CALL TO ORDER: Ms. Olson called the meeting to order at 7pm ATTENDANCE: TOWN OFFICIALS Supervisor- Katelin Olson Board members- Michael Boggs, Mary Bouchard, Rich Goldman, Liz Weatherby Town Clerk- Carissa Parlato OTHERS: In -person: Nancy Zahler, Roxanne Marino Via Zoom: Pete Angie APPROVAL OF AGENDA: Motion: Mr. Boggs moved to approve the agenda as presented at 7:01pm. This was seconded by Ms. Bouchard and passed unanimously. PRIVILEGE OF THE FLOOR: (3 minute limit) Ms. Marino called attention to her request to modify tonight's comprehensive plan steering committee resolution to include the original guidelines passed in Sept. of 2022. Mr. Angie noted that he sent an email recently regarding the improvements at the Jacksonville Community Association (JCA) park. He asked whether the town would submit a grant on their behalf to install electricity to the restroom and the pavilion. The grant is only for municipalities and is due in June. They have installed a leachfield, and hope to install accessible parking and an accessible path to the restroom. Ms. Zahler said that she is a new member on the JCA board of directors. She thanked the town for their work and elaborated on Mr. Angie's request for the $5000 grant. They are working to determine which project might be best suited to the grant. On a different topic she added that she is grateful for the town's flag policy. It personally makes a huge difference to her in light of what is happening in other states. Additionally, she is looking forward to attending the town's information water meeting next week. OLD BUSINESS: COMP PLAN STEERING COMMITTEE VOTING MEMBER ROSTER The board reviewed the committee roster and discussed whether a Village member is needed on the committee; if 11 is an appropriate number; that the outline is a living document and should be flexible to situations that arise; and that lakeshore and BZA representatives are still needed. RESOLUTION #103 OF 2023: COMPREHENSIVE PLAN STEERING COMMITTEE VOTING MEMBERS ROSTER WHEREAS, the Comprehensive Plan Steering Committee was formed to oversee and advise the Ulysses Town Board on an update to our 2009 Comprehensive Plan, and WHEREAS the Ulysses Town Board adopted an Outline for the Comprehensive Plan Review and Update project on September 27, 2022, which among other things described the structure of the CPSC, and WHEREAS, the Ulysses Town Board is committed to creating and supporting a Steering Committee that reflects a diversity of perspectives and regions of Ulysses; NOW, THEREFORE, BE IT RESOLVED that the Ulysses Town Board hereby affirms the previous appointments to the Comprehensive Plan Steering Committee as specified in the Comp Plan Steering Committee Voting Roster Composition of May 23, 2023; and, be it FURTHER RESOLVED, that the Ulysses Town Board expands the number of voting members of the Comprehensive Plan Steering Committee to eleven; and FURTHER RESOLVED that the Ulysses Town Board modifies the structure of the CPSC as adopted on 9-27-22 to make the Village of Trumansburg CPZR and second Ulysses Town Board appointments voting members. Questions arose as to whether she will reside in the town even though she owns a farm property in the town. RESOLUTION #104 OF 2023: COMPREHENSIVE PLAN STEERING COMMITTEE APPOINTMENT(S) RESOLVED, that the Ulysses Town Board appoints Tai Basilius to the Comprehensive Plan Steering Committee for the duration of the project. Moved: Ms. Olson Seconded: Ms. Weatherby Olson aye Boggs nay Bouchard aye Goldman aye Weatherby aye Vote: 4-1 Date Adopted: 5/23/23 islAVA:111111is1*33 REVISED HIGHWAY AGREEMENT #284 RESOLUTION #105 OF 2023: AUTHORIZATION OF REVISED HIGHWAY AGREEMENT #284 FOR 2023 WHEREAS, pursuant to section 284 of Town Highway Law, the Ulysses Highway Superintendent must annually present a summary of how Town -allocated funds for highways shall be spent, subject to Town Board approval; and WHEREAS, the Town Board and Highway Superintendent agreed on a 284 plan for 2023 at the Town Board's Organizational Meeting held January 5, 2023; and WHEREAS, the Highway Superintendent has received notification that the combined funding from New York State for CHIPS, PAVE NY and EWR will increase from the 2023 Town -budgeted amount of $190,000 to $246,597.93; and WHEREAS, the Highway Superintendent has presented an updated 284 plan showing how increased funding will be used to provide additional highway improvements in Ulysses during 2023, NOW, THEREFORE, BE IT RESOLVED, that the Ulysses Town Board approves the updated Highway 284 Agreement dated May 23, 2023. Moved: Ms. Olson Seconded: Mr. Goldman Olson aye Boggs aye Bouchard aye Goldman aye 3 Weatherby aye Vote: 5-0 Date Adopted: 5/23/23 CELL PHONE REIMBURSEMENT FOR DEPUTY HIGHWAY SUPERINTENDENT Ms. Olson noted that the Deputy Highway Superintendent plays a critical role in water and highway operations and uses his personal phone for these duties. RESOLUTION #106 OF 2023: CELL PHONE REIMBURSEMENT FOR DEPUTY HIGHWAY SUPERINTENDENT WHEREAS the Building/Code & Zoning Enforcement Officer and both the Highway Superintendent and Water District Operator are frequently out of their offices and away from their stationary phones during their regular duty hours and were approved for cell phone reimbursement by the Ulysses Town Board at the January 5, 2023 Organizational Meeting; and WHEREAS carrying a cell phone is an important part of efficient communications and emergency response; and WHEREAS this benefit must be claimed on the employees' personal tax return as a taxable fringe benefit unless the employee provides bill documentation showing work use versus personal use; and WHEREAS, the Deputy Highway Superintendent has been providing water operator services under the supervision of the Water Superintendent and has not been previously eligible for the cell phone reimbursement provided to the water operator; NOW, THEREFORE, BE IT RESOLVED that the Town of Ulysses hereby allows the Deputy Highway Superintendent to either have and use a town -owned cell phone at the town's expense which will only be used only for town purposes OR be reimbursed for part of the cost of their personal cell phone at the rate of $40/month, retroactively from Jan. 2023; and RESOLVED that if the Deputy Highway Superintendent elects to be reimbursed for their personal cell phone they will provide the Bookkeeper with proof of each monthly expense via invoice or bill along with the submission of the reimbursement form; and RESOLVED that the Town Clerk will provide a copy of this resolution to the Deputy Highway Superintendent. RESOLUTION #107 OF 2023: APPROVAL TO FLY THE PRIDE FLAG IN JUNE 2023 WHEREAS, the Town of Ulysses has an adopted Flag Policy that specifies the PRIDE Flag may be flown in June in recognition of our commitment to inclusivity and PRIDE month; NOW, THEREFORE, BE IT RESOLVED that the Ulysses Town Board approves the Town Supervisor to fly the PRIDE flag for the month of June 2023 at Town Hall in accordance with the Flag Policy. Moved: Ms. Olson Seconded: Ms. Weatherby Olson aye Boggs aye Bouchard aye Goldman aye Weatherby aye Vote: 5-0 Date Adopted: 5/23/23 ACCEPTANCE OF TOMPKINS COUNTY COVID RELIEF FUNDS RESOLUTION #108 OF 2023: ACCEPTANCE OF TOMPKINS COUNTY COVID RELIEF FUNDS RESOLVED that the Ulysses Town Board accepts $15,000 in Tompkins County COVID Relief Funds for 2023 Summer Camp enrollment. Moved: Ms. Olson Olson aye Boggs aye Bouchard aye Goldman aye Weatherby aye Seconded: Mr. Boggs Vote: 5-0 Date Adopted: 5/23/23 GRANT EXPLORATION FOR REAR PARKING AREA Ms. Olson noted that the rear parking lot at town hall is in need of repair. Mr. Boggs asked about getting some quotes. Ms. Olson noted that we need a design plan first to address water issues. The board agreed to Ms. Wright spending more time exploring this. 5 EXECUTIVE SESSION: Ms. Olson moved to go into Executive Session at 7:52pm for the purpose of discussing the medical, financial, credit, or employment history of a particular person or corporation, or matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal, or removal of a particular person or corporation; as well as a topic related to the proposed acquisition, sale, or lease of real property. This was seconded by Ms. Bouchard and passed unanimously. Mr. Goldman moved to end Executive Session at 8:27pm. This was seconded by Mr. Boggs and passed unanimously. LAND UPDATE Ms. Olson said that the town is continuing to work with TCR on acquiring land. She also shared some background on ag representation and the difficulty associated with getting farmers to join committees. She suggested that committee members go to farms for feedback then and bring it back to the committee. 7 ADJOURN Mr. Goldman made a motion to adjourn at 8:38pm.
