BE IT RESOLVED that the Ulysses Town Board approve the agenda for Jan. 5, 2022

RESOLUTION 2022-2: HIGHWAY- SHARED SERVICE AGREEMENTS
WHEREAS, Highway Law #142-d allows co-operative agreements for highway services and sharing of labor,
equipment and supplies; and
WHEREAS, General Municipal Law Article 5-G allows and encourages municipal co-operations, by joint or
contract basis, performance of powers and duties among themselves; and
WHEREAS, it is deemed beneficial to the Town of Ulysses to allow for shared highway agreements of
equipment and services with other nearby municipal highway departments;
WHEREAS the Agreement for the Expenditure and Repair and Improvement of Highway Moneys is
authorized by Highway Law #284, and an agreement to cover Custody of Highway Moneys is authorized by
Highway Law #283.
NOW THEREFORE BE IT RESOLVED that the Ulysses Town Board authorizes the Town Supervisor
pursuant to Highway Law #283 to enter into agreements for shared services and equipment with other
municipalities and authorize, within existing budget constraints, the Town’s Highway Superintendent pursuant
to Highway Law #284 to take such action to implement said agreements consistent with Town highway needs
and availability, and maintain sufficient liability coverage to protect the town in such joint efforts.
RESOLUTION 2022-3: AUTHORIZING SPENDING OF HIGHWAY FUNDS
WHEREAS, the Town Board annually must approve expenditures for the maintenance of the roads, and
WHEREAS by law, the Town Board must approve these expenditures for highway maintenance, Therefore, be
it RESOLVED that the Ulysses Town Board approves the attached Agreement for the Expenditure of
Highway Moneys as presented by the Ulysses Highway Superintendent at the January 5, 2022 Town Board
Organizational meeting.

RESOLUTION 2022-4: TOWN HIGHWAY DEPARTMENT HOURS OF OPERATION
BE IT RESOLVED that the hours for the Town Highway Department, set by the Town Highway
Superintendent, are Oct 1st - April 30th: 6:00 am until 2:30 pm, Monday- Friday; and May 1st – Sept. 30th:
6:00 am until 4:30pm, Monday through Thursday, with flexible scheduling to cover water and emergencies.

RESOLUTION 2022-5: VEHICLE BENEFIT
RESOLVED, that because the Highway Superintendent is on call 24 hours a day, seven days a week, the
Ulysses Town Board authorizes the use of a town vehicle for travel to and from work, provided it is not used
for more than incidental personal use. Mileage should be recorded and submitted to the Town Clerk annually.

RESOLUTION 2022-6: DATES OF MEETINGS
BE IT RESOLVED, the Regular Monthly Board meetings of the Ulysses Town Board will be held on the
second and fourth Tuesdays of each month at 7pm. While NYS executive order or legislative action allows,
meetings will continue virtually. If that expires, the board will meet at the Town Hall at 10 Elm Street.
RESOLUTION 2022-7: MEDIA
BE IT RESOLVED the designated news media is advised of the foregoing schedule and meeting notices will
be posted, in accordance with the Open Meetings Law, on the Town Clerk ’s bulletin board and the Town
website.
FURTHER RESOLVED the Ithaca Journal, a newspaper regularly published and having general circulation in
the Town, is hereby designated as the official newspaper of the Town of Ulysses.
RESOLUTION 2022-8: MINUTES & OTHER MEETING RECORDS
BE IT RESOLVED, draft minutes of the Town Board meetings will be produced by the Town Clerk within 14
days of the date of the meeting and sent to Town Board members for approval, and further
RESOLVED in accordance with the Open Meetings Law, draft meeting minutes will be available to the public
through the Town Clerk’s Office but not posted on the website until approved by the Town Board, and further

RESOLVED that the printed minutes books are hereby designated as the official minutes, and further
RESOLVED that when meetings are held by videoconference, the platform ’s “chat” record will be saved along
with the minutes, and further
RESOLVED that audio records of minutes will be saved for one year, and that
FURTHER RESOLVED that additional video records of meetings may be posted online in an effort to expand
public access to meetings.
RESOLUTION 2022-9: MILEAGE
BE IT RESOLVED mileage at a rate of $0.585 cents per mile, based on the 2022 IRS standard mileage rate,
shall be paid to Town Officials and employees for use of their personal vehicles for Town Business and that
such mileage shall be reported on the official town form (available from the Town Clerk).
RESOLUTION 2022-10: PETTY CASH
BE IT RESOLVED that the petty cash amount for the Town Clerk is $300 and the amount for the Court Clerk
is $150.
RESOLUTION 2022-11: CRIME COVERAGE
BE IT RESOLVED that the following crime insurance coverage through Houston Casualty for Town officials,
appointees and employees is hereby approved:

RESOLUTION 2022-11: FINANCIAL REPORTING: ANNUAL UPDATE DOCUMENT (AUD)
BE IT RESOLVED that an annual financial report must be presented to the Town Clerk within 30 days of the
end of the fiscal year as required by Town Law Section 29(10), and further
RESOLVED, in lieu of the financial report, the Supervisor is hereby required and authorized to submit an
annual update document (AUD) to the state comptroller and Town Clerk within 60 days after the close of the
fiscal year, and further,
RESOLVED, that the Town Clerk shall cause a summary thereof to be published in accordance with the law
(Town Law Section 29(10-a)), and further
RESOLVED that if the state comptroller approves a 60-day extension of the AUD, the Supervisor ’s time for
filing a copy of the AUD with the Town Clerk is also extended.
RESOLUTION 2022-12: FINANCIAL RECONCILIATIONS
BE IT RESOLVED the Town follow the 2013 recommendations of auditor Insero and Company to have the
Supervisor or Bookkeeper review the reconciliation of the Town Clerk ’s bank statements and the Town Clerk’s

office review the reconciliation of the Supervisor’s bank statements in order to safeguard the town’s finances.
This shall be done at least quarterly and the results shall be reported quarterly to the Town Board.
RESOLUTION 2022-13: FINANCIAL INSTITUTIONS
BE IT RESOLVED that Tompkins Trust Company is designated as depository, in which the Supervisor, Town
Clerk, Justices, and other employees by virtue of their offices, shall deposit all monies coming into their hands
and,
FURTHER RESOLVED the Town investments can be made at other banks and institutions as outlined in the
Town’s investment policy. The Town investment policy shall be reviewed and approved by the Town Board
periodically and revised as necessary.

WHEREAS Town Law Section 123 requires that on or before the twentieth day of January an audit is
performed for each Town department, or alternately, prior to the twentieth day of January the town may
schedule an annual audit with a certified public accountant to take place within sixty days after the close of the
town’s fiscal year;
BE IT RESOLVED that the Town Board of Ulysses will perform an audit of the 2021 financial records for
the Town Court, Town Supervisor and Town Clerk at 8am on 1/19/21 at the the Ulysses Town Hall. The 2022
audit committee will be “the entire Town Board

RESOLUTION 2022-20: TIME RECORDS
BE IT RESOLVED all hourly employees shall turn in a Town of Ulysses time card by the end of the last day
of the pay period, and
FURTHER RESOLVED that salaried employees and eligible elected officials wishing to participate in the
Town’s benefits programs according to the Personnel Policy shall report time used for vacation, sick time,
holiday or other time off on a Town of Ulysses time card to maintain accurate records of benefit time used,
and
FURTHER RESOLVED that no pay will be issued without a time card that has been signed by the employee
and the employee's supervisor and submitted to the Bookkeeper and
FURTHER RESOLVED that COVID precautions allow submission of electronic timecards
FURTHER RESOLVED that if the employee is submitting the time card electronically to the Bookkeeper, the
Department Head / Employee Supervisor must give electronic approval as part of the time card submission and
FURTHER RESOLVED that salaried and hourly employees (non-elected) should use this time card to submit
sick, vacation, holiday and personal time off and
FURTHER RESOLVED that it is the responsibility of the employee’s supervisor to assure the time card is
accurate, and
FURTHER RESOLVED that to maintain accountability of all employees who work for the town, and to

RESOLUTION 2022-22: CELL PHONE REIMBURSEMENT FOR CODE/ZONING ENFORCEMENT AND HIGHWAY
DEPARTMENTS
WHEREAS the Building/Code & Zoning Enforcement Officer and both the Highway Superintendent and
Water District Operator are frequently out of their offices and away from their stationary phones during their
regular duty hours, and
WHEREAS carrying a cell phone is an important part of efficient communications and emergency response,
and
WHEREAS this benefit must be claimed on the employees ’ personal tax return as a taxable fringe benefit
unless the employee provides bill documentation showing work use versus personal use,
THEREFORE, BE IT RESOLVED that the Town of Ulysses hereby allows people who hold the positions of
Code/Zoning Enforcement Officer, Highway Superintendent, and MEO Water/Sewer Maintenance Worker to
either have and use a town-owned cell phone at the town’s expense which will only be used only for town
purposes OR be reimbursed for part of the cost of their personal cell phone at the rate of $40/month; and
RESOLVED that if the Code/Zoning Enforcement Officer, Highway Superintendent and Water District
Operator elect to be reimbursed for their personal cell phone they will provide the Bookkeeper with proof of
each monthly expense via invoice or bill along with the submission of the reimbursement form; and
RESOLVED that the Town Clerk will provide a copy of this resolution to each of the three people to whom
this resolution refers.

RESOLUTION 2022-28: GIFTS FROM TOWN TO OTHER PARTIES
BE IT RESOLVED that in accordance with the New York State Constitutional prohibition against gifts by
municipalities as described in Article III, Section 1, the Town of Ulysses will not give donations, or other gifts
of recognition for service (retirement, annual appreciation, or otherwise) to any organizations, volunteers, or
other individuals in the employment of the Town or otherwise providing service to the Town or the
community. The Town may, however, hold recognition events and provide refreshments.

RESOLUTION 2022-31: POLICY FOR APPLYING AND RECEIVING GRANTS AND ENGAGING IN
CONTRACTS (Originally Adopted 6/26/2006 As The “Gatekeeper” Resolution), (Amended 1/14/2020)
WHEREAS the Town Board is the Executive body charged with speaking and acting on behalf of the Town
(Town Law Section 64), unless such powers are specifically delegated by resolution to the Supervisor, as per
Town Law Section 29(16), or to another individual,
BE IT RESOLVED that any application (full or partial, new or revised) for grant funding or financing above
$2,000, or request for evaluation of funding potential, or any request for review or approval of any project
proposed by the Town of Ulysses to any government agency or other entity external Ulysses Town
government be approved by Town Board resolution before it is submitted to the appropriate agency, and;
FURTHER RESOLVED that all funding applications should be evaluated for future impact on Town staff
time and resources before being submitted, and;
FURTHER RESOLVED that unless otherwise authorized, the Town Supervisor must also be given authority
by the Town Board to accept grant funds on any successful grant applications, and;
FURTHER RESOLVED that unless authorized in the Town of Ulysses Procurement Policy (or otherwise), the
Town Supervisor and Highway Superintendent must also be authorized by the Town Board to make
contractual commitments on behalf of the town, and;
FURTHER RESOLVED, all Town Board members including the Supervisor shall identify whether they are
speaking by authority of the Board or as an individual when talking with granting agencies. This resolution
hereby supersedes all previous Town Board resolutions which may be interpreted as giving the Supervisor, any
other member of the Town Board, Highway Superintendent, or any professional contracted with by the Town
of Ulysses the authority to make applications (full or partial) for grants, loans, or any other type of project
financing, make contractual commitments (verbal or written) on behalf of the Town, or otherwise act in any
legal or official capacity on behalf of the Town of Ulysses.

Ulysses will hold a public hearing at the town hall or via zoom if remote authorization on Jan. 25 at 7pm for
the purpose of receiving comments on a local law concerning residency requirements for appointed public
officials for the Town of Ulysses; and further
RESOLVED, the purpose of the public hearing is for all persons wishing to comment in favor or against the
local law concerning residency requirement for appointed Deputy Clerk, Deputy Highway Super, and Second

RESOLUTION #39 of 2022: APPROVAL OF THE 2022 FIRE PROTECTION DISTRICT AGREEMENT FOR 2022
WHEREAS, a fire protection district known as the “Fire Protection District of the Towns of Ulysses, Hector
and Covert” (hereafter referred to as “the Fire Protection District”) has been duly established in the said towns;
and
WHEREAS, the Fire Protection District encompasses the following territory in the Town of Ulysses: All of
the Town of Ulysses, excepting the area within the limits of the incorporated Village of Trumansburg; and
WHEREAS, the Village of Trumansburg (hereafter referred to as “the Village”) maintains a volunteer fire
department, with adequate and suitable apparatus, equipment and training for the furnishing of fire protection
services within the Fire Protection District; and
WHEREAS, Town Law §184 permits a town to contract with a village which maintains adequate and suitable
apparatus and appliances for the furnishing of fire protection services in such fire protection district; and
WHEREAS, the Town wishes to contract with the Village to provide fire protection services in the Fire
Protection District; and
WHEREAS, a public hearing as required by §184 of the Town Law was duly advertised on December 20,
2021; and

WHEREAS, the Town has the authority to adopt the local law referred to above (hereafter “the Local Law”)
pursuant to §10(1)(ii)(a)(1) and §10(1)(ii)(d)(3)of the New York State Municipal Home Rule Law; and
WHEREAS, the Town is committed to providing high-quality service to the public in a responsive and
committed manner; and
WHEREAS, changing economic conditions in the Town and job trends in the region have made it
increasingly harder to fill multiple positions, both appointed and non-appointed, over several months; and
WHEREAS, the Town continues to benefit from the skill and expertise of staff in non-appointed roles who are
residents of nearby towns;
WHEREAS, the Deputy Clerk, Deputy Highway Superintendent, and Second Deputy Supervisor function as
employees, unlike other appointed positions in the Town; and
WHEREAS, the Town wishes to expand the geographical area from which appointees to the Deputy Clerk,
Deputy Highway Superintendent, and Second Deputy Supervisor position can have residency; and,
WHEREAS, the geographical area would expand to include adjacent townships and all of Tompkins County;
and
WHEREAS, a public hearing as required by §184 of the Town Law was duly advertised on January 19, 2022
for January 25, 2022 at 7:00 pm; and
WHERAS, a Public Hearing was held on January 25, 2022 at 7:00 p.m. via ZOOM hosted by the Town of

RESOLUTION #54 OF 2022: REQUEST FOR STATE ACQUISITION OF CAMP BARTON AND INTENTION TO
NEGOTIATE A COOPERATIVE OPERATION AND MANAGEMENT AGREEMENT OF THE ACQUIRED PROPERTY
WHEREAS, Camp Barton, is a 129-acre property located on the western shore of Cayuga Lake in Seneca
County, Town of Covert; and,
WHEREAS, the Baden Powell Council of the Boy Scouts of America has initiated proceedings for the sale of
this property; and,
WHEREAS, the municipalities of the Town of Covert, Town of Ulysses and Village of Trumansburg passed a
joint Memorandum of Understanding (MOU) in November 2021 declaring that the three municipalities would
work on “finding means to preserve for public use and enjoyment all or a portion of the Boy Scout Camp
Barton (“Barton”)”, and that “Barton is considered critical to providing public access to Cayuga Lake,
particularly to youth organizations, and to the environment and watershed of Cayuga Lake.”; and,
WHEREAS, the three municipalities have formed a working group and are desirous to have assistance from
The State of New York to acquire and protect Camp Barton and make it available for use by the general
public; and,
WHEREAS, the Town of Ulysses and the Village of Trumansburg have the authority to allocate funds and
resources outside of their respective geographic boundaries, when doing so in partnership with The State of
New York or other appropriate municipal entity, for purposes such as the acquisition, protection, and public
use of recreational facilities; NOW THEREFORE,
BE IT RESOLVED, that the Town of Ulysses requests that the New York State Office of Parks, Recreation
and Historic Preservation acquire that portion of the Camp Barton property which includes no less than the
waterfront, the main camp, and Frontenac Falls; and,
BE IT FURTHER RESOLVED, that the Town of Ulysses, along with at least one additional municipal
partner, intends to negotiate a Cooperative Operation and Maintenance Agreement with the New York State
Office of Parks, Recreation and Historic Preservation (OPRHP) and that the municipal partners would,
collectively, assume operational and maintenance costs and responsibilities for those portions of the Camp
Barton property that is acquired by OPRHP; and,
BE IT FURTHER RESOLVED, that the Ulysses Town Board approves the Supervisor to sign the
Memorandum of Understanding to negotiate a Cooperative Operation and Maintenance Agreement with the
New York State Office of Parks, Recreation and Historic Preservation (OPRHP) and the partner
municipality(ies); and
BE IT FURTHER RESOLVED, that the Ulysses Town Board appoints Supervisor Olson and Deputy
Supervisor Rich Goldman to represent the Town in these negotiations.

ROAD
WHEREAS, the Town received a petition from 10 residents of Garrett Road requesting a reduction in the
posted speed limit because of safety concerns; and
WHEREAS, Garrett Road is frequently used by both pedestrians and bicyclists, and is bisected by the Black
Diamond Trail; and
WHEREAS, the current 55 mile/hour speed limit is incompatible with the residential character of the
neighborhood and the existing and common uses of the road by non-vehicular traffic; and
WHEREAS, there is no record of a speed control investigation in the last three years; and
WHERAS, the Ulysses Highway Superintendent has reviewed the road conditions and supports the residents ’
request;
NOW, THEREFORE BE IT
RESOLVED, that the Ulysses Town Board supports the request for a speed control investigation NYSDOT to
determine if the speed limit for Garrett Road between Perry City Road and NYS Route 89 can be lowered for
the safety of drivers, bicyclists and pedestrians, and further
RESOLVED that the Town Board directs the Town Clerk to submit a certified copy of this resolution to the
Tompkins County Highway manager requesting that they accept and submit our request to NYSDOT.

FURTHER RESOLVED, that the Town Board appoints Cait Darfler to serve as a member of the Conservation
and Sustainability Committee for a term expiring December 31, 2022.

WHEREAS, the Arbor Day holiday, first proposed in 1872 by J. Sterling Morton as a special time set aside for
the planting of trees, is now observed throughout the nation and the world, and
WHEREAS, trees can reduce the erosion of precious topsoil, cut heating and cooling losses, moderate the
temperature, produce essential oxygen, cleanse the air, and provide habitat for wildlife, and
WHEREAS, trees are an important renewable resource that enhances property values and economic vitality
for businesses and agriculture within the community, and are a source of joy and spiritual renewal wherever
they are planted, now therefore be it
RESOLVED, upon recommendation of the Town of Ulysses Tree Advisory Committee, the Ulysses Town
Board does hereby recognize April 29, 2022 as Arbor Day, and encourage all citizens to celebrate our

CULVERTS
WHEREAS, the Town is responsible for the maintenance of Town-owned culverts; and
WHEREAS, a planning grant would enable the Town of undertake an assessment of two or three of the most
significant Town-owned culverts through the lens of water quality, prioritized based on known degree of need
and importance, to best determine how to manage, repair, or replace these important resources that are vital to
the health and safety of Town residents; and
WHEREAS, New York State Department of Environmental Conservation, through the Consolidated Funding
Application process, has made funding available for “Stream Culvert Repair and Replacement” planning
grants for up to $30,000 with a 10% local match that will enable the Town to seek funding of undertake
necessary improvements;

RESOLVED THAT the Town Board approves of MRB Group, the Town’s designated engineering firm, to
submit an application on the Town’s behalf for a planning grant for up to $30,000 for “Stream Culvert Repair
and Replacement;” and

RESOLUTION #76 of 2022: TO PARTICIPATE IN THE NEW YORK RURAL WATER ASSOCIATION (NYRWA)
SOURCE WATER PROTECTION PROGRAM
WHEREAS, the NYRWA’s federally‐funded Source Water Protection Program provides technical assistance
at no charge to rural and small communities for the development and implementation of local source water
projection plans designed to prevent the deterioration of water resources used for drinking water; and
WHEREAS, NYRWA’s Source Water Protection Specialist is qualified and available to assist the Town of
Ulysses with developing a source water protection plan that involves the following elements: defining the
water supply resources to be protected; identifying current and potential threats to the quality and quantity of
drinking water resources; recommending and implementing measures to reduce threats to drinking water
resources; and planning for the future, including water supply emergency events; and
WHEREAS, the Town of Ulysses seeks to further develop its water resources planning and management
strategies as listed above, and to coordinate development of a source water protection plan with a review and
revision of the Town’s 2009 Comprehensive Plan; therefore
BE IT RESOLVED, that the Town of Ulysses will take the following steps to develop and implement a source
water protection plan:
Form an advisory planning team/committee of 7 people to include one or more Town board members,
representatives from other Town of Ulysses boards and standing committees or staff, private citizens
with expertise or a strong interest in water issues and /or public health, and members of applicable
community groups.

With the help of NYRWA, the planning team will hold a source water protection workshop with
invited representatives from governmental entities that have the authority (or potential authority) to
protect source water in the planning area;
Work with the NYRWA Source Water Protection Specialist to identify water supply resources and
potential threats using information from resources including a town-wide survey of drinking water
issues, to be undertaken as an update to the Ulysses Water Needs survey and report completed in 2009;
Recommend and implement management strategies to protect identified water sources;
Review and approve a source water protection plan; and
Periodically review and update the source water protection plan as necessary.
BE IT FURTHER RESOLVED, that the Town of Ulysses designates Town Board member Roxanne Marino
as the liaison to coordinate work with the NYRWA on this project.

WHEREAS, the Town received half of the total allocation ($320,639) in 2021 of the State and Local Fiscal
Recovery Funds from the American Rescue Plan; and
WHEREAS, the April 1, 2022 audit report by the New York Comptroller ’s Office identified several needed
IT/Cyber upgrades necessary to safeguard Town data and ensure the digital continuity of operations; and
WHEREAS, the Town Board reviewed a draft allocation plan related to Phase 1 of a Cybersecurity and IT
Modernization Plan on April 26, 2022 and a more detailed Phase 1 project budget on May 24, 2022; and
WHEREAS, the more detailed Phase 1 budget for the Cybersecurity and IT Modernization Plan was reviewed
and positively received by the IT Committee and the Finance Committee in meetings held May 18, 2022; and
WHEREAS, all purchases associated with the Cybersecurity and IT Modernization Plan will follow the
Town’s procurement policies;

in valuable workforce skills; and
WHEREAS, the contracts with the summer youth employment sites will not commit the Town to any
unbudgeted personnel obligations;

RESOLUTION # 85 OF 2022: AUTHORIZING THE TOWN TO ENTER INTO BULK WATER SALES AGREEMENTS
WITH OUTSIDE USERS
BE IT RESOLVED that the Town Board of the Town of Ulysses approve the Water Sale Agreement to
outside users as presented in the following contract:
THIS AGREEMENT is made as of the ____day of___________, 2022, by and between the TOWN OF
ULYSSES, a municipal corporation with offices at 10 Elm Street, Trumansburg, NY 14886
(hereafter referred to as "the Town") and _____________, of
__________________________________, hereafter referred to as "the Customer". WHEREAS, the
Town has water available for sale in Water District 3 of the Town; and
WHEREAS, the Town by resolution dated July 29, 2010 determined that, in order to protect the health,
safety and welfare of Town residents, no water sold by the Town of Ulysses shall be used for any
purposes related to gas drilling, hydrofracturing or any related purposes;
WHEREAS, the Customer wishes to purchase water from the Town;
NOW, THEREFORE, in consideration of the promises and the mutual covenants herein set forth and
agreed upon, the parties agree as follows:
The Town hereby agrees to sell and furnish to the Customer water from Water District
The water will be furnished to the Customer as follows:
The Customer will access the water at a designated metered hydrant, which is locked and is
accessible only by the Customer; or
Upon prior arrangement with the Town of Ulysses.
The Customer agrees that none of the water purchased pursuant to this Agreement will be used for any
purposes related to gas drilling, hydrofracturing or any related purposes. Any violation of this
provision will result in the immediate termination of this Agreement by the Town.
The Customer agrees and acknowledged that, if the Customer purchases water from the Town and
delivers the water by truck to third parties, the quality of the water so delivered (including, but not
limited to, portability) is not in any way guaranteed by the Town of Ulysses.
The Customer shall be solely responsible for the quality of any water delivered by truck to third parties
and shall indemnify the Town and hold the Town harmless from any liability or claims related to the
quality of such water.
The rate for the water purchase pursuant to this Agreement will be established by resolution of the
Town Board from time to time.
The Customer will receive no more than 40,000 gallons of water per day, unless a larger volume is
approved by resolution of the Town Board.
BILLING: The Customer will receive a bill from the Town on a monthly basis, unless a monthly bill
amounts to less than $20.00, in which case billing will be done on a quarterly basis. All bills are due
and payable within 30 days after receipt thereof. There will be a late fee of 10% of the amount due for
all payments not received by the due date. Upon the customer's failure to pay a bill by the due date, the
Town, at its option, may terminate this Agreement.
The contract is contingent upon the agreement of the Town of Ithaca to provide the bulk water
requested per the 2003 agreement.
In addition to termination of this Agreement by the Town pursuant to paragraphs 3 and 6 above, the
Town may terminate this Agreement at any time upon 10 days' notice to the Customer.
IN WITNESS WHEREOF, the parties hereto have caused this Agreement to be signed as of the date
set forth below.

BETWEEN IRADELL ROAD AND KRUMS CORNERS ROAD
WHEREAS, the Town is aware that the intersection of Krums Corners Road and NYS Route 96 is prone to
serious accidents, most recently on May 4, 2022; and
WHEREAS, NYS Route 96 between Iradell Road and Krums Corners is an area prone to accidents that may
be related to visibility, road curvature, and traffic speed; and
WHEREAS, there is no record of a speed control investigation in the last three years; and
WHERAS, the Ulysses Highway Superintendent has reviewed the road conditions and supports the request;
NOW, THEREFORE BE IT
RESOLVED, that the Ulysses Town Board supports the request for a speed control investigation NYSDOT to
determine if the speed limit for NYS Route 96 between Iradell Road and Krums Corners Road can be lowered
for the safety of drivers, bicyclists and pedestrians, and further
RESOLVED that the Town Board directs the Town Clerk to submit a certified copy of this resolution to the
Tompkins County Highway manager requesting that they accept and submit our request to NYSDOT.

WHEREAS, the Town desires to update its 2009 Comprehensive Plan; and
WHEREAS, a planning grant would enable the Town of pay for up to 90% of the cost associated with
developing the plan; and
WHEREAS, New York State Department of State, through the Consolidated Funding Application process, has
made funding available for the development of comprehensive plans for up to $100,000 with a 10% local
match;
WHEREAS, Town staff have the ability to complete the grant application in-house with limited engineering
hours for specific components and funds are already allocated in the 2022 budget for such services;

RESOLVED THAT the Town Board authorizes the Town Supervisor to submit a grant application for up to
$100,000 to the New York Department of State through the Consolidated Funding Application process.

newsletter:
Tom Major recently passed away at the age of 84 after dedicating his life’s work to youth sports and
recreation. Tom spent 35 years as a PE teacher, coach, and Athletic Director at Trumansburg Schools.
He also served as the Village of Trumansburg’s Recreation Director for many decades and worked
closely with the Youth Commission to deliver summer camp and sports camp opportunities to
generations of Trumansburg youth.
While the Trumansburg-Ulysses Summer Camp continues to grow and evolve in its present form, it
owes its mission, to serve our local kids with safe and fun recreational activities, to Mr. Major and the
guidance he provided for all those years. Many Tburg kids went from being campers, to camp
counselors, to professionals and volunteers working with young people during his tenure. His impact
on this community’s youth recreation programs and sports culture for the last 60 years is a credit to
Tom’s love for kids and his belief that through sports and recreation, life’s lessons are learned in
valuable ways that create a lasting and positive impression on all who participate.

WHEREAS, Town of Ulysses, Tompkins County, supports the submission of a 2022 Consolidated Funding
Application (CFA) on behalf of the Town, for the Non-Agricultural Nonpoint Source Planning Grant program
under the Culvert Repair and Replacement category to conduct an overall study of several culverts in the
Town to assess erosion caused by failing culverts; and
WHEREAS, the New York State Department of Environmental Conservation (DEC) provides a competitive
statewide grant program to assist in the initial planning of non-agricultural nonpoint source water quality
improvement projects; and

WHEREAS, the Town of Ulysses considers this project a priority, as several culverts in the Town are failing
and becoming unstable through erosion, negatively affecting water quality in the area; and
WHEREAS, if funding is received it will allow the Town of Ulysses to prepare a planning report that will
explore cost effective solutions to replace failing culverts causing erosion and water quality issues, as well as
enable the Town to seek further funding for construction through the Water Quality Improvement Program to
continue the advancement of the water quality improvements;
NOW, THEREFORE, BE IT
RESOLVED, the Town Board, on behalf of the Town, identifies the Town Supervisor as the authorized
representative for the project, able to execute necessary documents relative to and as required for this
application; and

WHEREAS, the New York State Comptroller requires an agreement for all information technology services
provided for a municipality;
WHEREAS, the Town desires Mr. Levine to forward all traffic from the ulysses.ny.us website to the new
townofulysses.gov website and Mr. Levine desires to perform such service for the Town; and
WHEREAS, Mr. Levine is offering to continue graciously volunteering his time and effort to the benefit of
the of the Town and the Town and Mr. Levine (collectively the “Parties”) agree to such an understanding.
NOW, THEREFORE, for good and valuable consideration, the receipt of which is hereby acknowledged,
and in consideration of the mutual covenants and Memorandums set forth in this Memorandum, the Parties
agree as follows:
DESCRIPTION OF SERVICES.
Mr. Levine shall be responsible for the forwarding of all traffic from the domain name commonly
known as Ulysses.ny.us to the new website with a domain name commonly known as
townofulysses.gov. Additionally, Mr. Levine shall also redirect the mail domain records to the new
domain and/or server.
PAYMENT.
Mr. Levine shall not receive any compensation for the performance of services as contemplated in this
Memorandum as Mr. Levine has volunteered his services to the Town.
TERM.
Mr. Levine shall perform the services contemplated in this Memorandum for a period of two (2) years,
beginning on _____________ ___, 2022 (the “Commencement Date”).
TERMINATION.
Either party may terminate this Memorandum by providing the other party with thirty (30) days written
notice.
VOLUNTEER NOT EMPLOYEE.
Mr. Levine’s relationship to the Town is that of a volunteer, and shall not constitute employment,
partnership, joint venture, or agency.
ASSIGNMENT.
Mr. Levine shall not assign this Memorandum without the prior written consent of the Town, which
may be withheld for any or no reason at all.
GOVERNING LAW; VENUE.
This Memorandum shall be construed in accordance with the laws of the State of New York. The
Parties to this Memorandum agree and covenant that this Memorandum will be enforceable in the
Town of Ulysses, New York. If legal action is necessary to enforce this Memorandum, exclusive venue
will lie in Tompkins County, New York.
ENTIRE MEMORANDUM.
This Memorandum contains the entire Memorandum of the Parties and there are no other promises,
conditions, understandings or other Memorandums, whether oral or written, relating to the subject
matter of this Memorandum.
COUNTERPARTS.

This Memorandum may be executed in two (2) or more counterparts, each of which shall be deemed
an original, but all of which together shall constitute one and the same instrument.
SEVERABILITY.
If any portion of this Memorandum shall be held to be invalid or unenforceable for any reason, the
remaining provisions shall continue to be valid and enforceable. If a court finds that any provision of
this Memorandum is invalid or unenforceable, but that by limiting such provision, it would become
valid and enforceable, then such provision shall be deemed to be written construed and enforced as so

WHEREAS, the Town of Ulysses would benefit from consolidating the management of our public water
distributions and systems within the Highway Department, due to the existing centralization of equipment and
responsibilities within that department; and
WHEREAS, Scott Stewart possesses the necessary certifications and skills necessary to supervise and oversee
the safety of our water systems, and is currently in charge of managing staff who are currently called upon to
help with water-related issues; and
WHEREAS, our previous water operator resigned effective July 29, 2022 and Mr. Stewart has been
overseeing water operations since then; and
WHEREAS, the Town Board has the ability to designate responsibilities to the Highway Superintendent and
compensate the new duties accordingly;
NOW, THEREFORE, BE IT RESOLVED, that the Town Board appoints Highway Superintendent Scott
Stewart as the Town of Ulysses Water Distribution and Systems Supervisor effective August 1, 2022 through
December 31, 2022; and
BE IT FURTHER RESOLVED, that the Town Board approved compensation for these new duties at a rate
not to exceed 5 hours per week at the hourly rate of his current position as Highway Superintendent,
established at the annual organization meeting in January 2022, and not exceeding more than $3,500 for the

for Altering Health Insurance in Current Contract
WHEREAS, the Ulysses Town Board and the Teamsters’ Union entered into a 3-year contract in 2021 that
stipulated the Gold Plan was the health care plan provided through the Town of Ulysses; and
WHEREAS, the Ulysses Town Board desires to improve the health care plan for all employees and switch to
the Platinum Plan beginning in 2023; and
WHEREAS, the Teamsters’ Union representative informed the Town Supervisor that the union was amenable
to the change in health plan coverage;
NOW, THEREFORE, BE IT RESOLVED that the Ulysses Town Board approves the Memorandum of
Agreement altering the contract to reflect the change of health care coverage to the Platinum Plan.
RESOLUTION # 151 of 2022: Gatekeeper Resolution for Tompkins County Community Recovery Funds
WHEREAS, Tompkins County is providing funding for organizations, local governments, and individuals to
address challenges caused by the COVID-19 pandemic, particularly to assist disadvantaged communities; and
WHEREAS, the Town of Ulysses provides essential services to families in the summer through our Summer
Camp Program and subsidizes 100% of low-income households that participate; and
WHEREAS, the Town of Ulysses desires to create a pilot program to address and respond to learning and
wellness deficiencies among students that were exacerbated by the COVID-19 pandemic and increase
enrollment to support more families in need of affordable summertime childcare options; and
NOW, THEREFORE, BE IT RESOLVED that the Ulysses Town Board approves the submission of a grant
request for up to $50,000 for Community Recovery Funds through Tompkins County to support these actives
through the Ulysses Recreation Department for 2023 and 2024.

WHEREAS, the closure of the Trumansburg Central School District facilities in March 2020 due to the
COVID-19 pandemic resulted in the inability of the Rural Youth Services Program, part of the Town of

WHEREAS, the continuation of the pandemic resulted in restricted school facility access through the end of
June 2022; and
WHEREAS, the Church of the Epiphany graciously allowed Ethan Crampton, the Town of Ulysses Rural
Youth Services coordinator, to run programs for youth in church facilities, free of charge, for 18+ months in
2021 and 2022;

WHEREAS, the mission of BEE CITY USA is to galvanize communities to sustain pollinators, responsible
for the reproduction of almost 90% of the world's flowering plant species, by providing them with healthy
habitat, rich in a variety of native plants and free to nearly free of pesticides; and
WHEREAS, thanks to the more than 3,600 species of native bees in the United States, along with introduced
honey bees, we have very diverse dietary choices rich in fruits, nuts, and vegetables; and
WHEREAS, bees and other pollinators have experienced population declines due to a combination of habitat
loss, poor nutrition, pesticides (including insecticides, fungicides, and herbicides), parasites, diseases, and
climate change; and
WHEREAS, pollinator-friendly communities can benefit local and regional economies through healthier
ecosystems, increased vegetable and fruit crop yields, and increased demand for pollinator-friendly plant
materials from local growers; and
WHEREAS, ideal pollinator-friendly habitat (A) Is comprised of mostly native wildflowers, grasses, vines,
shrubs, and trees blooming in succession throughout the growing season to provide diverse and abundant
nectar and pollen, since many wild pollinators prefer or depend on the native plants with which they co-

WHEREAS, supporting pollinators fosters broad-based community engagement in environmental awareness
and sustainability; and
WHEREAS, the Town of Ulysses should be certified a BEE CITY USA community because has formed a Bee
Friendly Community Committee, which will guide the fulfillment of the required steps to becoming a Bee City
USA community, and
NOW, THEREFORE, in order to enhance understanding among local government staff and the public about
the vital role that pollinators play and what each of us can do to sustain them, the Town of Ulysses chooses to
support and encourage healthy pollinator habitat creation and enhancement,
BE IT RESOLVED THAT:
1. The Town of Ulysses Town Council is hereby designated as the BEE CITY USA sponsor.
2. One council member (initially, Mary Bouchard) is designated as the BEE CITY USA Liaison and
Chair.
3. Facilitation of the Town of Ulysses’ BEE CITY USA program is assigned to the Bee Friendly
Community Committee.
4. The Bee Friendly Community Committee is authorized to and shall:
a. Celebration: Host at least one educational event or pollinator habitat planting or restoration each year
to showcase the Town of Ulysses’ commitment to raising awareness of pollinator conservation and expanding
pollinator health and habitat.
b. Publicity & Information: Install and maintain at least one authorized BEE CITY USA street sign in a
prominent location, and create and maintain a webpage on the Town of Ulysses website which includes, at
minimum a copy of this resolution and links to the national BEE CITY USA website; contact information for
your BEE CITY USA Liaison and Committee; reports of the pollinator-friendly activities the community has
accomplished the previous year(s); and your recommended native plant species list and integrated pest
management plan (explained below).

c. Habitat: Develop and implement a program to create or expand pollinator-friendly habitat on public
and private land, which includes, but is not limited to: identifying and inventorying Ulysses real property that
can be enhanced with pollinator-friendly plantings; creating a recommended locally native plant list to include
wildflowers, grasses, vines, shrubs, and trees and a list of local suppliers for those species; and, tracking (by
square footage and/or acreage) annual area of pollinator habitat created or enhanced.
d. Pollinator-Friendly Pest Management: Create and adopt an integrated pest management (IPM) plan
designed to prevent pest problems, reduce pesticide use, and expand the use of non-chemical pest management
methods.
e. Policy & Plans: Establish, through the Town of Ulysses, a policy in the Town of Ulysses
Comprehensive Plan to acknowledge and commit to the BEE CITY USA designation and review the
Comprehensive Plan and other relevant documents to consider improvements to pest management policies and
practices as they relate to pollinator conservation, identify appropriate locations for pollinator-friendly
plantings, and consider other appropriate measures.
f. Renewal: After completing the first calendar year as a BEE CITY USA affiliate, each February, apply
for renewal of the Town of Ulysses’ BEE CITY USA designation following the format provided by BEE
CITY USA, including a report of the previous year’s BEE CITY USA activities, and paying the renewal fee
based on the Town of Ulysses population; and
BE IT FURTHER RESOLVED that the Ulysses Town Board approves the designation of Ulysses as a Bee
City USA Affiliate.
RESOLUTION 2022-159: RELEVY OF WATER DISTRICT 3 DELINQUENT WATER FEES
WHEREAS, Town Code Chapter 200-10(C)(2) provides for delinquent water bills, taxes, assessments, fees,
rents, or other service charges of Water District 3 to be placed on the ensuing year's tax roll as a re-levy; and
WHEREAS, Town Code Chapter 200-10(C)(2) defines delinquent as "a period of at least 60 calendar days as
of October 1 of any year"; and
WHEREAS, customers were notified that they could make payments on delinquent amounts through Sept. 30,
2021,

Whereas, modernizing water infrastructure will safeguard clean water, reduce flooding, reduce lead exposure
and other public health threats, and create jobs; and
Whereas, the Town of Ulysses is vulnerable to extreme weather including deadly heat from
rising temperatures and flooding from severe storms that put people, properties and public
assets across the County at risk; and
Whereas, upgrading transportation and stormwater infrastructure, restoring natural resources, growing urban
forests, building green roofs and upgrading cooling centers will reduce the impact of extreme weather, saving
lives and money; and
Whereas, the COVID-19 pandemic demonstrated the importance of outdoor recreation and access to fresh,
local food, as people flocked to local parks and sought out healthy foods for their families; and
Whereas, upgrades to facilities at state and local parks and preserves and the creation of new outdoor
recreational areas will benefit our region by protecting wildlife habitat, providing more people access to
nature, and creating jobs in the outdoor recreation economy; and
Whereas, the Clean Water, Clean Air, Green Jobs Environmental Bond Act of 2022 would authorize the four
billion, two hundred million dollars of bonds to finance critical environmental restoration, clean water, and
infrastructure projects across New York State; and

resources, protecting open space and farmland, and reducing the pollution that causes climate change; and

York State Legislature as part of the 2022-23 New York State Budget and will appear on the November 8,
2022, New York State General Election Ballot for voter approval; and
Whereas, the Clean Water, Clean Air, Green Jobs Environmental Bond Act of 2022 includes strong labor
provisions and will support more than 84,000 family-sustaining jobs for New Yorkers; and
Whereas, the Clean Water, Clean Air, Green Jobs Environmental Bond Act of 2022 would enable New York
State and Tompkins County to address pollution and public health threats in disadvantaged communities by
directing at least 35% with a goal of 40% of the measure’s funding to address hazardous conditions in such

RESOLVED that the Ulysses Town Board re-establishes the Conservation & Sustainability Committee as
follows, noting that Scope of Work and Example Topic Areas may vary from time to time:
Ulysses Conservation and Sustainability Advisory Council
Purpose: The Ulysses Town Board hereby establishes the Ulysses Conservation and Sustainability Advisory
Council (CSAC) as a standing advisory committee to the Board, to research and recommend policies,
procedures, and practices to enable the Town to manage and protect its natural resources, and promote
environmental sustainability. The Advisory Council will operate under the guidelines of NYS GML Article
12-F section 239-x, regulations for Conservation Advisory Councils and focus on areas consistent with the
Town’s Comprehensive Plan and other relevant Town, County, and State planning documents, key elements of
New York State’s Cleaner Greener Communities initiatives and strategic plans, and relevant to current and
proposed Town laws.
Composition and Appointment of Members: The Council was initially established by Town Board
resolution (XXX) on April 26, 2016 through December 31, 2017 , and has been continued on an annual basis.
This resolution supersedes the previous resolution and establishes the CSAC as a standing advisory committee
to the Town Board. The Chair, and 2-8 additional members are appointed by resolution of the Town Board,
with staggered terms. Up to two additional members who are between the ages of 16 and 21 may be appointed
to the council.
Scope of work: The Council will propose and is free to modify its annual work plan, and submit it to the
Town Board. The Chair will work with the Town Board to prioritize Council projects. The Council is free to
work on issues as a whole or in task groups, but any actions being recommended to the Town Board or to
other standing or special committees of the Board, or appointed boards in the Town of Ulysses should have the
endorsement by resolution of a majority of the appointed members of the Conservation and Sustainability
Advisory Council.
Example Topic Areas (as of 2022):
Participate with, and recommend to the Comprehensive Plan Steering Committee any changes that would
encourage conservation and/or sustainability, focusing as a priority on incorporating sustainability elements
into an updated Plan.
Research ways to reduce greenhouse gas emissions, increase energy efficiency, and increase climate change
resilience using NYS Climate Smart Communities and Clean Energy Communities guidelines and resources;
work with Town Board and staff on recertification as a Climate Smart Community and continued designation
as a Clean Energy Community; work on implementation of impact action items within those programs and
related grant opportunities.
Review water resource issues as they will be influenced by climate change; support the Source Water
Protection Plan Committee and New York Rural Water Association work towards a water resource protection
plan for the Town.
Research and advise on the feasibility of creating local energy supply options such as a municipal solar farm,
an inter-municipal local utility, or community choice aggregation.
Assist the Town Planner and Board in creating inventories and maps of open lands within the Town (an open
space plan), and recommend to the Town Board ecologically suitable uses for all such areas.
Assist with public education on conservation and sustainability initiatives and financing opportunities to assist
local residents and businesses.
Assist with habitat protection programming and designations, such as a Bee Friendly Community or Tree City
USA, the Salo Habitat Preserve, and the Tree Advisory Committee.
Research and recommend waste reduction and sustainable resource use actions.

Resources from the Town: The Town’s Planner has a full work plan and cannot staff the Council, but can
provide technical assistance as time permits. The Council shall keep its own meeting notes and may schedule
the conference room and use the copier at the Town Hall. Town staff can assist with preparation of the
Council annual report for submission to the NYS commissioner of environmental conservation.

investment policy of the Town of Ulysses. Any interest earned or capital gains realized on the moneys so
deposited or invested shall accrue to and become part of the Reserve Fund. The chief fiscal officer shall
account for the Reserve Fund in a manner which maintains the separate identity of the Reserve Fund and
shows the date and amount of each sum paid into the fund, interest earned by the fund, capital gains or losses
resulting from the sale of investments of the fund, the amount and date of each withdrawal from the fund and
the total assets of the fund, showing cash balance and a schedule of investments, and shall, at the end of each
fiscal year, render to the Board a detailed report of the operation and condition of the Reserve Fund.
Except as otherwise provided by law, expenditures from this Reserve Fund shall be made only for the purpose
for which the Reserve Fund is established. No expenditure shall be made from this Reserve Fund without the
approval of this governing board and such additional actions or proceedings as may be required by Section 6-c
[6-g] of the General Municipal Law or any other law, including a permissive referendum if required by
subdivision 4 of Section 6-c [subdivision 7 of Section 6-g].

RESOLUTION #176 of 2022: GATEKEEPER RESOLUTION FOR BRIDGE NY APPLICATION FOR CURRY ROAD
STRUCTURE AND MAPLEWOOD ROAD HAIRPIN CULVERT
WHEREAS, funds have been made available to municipalities for bridge projects through the BRIDGE-NY
funding stream; and
WHEREAS, the Highway Superintendent and Budget Officer have determined that the Curry Road structure
and Maplewood Road hairpin turn culvert are priority projects to apply for funding; and
WHEREAS, New York State funds 100% of the cost for eligible project costs, not to exceed $1.0 million,
through the BRIDGE NY culvert program; and
WHEREAS, for each project, costs exceeding $1.0 million will be appropriated out of the DA232 / DA883
Bridge Repair Reserve Fund; and
NOW, THEREFORE, BE IT
RESOLVED, that the Ulysses Town Board authorizes the two BRIDGE NY applications.
RESOLUTION 2022-177: ACKNOWLEDGING THE PROFESSIONAL ENGINEER CONSULTANT SELECTED TO
ASSIST WITH THE 2023 BRIDGE NY APPLICATIONS
WHEREAS, all engineering firms on the NYSDOT Local Design Services Agreement (LDSA) list for Region
3 were contacted to solicit expressions of interest; and
WHEREAS, all firms that submitted interest were evaluated using the standard matrix provided in Chapter 6
of the Procedures for Locally Administered Federal Aid Projects (LAFAP);

RESOLUTION 2022-178: SUPPORT FOR ULYSSES BRIDGE NY APPLICATIONS
WHEREAS, funding programs like BRIDGE-NY recognize that infrastructure replacement costs exceed the
ability of the local municipalities to maintain bridges and culverts in a timely fashion, and
WHEREAS, for years the Town has been seeking funding for the Curry Road structure and Maplewood
hairpin culvert as they are highly prioritized for replacement and rehabilitation, and
WHEREAS, the Town of Ulysses has demonstrated the ability to administer BRIDGE NY and other similarly
funded projects;
NOW, THEREFORE BE IT
RESOLVED that the Ulysses Town Board enthusiastically supports the BRIDGE-NY applications for the

and Covert” (hereafter referred to as “the Fire Protection District”) has been duly established in the said towns;

WHEREAS, the Fire Protection District encompasses the following territory in the Town of Ulysses: All of
the Town of Ulysses, excepting the area within the limits of the incorporated Village of Trumansburg; and
WHEREAS, the Village of Trumansburg (hereafter referred to as “the Village”) maintains a volunteer fire
department, with adequate and suitable apparatus, equipment and training for the furnishing of fire protection
services within the Fire Protection District; and
WHEREAS, Town Law §184 permits a town to contract with a village which maintains adequate and suitable
apparatus and appliances for the furnishing of fire protection services in such fire protection district; and
WHEREAS, the Town wishes to contract with the Village to provide fire protection services in the Fire
Protection District; and
WHEREAS, a public hearing as required by §184 of the Town Law was duly advertised on December 6, 2022;
and
WHEREAS, the Public Hearing was held on December 13, 2022 at 7 p.m. and all members of the public
wishing to share their opinions in person or in writing had the opportunity to do so;

RESOLVED that the Town Board of the Town of Ulysses hereby approves and authorizes execution of the
attached Agreement between the Village and the Town, whereby the Village will provide the Town with fire

Fire Protection District, for the period from January 1, 2023 until December 31, 2023; and be it further
RESOLVED that, pursuant to the Agreement, the Town shall pay the Village the sum of $226,537 for such
services and the bill will be paid no later than February 15, 2023; and be it further

attached Agreement between the Village and the Town, whereby the Village will provide the Town with
ambulance service capable of responding to medical emergencies on an ongoing basis within the ambulance
district, for the period from January 1, 2023 until December 31, 2023; and be it further
RESOLVED that, pursuant to the Agreement, the Town shall pay the Village the sum of $449,771 for such
services and the bill will be paid no later than February 15, 2023; and be it further

WHEREAS, the residents from the Town of Ulysses have approved the Ulysses Town Supervisor and the
Ulysses Highway Superintendent with concerns about the safety at the intersection at Route 227 and Curry
Road; and
WHEREAS, the intersection has a history of traffic accidents;
WHEREAS, the intersection is controlled by the New York State Department of Transportation (NYDOT) and
the Town of Ulysses is not authorized to make any changes to the intersection signage without approval by
NYDOT; and
WHEREAS, the Ulysses Town Board requested a speed study for Curry Road from the NYDOT on June 23,
2021, with results that remain pending; and
NOW, THEREFORE, BE IT RESOLVED that the Ulysses Town Board requests that the NYDOT conduct a
safety assessment of the Curry Road/Route 227 intersection, including a review of its accident history; and
BE IT FURTHER RESOLVED that the Town Clerk is directed to submit a certified copy of this resolution to
the NYDOT.

WHEREAS, the Town of Ulysses is a Participant in the Greater Tompkins County Municipal Health
Insurance Consortium (the "Consortium"), a municipal cooperative organized under Article 47 of the New
York Insurance Law, and

WHEREAS, the municipal participants in the Consortium have approved and executed a certain Municipal
Cooperation Agreement (the "Agreement"; effective date of October 1, 2010) and the 2023 Amendment that
provides for the operation and governance of the Consortium, and
WHEREAS, the Consortium's Board of Directors has recommended approval of the 2023 amended
agreement, and
WHEREAS, the Municipal Cooperative Agreement requires that amendments to the agreement be presented
to each participant for review and adopted by each municipal board,
RESOLVED, that the Town of Ulysses approves and authorizes the Chief Executive Officer to sign the 2023
Amendment to the Municipal Cooperative Agreement of the Greater Tompkins County Municipal Health
