Chair Pete Angie called the meeting to order at 7:00 PM at Town Hall
Approval of Agenda
Motion: Morris Klein made a motion to approve the draft agenda. Linda Liddle seconded.

Meeting Minutes

Privilege of the Floor
The Board was not addressed by any member of the public pertaining items not on the agenda.
New Business Items
Shursave Two Lot Land Division, Sketch Plat Review
The applicant is proposing to subdivide the existing 11.85 acre lot, located at 2081-2085
Trumansburg Road, parcel 13.-3-2, into two lots: Parcel A approximately 8.59 acres and Parcel B
approximately 3.26 acres. The subject site is zoned B1: Business Zone, which has no minimum
required lot area, width, or depth per Ulysses Town Code 212-92.
Hayden Brainard addressed the Board on the proposal and noted that the Board previously
granted approval of the subdivision in 2022; however, the plat was not signed and recorded in a
timely fashion, which necessitated the re -submission of the proposal. The proposal is identical
to what was previously approved.
Board members expressed support for the proposal.
Motion: Morris Klein made a motion to schedule a public hearing for the subdivision on March
7, 2023. Linda Liddle seconded.
Vote: Linda Liddle, aye; Morris Klein, aye; Elisabeth Garner, aye; and Chair Pete Angie, aye.
Motion Carried.
Klankowski Setback Varaince, Referral for Comments to the BZA
The applicant is proposing to construct an 80' tram from the upper portion of the subject lot to
the lower level above the shoreline of Cayuga Lake. The subject lot is located at 1375
Taughannock Blvd, parcel 28.-1-5, and is zoned LS: Lake Shore Zone with a steep slope overlay.
Per Ulysses Town Code 212-43, accessory buildings in the LS zone require site plan review when
within a slope overlay area. The applicant submitted an appeal to the Board of Zoning Appeal
for area variances to construct the tram within yard and buffer setbacks. Per Ulysses Town
Code 212-17.B, the Planning Board may review and provide written comments on all variance
applications to the BZA for projects that would be subject to Planning Board review and
approval if the variance is granted.
Josh Stafford addressed the Board on the proposal, and answered Board members questions
regarding construction techniques, materials used, and environmental considerations
pertaining lake water levels, subsurface geology, surface water, and plant vegetation.
Motion: Morris Klein made a motion for the Board to provide written comment to the Board of
Zoning Appeals stating the Planning Board unanimously concluded that the proposed project
does not pose a detrimental environmental impact to the site or to the character of the
surrounding community. Elisabeth Garner seconded.
Vote: Linda Liddle, aye; Morris Klein, aye; Elisabeth Garner, aye; and Chair Pete Angie, aye.
Motion Carried.
Operational Items
The Board discussed various operational items including updating the Board's Rules,
appointment of a Vice Chair for 2023, the 2023 calendar, and attendance and training.
Motion: Morris Klein made a motion to table the discussion for a future meeting. Linda Liddle
seconded.

Town Board Liaison Report
Rich Goldman mentioned that work has begun on updates to the Comprehensive Plan.
