Town of Ulysses
September 9, 2014

The hearing was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg.
PRESENT:
Supervisor- Liz Thomas
Board members- Rich Goldman, John Hertzler, Nancy Zahler, David Kerness
Clerk- Carissa Parlato
OTHERS PRESENT:

Mr. Goldman made a motion to open the public hearing at 6:36 p.m., seconded by Mr. Hertzler; passed
unanimously.
Ms. Thomas noted the purpose of the hearing:
Local Law #4 of 2014: To override the tax levy limit established in General Municipal Law §3- C.
She shared the following:
The hearing date was set by town board resolution on Tuesday, August 12, 2014.
The legal notice of the hearing was published in the Ithaca Journal on Monday, Sept. 1, 2014.
The affidavit of publication.
Ms. Thomas went on to give a rationale for the law, stating that it would give the Town of Ulysses
government the authority to set the tax levy at a level that it deems appropriate to provide for the
Health, Safety and Welfare of the community as dictated by the law. Although the board intends to
stay within the tax cap, if they should find that more funds need to be expended or put into reserves for
future needs, this law will give them the latitude to do so. In years past, health care, fire/EMS, and
retirement costs have seen double digit increases. The town has no control over these increases and
must pay them, while still providing for other essential services.
With no further comments, Ms. Zahler made a motion to close the hearing at 6:43pm, seconded by Mr.
Goldman.
