Town of Ulysses
July 10, 2014

The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg.
PRESENT:
Supervisor- Liz Thomas
Board members- Rich Goldman, John Hertzler, Nancy Zahler, David Kerness
Clerk- Carissa Parlato
Notices of Town Board meetings are posted on the website and clerk's board.
Ms. Thomas called the meeting to order at 8:06am.
Ms. Thomas noted the purpose of the meeting: to discuss EMS history and billing as well as the
agenda for the joint meeting scheduled with the village on July 15.
Mr. Hertzler provided binders of EMS information for the group and distributed them.
Ms. Zahler shared information on billing, based on her meeting with Brian Snyder.
Mr. Kerness identified what he believes to be the 3 biggest challenges of the issue:
• rising costs
• a decrease in service quality (due to the expansion of coverage in Covert as well as EMS' difficulty
assisting people with steep driveways (near the lake))
• the lack of input that the town board has in EMS decision-making
Mr. Goldman drew attention to billing, which he believes should/can move forward regardless of the
other issues.
The group shared their agenda ideas for the joint meeting with the village.
Mr. Kerness shared emergency response data that he received from the 911 center.
The group discussed the importance of a charity policy to assist those who are not able to pay.
ADJOURN:
Ms. Thomas made a motion to adjourn the meeting at 10:40am, seconded by Mr. Hertzler.
