The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom

APPROVAL OF AGENDA:
Motion: Ms. Bouchard moved to approve the agenda as presented. This was seconded by Ms.
Bouchard and passed unanimously.
PRIVILEGE OF THE FLOOR: (3 minute limit)
Ross Johnson suggested that the board enact a land use moratorium for non-residential buildings (i.e.
the Dollar General project) until the comprehensive plan has been completed. He feels that the
current comp plan was created in a different time (2009) and does not reflect current needs.
COMMENTS RELATED TO THE TOWN PURCHASE OF LAND AT KRUMS CORNERS/KRAFT RD. FOR
RECREATION: (See Appendix for additional comments submitted in advance)
Keith Hannon shared his support for the rec land purchase. He coaches in Tburg and supports rec
opportunities for kids; also as an antidote to technology isolation. He understands that a space closer
to town would be better but is not possible at this time.
Sue Ritter shared comments (see full letter in Appendix) expressing concerns with the purchase. She
noted that she was a member of 2009 Comp Plan Committee and also worked on the water survey.
Jordan Bonafede disagreed with Ms. Ritter's comment. He feels that the town need rec land, stating
that those who are active in local recreation understand that there is a real shortage of places to
play- kids and adults are squished into shared areas and must shorten their fields to accommodate.
Waiting until a perfect location comes up will take too long- space is needed now.
Brad Buell expressed concerns for the safety of the location with regards to the proposed skate park
and community center. Crumbling roads and unpaved shoulders plus additional traffic will lead to
further deterioration. Additionally, it is not close to the Black Diamond Trail and is not suitable for
pedestrians. He suggested that a traffic study be done.
With reference to the skate park, community center, etc., Ms. Olson cautioned these may be
Trumansburg Community Recreation's (TCR) plans but are are not necessarily the town's.
Anne Koreman said that she enjoys rec programs and would appreciate having more opportunities in
town. Her experience going door-to-door and speaking with community members affirms this. She
commended the town on its long -sided approach and asked that the board let the county know how
they can help.
Celia Clement shared her concerns with the property (see attached).
Stephen Cobb lives across the road from the location and expressed disappointment that he was not
consulted beforehand as a neighbor. He opposes making a commercial site in a residential area.
Carol Brubeck feels that using the land for this purpose will destroy the rural neighborhood. She
believes the location to be problematic in that there is no infrastructure and water is already an issue
in that area. The increased traffic will be bad for the environment.
Dorianne Almann believes that this project will cost $2.3 million. She noted that the comp plan
highlights the desire for rural character and this area was targeted as a focus area for agriculture. She
is concerned that there are no streetlights in area, the roads are bad, and estimates of # of
participants seem to be off.
Vivien Rose named Town Historian, John Wertis, as a "hidden treasure in our neighborhood", noting
that he has also served on the county historians' board. She said that Tompkins County historians are
known throughout the state as being some of the best. She further counted the Trumansburg
Fairgrounds as a local gem, having served 3 towns since 1850.
Matt May doesn't think that Krums/Kraft Rd. is a good location for recreation.
Shannon Mackey thinks that Trumansburg Community Rec's plan is a great idea but will require lots
of driving and traffic to the area.
Dan Clement referred to the importance of agriculture in the comp plan. The proposed location is a
35-acre field is in farm production with prime soils if drained. He feels that this is hypocritical of the
town board.
Barry Perlus supports the previous comments that point to this site as unsuitable. With no master
recreation plan it doesn't make sense to move ahead.
Katrina Mackey brought up drainage issues at the site and has noticed erosion due to rain.
Development will increase run-off and soil erosion. She is also concerned about nighttime lighting as
it isn't addressed in the town's code and will disturb neighbors and wildlife.
Jim Brown is opposes purchase of the property but is not opposed to recreation. He said that the
Town's code is geared to preserving agriculture. Futhermore, water is an issue in the area. He
suggested other properties but feels that it is too much money to spend for this purpose.
Michael Cohen supports recreation but not for this property. This site does not seem to be safe for
that purpose and is too expensive a project and not accessible enough.
Tanya Grove, a TCR board member, appreciates the feedback. She said that TCR has been searching
for a long time and can't find land. She spends a lot of time traveling to other towns' fields with her 4
kids. She thanked the town for its efforts.
RECOGNITION OF APPRECIATION:
Ms. Olson recognized Mr. Wertis for his years of service to the town and expressed gratitude to him
for inviting her to join the Planning Board several years ago.
RESOLUTION #136 OF 2023: APPRECIATION FOR JOHN WERTIS (THE ELDER)
WHEREAS, John Wertis (the elder) has been an important contributor to the Town of Ulysses for many
years, in a variety of different roles, including, but not limited to: Town Historian, Planning Board
Member, and Agricultural Committee member; and
WHEREAS, Mr. Wertis resigned from his position of Town Historian in July 2023; and
WHEREAS, the Town of Ulysses is grateful for his years of service, and will miss, among many other
things, his contributions to our historical understanding of our community, his good humor, and his
excellent newsletter submissions and public history educational outreach and presentations;
NOW, THEREFORE, BE IT
RESOLVED that the Town of Ulysses extends our deep appreciation to Mr. Wertis for his many years of
service and wishes him good health and happiness in his civic retirement.

Mr. Wertis said that he is retiring due to his deteriorating hearing. He noted that any success during
his tenure is due to collaborations with many town, village, and county staff over the years (that he
named personally), as well as Historic Ithaca, the Pomeroy Foundation (for blue & gold historic
markers), and his partner Marian Pritchard.
MUNICIPAL BOARD & STAFF REPORTS:

Mr. Goldman would like to revisit the discussion of a moratorium on development.
Ms. Olson revisited the recreation land issues, saying that the town and TCR have looked at several
properties and have not been able to find land due to cost or otherwise. The purchase price of this
parcel is $7000/acre. Breaking ground is not on the agenda at this time. The flaglot aspect of the
property can serve to protect for kids from the road. She added that public participation will be
invited for the planning phase. She said that the purchase offer is in place and approval of the land's
subdivision is not approval for any development. TCR will be a partner and the town will not shoulder
the full cost of recreation development. She said that this decision was made thoughtfully and the
town wants to be good stewards and neighbors. Fundraising for future uses will happen on behalf of
partners and not from taxes.
PRESENTATION/DISCUSSION: Andrew Hillmann on Permeable Pavement
Mr. Hillmann shared a presentation of parking lots created with porous asphalt and structural soil
that he has assisted with. The combination allows trees to grow, requires less salt in winter and
eliminates the needs for drainage.
LEGISLATIVE REPORT:
Ms. Koreman shared the following updates from Tompkins County:
• Strategic plan- seeks community input
• A Cornell study/survey on streaming municipal meetings showed that about 30% of NY does
this but is 85% in our county

• A grant for sheriff's dept. will allow for more probation support, more cameras, and the ability
to contact emergency services quicker
• Restructuring the Cornell cost agreement
• Recreating solid waste mgmt. plan & a more circular economy
• Passed resolution to oppose extending the life of Seneca Meadows now that we have better
technology for creating landfills
PRESENTATION/DISCUSSION: Water Source Protection Plan Committee (WSPPC!
Ms. Marino noted that the town is working with NY Rural Water (NYRW) to create a drinking water
protection plan at no cost to the town. Doing a survey will help in this process and collect updated
data to compare with the 2009 survey.
Ms. Liddle shared some project notes, including:
• Will do paper mailing and online survey
• RCAP will collect the data
• Will hold public meeting
• Complete by Sept. 25
• By November should have some data
RESOLUTION #137 OF 2023: APPROVAL OF WATER SOURCE PROTECTION COMMITTEE
SURVEY QUESTIONS AND DISTRIBUTION PLAN
WHEREAS, the Town Board is grateful for the work of the Water Source Protection
Committee, an advisory committee comprised of many experts in water -related fields; and
WHEREAS, the Town Board is appreciative of being eligible for free survey assistance by R-CAP
Solutions; and
WHEREAS, staff have reviewed and contributed to the Water Survey questions;
NOW, THEREFORE, BE IT
RESOLVED that the Town Board approves the Water Survey questions as presented; and be it
FURTHER RESOLVED that the Town Board approves the Survey Distribution Plan as presented,
recognizing that it is a living document; and be it
FURTHER RESOLVED that the Town Board directs the Town Supervisor to get a legal disclaimer
from the Town's Attorney in order to make it clear to the public the purpose and use of the
data collected by the survey.

RESOLUTION #138 OF 2023: 2023 INTRODUCING A PROPOSED LOCAL LAW TO CREATE A DPW
WHEREAS, a local law entitled "A LOCAL LAW CREATING A NEW CHAPTER 40 OF THE TOWN
CODE ENTITLED 'PUBLIC WORKS DEPARTMENT"' was introduced at this meeting, and
WHEREAS, the Town Board desires to hold a public hearing with respect to the adoption of
said Local Law.
NOW, THEREFORE, BE IT RESOLVED that a public hearing shall be held by the Town Board of
the Town of Ulysses with respect to the adoption of the aforesaid Local Law on September 12,
2023 at 7:05 p.m. at Town Hall, 10 Elm Street, Trumansburg, New York; and it is further
RESOLVED, that the Town Clerk is hereby authorized and directed to cause public notice of

WHEREAS, the Town of Ulysses is committed to providing a welcoming and inclusive
environment for the public, staff, elected officials, and volunteers to conducting the important
business of the Town; and
WHEREAS, Title VI, 42 U.S.C. § 2000d et seq., was enacted as part of the landmark Civil Rights
Act of 1964, and prohibits discrimination on the basis of race, color, and national origin in
programs and activities receiving federal financial assistance; and
WHEREAS, the Town Board recognizes that the best way to demonstrate compliance with Title
VI is to adopt an actional training and reporting plan; and
WHEREAS, the Town Board reviewed and discussed this plan at the July 25, 2023 Town Board
meeting;
NOW, THEREFORE, BE IT
RESOLVED, that the Town Board adopts the Town of Ulysses Title VI Compliance Plan and

RESOLUTION #140 OF 2023: GATEKEEPER RESOLUTION FOR USDOT RURAL AND TRIBAL
ASSISTANCE PILOT PROGRAM
WHEREAS, USDOT is requesting applications for technical assistance with no local match
required; and
WHEREAS, the Ulysses Town Board was presented with the details of this program at the July
25, 2023 Town Board meeting; and
WHEREAS, the Town of Ulysses has implemented phases of asset data management and will
be seeking the funds required to implement the next level of complexity and sophistication of
data management in order to support multiyear planning including planning which will help
protect publicly owned assets; and
NOW, THEREFORE, BE IT
RESOLVED, that the Ulysses Town Board authorizes the Budget Officer to submit an
application to this program.

Ms. Wright noted that this will allow us to collect data on culverts and do a storm water study
in order to create a culvert replacement plan and plan for extreme weather.

FACILITIES UPDATE:

Ms. Wright shared that the Town Hall is currently being painted. Some window sills need to be
replaced but that will happen at a future date.
NEW BUSINESS:
TEMPORARY PROJECT ASSISTANT FOR YOUTH DEVELOPMENT AND RECREATION
Ms. Olson noted that the Rural Youth Services Program Manager position has been vacant for some
time, so the town has unspent funds to use. The summer youth employment coordinator will be paid
from these funds as well.
RESOLUTION #141 OF 2023: TEMPORARY PROJECT ASSISTANT FOR YOUTH DEVELOPMENT
AND RECREATION
WHEREAS, Tompkins County allocated youth development funds to the Town of Ulysses in the 2023
County Budget; and
WHEREAS, the Town of Ulysses does not currently have a Program Coordinator providing youth
development services through the Rural Youth Services Program; and
WHEREAS, the Town's representatives on the Youth Commission and Town staff have been working
with Tompkins County Youth Services to provide programming for fall 2023; and
WHEREAS, the Town needs temporary assistance to provide this programming; and
WHEREAS, the creation and filling of the youth position has no additional budgetary impact on the
2023 Town Budget and is necessary to create in order to access the funding provided by Tompkins
County for 2023; and
WHEREAS, the Town's Recreation Program is growing in use and demand, and additional
administrative and programming support is necessary to meet the needs of this highly successful
program; and
WHEREAS, the Town has additional recreational revenue due to increased participation than was
originally budgeted in the 2023 budget;
NOW, THEREFORE, BE IT
RESOLVED that the Town Board approves the creation of a Project Assistant or Recreation Supervisor
position to fulfill the Town's youth development and recreation needs; and be it
FURTHER RESOLVED that this position is approved for up to 19/hours per week at a pay rate of
$22/hour.

8/8/80 Presentation to the Ulysses Town Board
My name is Celia Clement
We have lived at 5027 Dubois Road for over 40 years. We bought our property and subsequently
much of the adjoining farmland to enjoy the tranquility and beauty of this agricultural
neighborhood. We call it "paradise".
I'd like to preface by making it clear that I am not opposed to youth sports complexes. The point
I will be making is that Krums Corners Road is clearly not the right location for many reasons.
I'll begin with the safety concerns specific to this location.
Because this is a flag lot, a 565' road will need to be built to access the edge of the large field.
The field itself will not be visible to passersby. At the end of the approach road, the field extends
another 2,048' further from the road. This hidden space will be a magnet for people to use this
facility without oversight or supervision, thereby opening it up to vandalism, accidents, and late -
night partying. This isolation presents added liability issues.
Since the facility is 7 miles from Trumansburg, users of the facility will be required to drive or
ride their bikes. There is no public transportation.
The 55 MPH speed limit and lack of shoulders, sidewalks, and street lighting pose safety
concerns for our youth bicycling to their sports activities.
A serious health concern is that the field abuts active farmland where farmers spray their fields
with toxic fertilizers and pesticides. The athletes and spectators would be breathing in these
fumes or may wander onto farmland that has just been sprayed. If the soil is dry, plowing may
raise dust clouds. Imagine our youth, some with asthma, running around the field at full tilt
breathing in this drift.
I would also like to address the additional costs associated specifically with this parcel, which
ultimately will be charged to taxpayers.
This parcel is unique in that it will require a two lane, 565' (over 1/10 mile) paved road to
provide access to emergency vehicles; a huge expense to build and maintain. Add to that the
additional cost of power lines and possibly lighting along this long approach road. There is no
city water or sewer system, so there will be added expenses for well drilling and a large septic
system specific to this site.
What is the motivation to move so quickly without the normal careful planning and stakeholder
input? Citizens of Ulysses deserve better than this. Given all the challenges: safety and health,
extra costs, accessibility, potential liability, and sustained costly maintenance, we request that
you find a more suitable space to build your sports complex where an infrastructure is already in
place, and which is more closely aligned with community needs.

Hi,
I'm writing to express my support for the proposed purchase of recreational land by the Town
of Ulysses. We build a better community by investing in shared spaces, and then using them
together. These are the very building blocks of the social contract on which this nation was
founded and depends. The research on this topic, and 200+ years of experience, make it clear
that mixed -use spaces and shared public lands build understanding and tolerance in
communities, lowering hate- and other crimes, and benefiting the mental health of the
community. It's the best investment we can make for the long-term strength of our community.

Thank you for getting land for sports because it has been very aggravating when baseball
players hit balls and we have to be worried about being hit by them.
I am 11 years old and live in Ulysses and I enjoy soccer, basketball, lacrosse, track and
wrestling. I have experience playing sports at the school and not having enough space. We
only get small spaces sometimes when we have 20+ kids. It is pretty cramped and hard to
practice because the spaces are smaller than the fields we play games on in other places.
I am so excited that you made the decision to buy this land so there won't be these problems
in the future.

Hello,
I am a Ulysses resident. I live at 8500 Iradell with my two children and husband.
I wanted to pass along my support and excitement for the purchase of the land on Krums
Corners Road.
As the community grows and income inequality continues to widen, it is more important than
ever for land to be acquired that can be used by everyone. Shared outdoor spaces and
dedicated areas for recreation provide opportunities to improve the mental and physical health
of the entire community.
I applaud the town board for their wise investment.

I want to express my strong support for the town's decision to purchase 30 acres of land on
Krums Corners Road for recreational space. Although the school has shared their facilities,
finding space for recreational programs has been difficult for many years. As a soccer coach
and player, my son has experienced several times when conflicts arose and space was not
available.
I am excited and grateful that the Town of Ulysses is taking steps to provide additional
recreational space for our community.

Dear members of the Town Board,
Thank you for getting the fields on Krums Corners because being an athlete in many sports
including soccer, wrestling, golf, basketball, lacrosse and track, I find it difficult to get the
appropriate practice that we need for our teams.
We have gone to lots of other community fields. They are often very nice and have plenty of
space to practice and play. They don't have to worry about balls coming at us from different
games, not being able to blow their whistles because it might confuse other practices/games.
That's often what happens when we play at the middle school.
I am looking forward to having more appropriate field space to practice and not worry about
other people's games/practices so that we might be able to improve our skills more and not
have to compete for space to play.
At one point I counted 6 teams playing on a single field behind the middle school.
When fields are booked or other activities are happening at the school, we have nowhere else
in the village or town to go. My parents drive me back and forth to Ithaca and Lansing for some
programs because we can't have them here. Not all kids can afford to do that, and I have
friends who can't play some sports because teams are limited due to not having enough space
for more kids. At one point I counted 6 teams playing on a single field behind the middle
school.
I appreciate your work that has been done to purchase this property.

Too whom this may concern,
I'm a lifelong member of the Trumansburg community and graduated from Trumansburg in
2003. Throughout that time I've had the opportunity to play sports through recreational leagues
and I have also had several seasons of coaching kids in the township. I am behind any and all
efforts to purchase recreational fields for the town. Major consideration for me is that we are
one of the very few towns without property. The fields would bring a stronger sense of
community to our town, and enhance the development of the children in our area.

Dear Katelin,
The board of Trumansburg Community Recreation (TCR) continues to be in support of the
purchase of the Krums Corners Rd. property the Town is investing in to provide outdoor
recreation spaces for our community. We are excited to begin to fundraise for
development of this much needed space to provide room for our community to play,
relax, and explore nature.
We know our community has long needed this new space: over the past 6 years TCR has
listened to our community, local sports organizations, and community leaders to get a
better understanding of the needs of our community. Our data shows that 95% of our
community members believe we need additional spaces for recreation in Trumansburg,
with some of the top needs being spaces to play sports, a walking trail to enjoy nature, an
outdoor pavilion and picnic area for families to gather, and outdoor green spaces.
A place to do all of these activities is hard to f nd near the village. The space the Town has
identif ed is a perfect spot to develop this new green space: it is only a few miles from the
village, is large enough to include most of what our community has asked for, and it is
relatively easy to develop.
One of the exciting benef is of the property is its proximity to the existing Black Diamond
Trail (BDT). With the hope that in the near future, the BDT may extend directly into Tburg,
there may eventually be walking and bike access directly to the property, so that families
from the village can conveniently enjoy the new space.
We are excited to continue to work with the Town and the community at large to envision
what this space can include. We are conf dent that with a good transparent and
collaborative relationship with the community, neighbors, and the Town, we can build a
space that suits much of our needs, f is well in the local landscape, and can f nally provide
the resources our community deserves.

Dear Town Board,
As a life long community member with children in this district, I am writing in support of the
town purchasing land for youth recreation. All three of my children have been involved in the
Ulysses town rec. programs since they were very young, and still are today. As a graduate
from Trumansburg CSD and a coach to our youth football league, I cannot express enough
how needed this land is for the future of our youth sports programs. There is a constant
battle with the school to get space at any of the fields, and indoor space, including soccer,
football and baseball and basketball for many years now, which are often changed on
coaches last minute, which causes unnecessary stress and chaos for families and coaches.
Needing a CONSISTANT, reliable, and safe place to send our children for sporting events is
crucial, and I hope you see the purchase of this land as valuable and needed as your
community members do. We are in support of this purchase of land for the future of all
children involved in the recreation program in the Town of Ulysses. Thank you.

Several people have mentioned a pushback on news of the Town of Ulysses seeking to
acquire land for public recreation use. As a resident of the Town of Ulysses and a parent, I
wanted to write and express my support of the town's acquisition of land for public recreational
use. Even more so if it supports popular alternative outdoor sports like mountain biking, a
skate park or bicycle pump track, frisbee golf, dinghy sailing, etc.

Dear Ulysses Town Board,
RE: Acquisition of Washburn Property for recreational purposes
The Town's proposed purchase of a 30-acre flag lot from Mark and Heather Washburn appears
lacking in transparency and sound reasoning. The board's June meeting materials provided only
vague details, yet information is coming to light that this acquisition is intended to support the
Trumansburg Community Recreation's Outdoor Recreation Park Initiative that seeks to ultimately
develop a 25-30-acre parcel for a $2.2-2.3 million dollar (2021 figures) recreational center facility.
The Town Board's failure to disclose this in the June meeting materials and to the Planning Board
for their consideration of the Washburn subdivision, is deeply troubling.
The Town Board's acquisition appears to be done in haste, with little discussion of the drawbacks
and challenges this isolated location on Krum's Corner's Rd., having no street -frontage or public
visibility, poses. The land appears to be chosen not because it will serve the community and its
recreation goals well, but simply because the land is available and offered for sale. This is a major
Town Board undertaking that will commit significant future taxpayer dollars for site development,
yet this siting decision has had scant public input and vetting. A development proposal of this
magnitude requires a well -thought-out planning process with established criteria for siting and land
acquisition to ensure tax dollars are well -spent and the public is supportive. It should not be a
rushed process, as is the case here.
Issues and Recommendations:
The Washburn 30-acre parcel is not suitable for development of play fields and recreation facilities.
• The 30-acre flag lot will require a minimum 565 foot long newly constructed road just to access
the site. Building and maintaining a two-lane road that meets emergency vehicle standards will
be unnecessarily expensive.
• The site does not provide a safe and secure location. Recreational facilities should be in places
that are easily observable by residents, neighbors, and passers-by. Isolated locations, such as the
one proposed, invites vandalism and other troublesome activities. Residents may be reluctant to
use a space that does not feel safe.
• The site would largely be accessible by automobile only. A good site should, ideally, be
accessible via bus, bike, on foot and close to population centers to minimize car trips or traffic
issues. The site is not adjacent to the Black Diamond Trail and would requires a long walk on
rural roads. There are no sidewalks, not even any shoulders along this route and the speed limit
on Krum's Corner's Rd., Dubois Rd, and Kraft Rd is 55mph.
• Seasonal use of large farm equipment and herbicide and fertilizer applications would impact
user's health and safety.
• The site lacks municipal water and sewer service. To create the necessary infrastructure is a
substantial expense. Additionally, many residents proximate to the site have problems with the
quantity and quality of their well water, so an adequate water supply is far from ensured.
This proposal is contrary to the Town's Agricultural/Rural (A/R) zone:
Section 212-23 of the Town of Ulysses Code, A/R specifically states the Agricultural/Rural
zone is primarily intended to preserve farming and agricultural lands in the Town, and also
to maintain open space and the quality of life enjoyed by residents of the Town.
Section 212-23 also states "this zone prioritizes and preserves viable agriculture in the Town
by providing an area where agricultural operations and agricultural -based enterprises are
the predominant active land uses in the zone. The Agricultural/Rural Zone protects existing
agricultural areas by limiting suburban and urban development; encourages the
continuation of agriculture as a viable economic activity and way of life; reduces land use
conflicts; protects ecological and natural resources; and preserves open space. Furthermore,
this zoning is designed to preserve the existing agricultural operations that flourish on the
excellent soils and to promote the establishment of new agricultural enterprises to assure
the continuation of the rural nature of the Town." Tompkins County soil maps designate this
as prime agricultural soils.
• Pursuant to section 212-28, the proposed usage would require a special permit, and the
usage must satisfy the criteria set forth in section 212-18, which states, among other things,
that "the proposed use and location and design of any structure will be consistent with the
character of the zone in which it is located" and "[t]he proposed use will not be detrimental
to the general amenity or neighborhood ... or seriously inconvenience neighboring
inhabitants" Based on these and other criteria set forth in the special permits section, it is
questionable this site would ever achieve a special permit.
The Ulysses Comprehensive Plan Includes the following action item: Prepare a Recreation Master
Plan to determine propramminp needs and current deficiencies as then relate to propramminp and
facilitv availability for all sectors of the Town's population. Where is this plan?
• Before the town proceeds any further, the Town Board should prioritize preparation of such
a Recreation Master Plan with public participation to comprehensively evaluate current and
projected future needs in the town, financial feasibility, and funding mechanism, and include
criteria for locating recreational facilities to guide land acquisitions.
• The Trumansburg Community Recreation Outdoor Recreation Park Initiative Case Statement
does not constitute a plan.
• A master planning process would include an evaluation of whether Ulysses should be served
by one major recreational facility, or if given the size, diversity and infrastructure of the
town, the community would be better served by distributing playfields and facilities
overtime in existing and emerging growth areas of the town.
The Town needs to halt this acquisition and begin a thoughtful planning process of recreational
needs in our community. With a legitimate public planning process and an adopted Recreational
Master Plan in -hand, the Town would be well positioned to cultivate community support for
successful recreational opportunities.

Greetings Board Members: I have completed the July 2023 financial statements and will share some financial highlights.
A more detailed financial analysis will be prepared at the end of September.
Balance Sheet
As detailed in the Supervisor's Report, total cash balances as of 7/31/2023 were $1,199,181.62 a decrease of $152,178.39
from the prior month. A few notable items this month:
• Payments received from the County — We received the June 2023 sales tax payment this month, along with the
first of two payments for Mortgage Tax. The Mortgage Tax payment was substantially lower than anticipated —
we received about $28k, and were expecting closer to $50k.
• Payments from the Village — we did not receive any EMS payments this month due to a delay in the Village
receiving the information. Payments will be processed in August for the May/June EMS and the annual youth
services contribution.
• July Disbursements — payments going out in July over and above typical operating expenses included an
increased summer payroll for summer camp and youth employment staff (approximately $26k and $13k,
respectively) and a large payment of about $11 lk to Seneca Stone for road improvements.
In addition to cash balances, the Town had investments valued at a total of $2,395,486.27 as of July 31, 2023. I will be
updating the market value of investments in the financial statements quarterly.
Other than cash, investments, and interfund transactions (due to/due from other funds), there are no significant assets or
liabilities in the Town's operational financial statements, with the exception of funds due from the State for the Cemetery
Bridge capital project (18,481.53).
Income Statement
Revenues through July 2023 are as expected, other than the low amount of Mortgage Tax received. Sales tax is on track
to be at or slightly higher than budget.
Expenditures through July 2023 are also as expected, with summer highway department, recreation summer camp, and
youth employment activity in full swing.
Bookkeeper Activities
• Finance Committee: The Finance Committee discussed the upcoming budget retreat, and will continue focus on
topics to support the budget process. Notes of Finance Committee meetings are attached to my report.
• Personnel: Current activity is focused youth employees in our YEP and recreation program. I continue to work
supporting all employees and retirees with benefit administration.
• Staff Training: I continue to assist with the development and delivery of staff training materials and a system for
tracking mandatory training for public officials and employees, including youth employees.
0 Budget: I continue to work on budget documents to support Michelle in 2024 budget planning and development.

Planning Board
The Planning Board held a meeting on July 181" to discuss the following items:
• After conducting a public hearing, the Board granted final approval for the 'Benjamin 2 Lot Land Division',
a minor subdivision located at 4190 Dubois Road, parcel 27.-3-12.2.
• After conducting a public hearing, the Board granted final approval for the'Bartishevich 2 Lot Land
Division', a minor subdivision located at 7615 Willow Creek Road, parcel 14.-4-4.12.
• The Board opened a public hearing for site plan review of a proposed new ±10,640 sf retail building for
Dollar General with associated parking, lighting, signage, landscaping, etc. located on a vacant lot. The
Board left the public comment period open and continued the hearing for their August 15t meeting.
• Sketch Plat Review to consider the 'Washburn 2 Lot Land Division', a minor subdivision located at 2141
Kraft Road, parcel 26.-1-6.22.
• Sketch Plan Review to consider the 'Gaulke Tram Site Plan', a proposal to construct a 100' tram in the CZ
zone located at 5 Maplewood Rd, parcel 29.4-41.
• Sketch Plan Review to consider the 'Jacksonville Park Site Plan', a proposal to construct accessibility
improvements to Jacksonville Community Park, located at 3037 Swamp College Road, parcel 25-.6-7.
• The Board considered the 'Inn at Taughannock Falls Hotel Development District' proposal, a project that
would create a new development district, and which was referred by the Town Board. Additional
information from the applicant was requested.
Comp Plan Steering Committee
The Committee held a meeting on July 51" to discuss the following items:
• Work plan items including DEC grant and membership outreach.
• Comparison of the Town's 2009 Comp Plan's elements, goals, policies, and general layout to other
jurisdictions comp plans.
• Review of the Consultant Request for Qualifications (RFQ) Draft.

Adult Recreation Programming for summer
• Registration for adult recreation programs opened on August 1st.
• Current fall programs: Pickleball (Sundays 2:30-4:30pm), basketball (Sundays 9-12pm),
volleyball (Tues & Thurs 7:30-9:30pm), and soccer (Sundays 12-2 & Wednesdays
7:30-9:30)..
• Proposed program: Yoga
o Meeting with a yoga instructor the week of August 7th to discuss a potential
program.
• Space has been reserved to create another program on Mondays from 7:30-9:30pm.
Summer programming and administration
• Summer camp will end on August 11th
• Summer camp week six field trip to Seabreeze is scheduled for August 9th.
• Summer camp passed the unannounced TCHD inspection on August 2nd.
• Summer program internal review with current staff will take place August 14th.
Fall youth programming and administration
• Youth tennis program instructors have been hired and will teach tennis to 9-13 year olds
on Tuesdays for five weeks beginning September 12th.
• Cross Country program instructor is currently being interviewed to coach a six week XC
program beginning September 11th and culminating with a race on October 21st.
o Connections with surrounding XC programs about additional races.
• Currently in discussions with the Cornell women's club soccer team to provide youth
soccer clinics for the fall.
• Meeting with the new Trumansburg HS varsity boys basketball coach about the winter
basketball program/clinic.
• Researching the possibility of offering girls recreation flag football for the fall or spring.
• Researching and coordinating the creation of a basketball league for play this winter.
