, on commercially reasonable terms and condi�ons at a price of $7,000/acre, and at a maximum expense to the Town of $210,000, not including appraisal, �tle search, abstract, survey, and other regular closing costs and fees, to be paid for through the Town of Ulysses’ American Recovery Plan Act alloca�on and use of up to $8,500 of the aforemen�oned reserve fund. The permissive referendum period will expire thirty days from the date of the corrected no�ce’s publica�on, (Aug. 9, 2023). PUBLIC HEARING ON A LOCAL LAW TO CREATE A DPW: Please take no�ce that the Ulysses Town Board will hold a Public Hearing on Tuesday, Sept. 12, 2023 at 7pm for the purpose of receiving comments on “A LOCAL LAW CREATING A NEW CHAPTER 40 OF THE TOWN CODE ENTITLED ‘PUBLIC WORKS DEPARTMENT”. PLANNING BOARD ALTERNATE NEEDED: The Town of Ulysses is seeking applicants to fill 1 member (5-yr term) plus 2 seats for alternates on the Planning Board. Alternate terms last for 1 year and are a great way to learn about the board. Alternates are expected to a�end all mee�ngs but will only vote when a quorum is needed. Some of the du�es of the Planning Board include: �The review of, and issuing decisions on, various land use permits including site plan review and special use permits �The review of, and providing recommenda�ons to the Board of Zoning Appeals on, variance applica�ons �The review of, and providing recommenda�ons to the Town Board on, the Town’s broad planning goals, policies and long-range plans, such as the Comprehensive Plan, rezones, and zoning code revisions. The Planning Board typically meets once a month at 7pm on the 1st Tuesday of the month, and periodically on the 3rd Tuesday as needed. The posi�ons are appointed by the Town Board. WATER BILLING UPDATES FOR ULYSSES WATER DISTRICTS Please bear with us as we update our water billing program. Meters were read on 8/15 for the quarterly billing cycle. Please expect a slight delay while we work our way through the new system and don’t be alarmed when your bills look a bit different. For more informa�on including preven�on, symptoms, and treatment resources, as well as Narcan training and distribu�on, visit https://www.tompkinscountyny.gov/health-alert-increase-opioid- related-deaths-tompkins-county-narcan-training-and-distribution TRUMANSBURG FAIR: The Union Agricultural and Hor�culture Society of Ulysses, Hector and Covert, host of the only and oldest tri-town mul�-county fair in NY State, holds its 172nd Annual Trumansburg Fair (the 150 th on the same fairgrounds) August 22-27. It’s not too late for Seneca, Schuyler, Tompkins and Tioga County residents to enter their own home or farm grown flowers, grains/beans, fresh and canned vegetables, baked goods, handcra�s, small animals, ca�le, swine and horses to win “premiums,” ribbons, and bragging rights. Youth categories for ages 5-18. Enfield, South Seneca and Trumansburg Schools can enter student art and mechanical drawing through their teachers. Local schools and organiza�ons can also enter marching bands, floats, vintage cars and tractors in the Firemen’s Parade on August 26. Horse races/compe��ons daily. The conference is a combina�on of virtual and in-person. Sessions include topics on water, biodiversity, and climate policies, with field trips in the Ithaca area.
