March 28, 2023
The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom
videoconference. Notice of Town Board meetings are posted on the Town's website and Clerk's board.

CALL TO ORDER:
Ms. Olson called the meeting to order at 7pm.

Motion:
Ms. Bouchard moved to approve the agenda at 7:03pm with the deletion of the Source Water
Protection Plan committee (SWPPC) item. This was seconded by Mr. Goldman and passed
unanimously.

PRESENTATIONS:
TRUMANSBURG COMMUNITY RECREATION
Mr. Edmonds shared a presentation highlighting TCR's Community Needs Assessment.
2022 FINANCIAL YEAR IN REVIEW
Ms. Wright and Taetsczh shared a presentation reviewing the 2022 financial year, with an overview of
funds, reserves and capital assets.

APPOINTMENTS TO THE COMPREHENSIVE PLAN STEERING COMMITTEE
Mr. Goldman noted that they had planned to have someone from the BZA on the committee but
couldn't find any volunteers.
RESOLUTION #83 OF 2023: APPOINTMENTS TO THE COMPREHENSIVE PLAN STEERING
COMMITTEE
RESOLVED, that the Ulysses Town Board appoints the following individuals to the
Comprehensive Plan Steering Committee through the completion of the comprehensive plan:
Morris Klein and Diane Cohen.

RESOLUTION AUTHORIZING PURCHASE OF PROPERTY ON TRUMANSBURG RD
RESOLUTION #2023-84 RESOLUTION AUTHORIZING PURCHASE OF PROPERTY ON
TRUMANSBURG RD
WHEREAS, by Resolution adopted March 14, 2023, the Town Board authorized the Town
Supervisor to enter into negotiations to acquire that parcel of land known as 0 Trumansburg
Road, Tax Map #34.-2-1.3, consisting of approximately 13.25 acres (the "Property"); and
WHEREAS, the real estate listing price of the Property is $129,000; and
WHEREAS, in the event an independent appraisal confirms the fair market value of the
Property is at or above $129,000, the Town Board desires to proceed with the purchase of the
Property;
NOW, THEREFORE, BE IT RESOLVED that purchase of the Property is hereby determined to be
an Unlisted Action pursuant to the New York State Environmental Quality Review Act (SEQRA);
and be it further
RESOVLED that the Town Board is hereby conducting an uncoordinated review of the
environmental significance of this action (as defined by SEQRA), and in accordance therewith
has reviewed and completed Parts 1 and 2 of the New York State Short Environmental
Assessment Form; and be it further
RESOLVED that the Property's purchase is hereby determined to have no significant impacts
because the Property is vacant, and the Town intends to maintain the Property as vacant until
such time as future plans for use are finalized; and be it further
RESOVLED that the Town Board of the Town of Ulysses hereby authorizes the Property's
purchase at a cost not to exceed $140,000, including the above listed purchase price and
normal and customary adjustments relating to the purchase of real estate in Tompkins
County, New York, contingent upon confirmation of the Property's fair market value by
appraisal equal to or greater than $129,000, and hereby appropriates such amount from the A
Fund for payment of the same; and be it further
RESOLVED that the Town Supervisor is hereby authorized, empowered and directed to take
any and all actions and to execute and deliver any and all documents and instruments, in the
name and on behalf of the Town, and under its Town seal or otherwise, and to do any and all
things the Town Supervisor deems necessary or advisable to carry out the intent of the
foregoing resolution; and be if further
RESOLVED that this resolution is effective immediately.

NEW BUSINESS:
AUTHORIZATION TO SECURE ACCIDENT INSURANCE FOR 2023
Ms. Olson noted that this is an updated quote with the addition of coverage for 13-18 year olds.
RESOLUTION #85 OF 2023: AUTHORIZATION TO SECURE ACCIDENT INSURANCE FOR 2023
WHEREAS, the Youth Commission advises obtaining accident insurance in order to provide
additional coverage to Recreation Program participants who potentially have health insurance
that would not cover all medical costs associated with a no-fault injury during programming;
and
WHEREAS, funds from the Youth Commission Budget will be utilized to pay for the cost of this
insurance policy; and
WHEREAS, the Board agrees to purchase the insurance coverage as outlined at the meeting;
now therefore be it
RESOLVED, that the Ulysses Town Board authorizes the Town Supervisor to sign documents to
secure accident insurance as quoted in the March 28th, 2023 document.

DISCUSSION- Board members asked who would be responsible for the deductible and
whether the insurance is necessary.
MOTION TO TABLE: Ms. Olson made a motion to table the resolution. This was seconded by
Mr. Boggs and passed unanimously.

SURPLUS OF IT EQUIPMENT
Ms. Olson noted that there is no sensitive information are on the equipment.
RESOLUTION #86 OF 2023: SURPLUS OF IT EQUIPMENT
BE IT RESOLVED that the Ulysses Town Board declares that the following IT equipment all of
which is Town property is declared surplus and can be donated by the Town Supervisor's
office for reuse or recycling:

WATER SOFTWARE ACQUISITION NOTIFICATION
Ms. Parlato shared that she has had presentations with several companies, received quotes, checked
references, and chosen a vendor called El Dorado. Per the Procurement Policy, two written quotes
and Supervisor approval, and a Supervisor notification to the Town Board are needed.

Ms. Liddle shared that SWPPC has a new rep from NYRWA is assisting the group as they update their
mission statement and prepare a community survey.
She asked the board why in the land purchase resolution was not specific in what it would be used
for. Ms. Olson responded that this was advised by the attorney.

Mr. Goldman made a motion to adjourn at 8:14 pm. This was seconded by Ms. Bouchard and passed
unanimously.
