Public Hearing 2013 Budget

Supervisor Marino called the Public Hearing to order at 6 : 30 p .m.
Ms. Marino stated that the Town Board is holding this Public Hearing to hear comments on the
proposed 2013 Preliminary Budget.
Town Clerk Marsha Georgia read the "Proof of Publication" into the record .
Hearing no comments from the public Ms. Marino moved, seconded by Ms . Thomas to close the
Public Hearing. Unanimously approved . Public Hearing was closed at 6 : 45 p . m .

Supervisor Marino called the meeting to order at 7 : 00 p.m.
Conservation and Lakeshore Zoning - Update On Public Information Meeting
Ms . Thomas outlined the procedure for the Public Information Meeting scheduled for October
24, 2012 , and set a time allowed for speakers (2 minutes) .
Mr. Garner asked if Privilege of the Floor would be allowed at tonight ' s meeting. Ms . Marino
conferred with the Town Board and the Board agreed to add it to the agenda.
Privilege of Floor
Ms. Meador said that she and Mr. Garner were discussing the time limits the Town Board had set
and felt it may be hard to express their concerns within the 2 minute time allocated. Mr. Garner
also expressed his concerned with the allotted time the public would be given to speak. The
Board assured him and Ms. Meador that everyone would get adequate time to speak.
Mr. Wertis said he spoke with three other members of the Agriculture and Farmland Protection
Plan Committee and reported their comments to the Town Board. Mr. Wertis made a suggestion
in reference to a paragraph that was requested in section 4 . 2 .4 . Mr. Wertis left a copy of the
page he was referring to .
Agriculture and Farmland Protection Plan - Review of Draft Document
The Town Board reviewed the most recent draft of the proposed Agriculture & Farmland
Protection Plan with the most recent changes highlighted in red. A copy of this document is
available in the Town Clerk' s Office . Also, a draft copy is available at www. ulysses .ny . us.
The Town Board, Deputy Supervisor Sue Poelvoorde and Environmental Planner Darby Kiley
reviewed the document, made and accepted changes, and discussed areas for further revisions .
When revisions are complete the new draft will be available online .

Ms. Marino introduced a resolution titled "Requests For Emergency Medical Services And Fire
Protection Information From The Village Of Trumansburg Needed To Evaluate Contract
Decisions For The Town Of Ulysses In 2013 " . The Board tabled the vote and set a Special Town
Board meeting following the Public Informational meeting on October 24, 2012 , at 7 : 00 p .m.
Report from Supervisor - Habitat for Humanity
Ms. Marino met with Habitat for Humanity to discuss a means for the Town of Ulysses to utilize
the monies returned to the Town under the "diminishing liens" from the Better Housing project
for a housing project within the Town . At the meeting with Habitat for Humanity they mentioned
a program called "Brush with Kindness". At a follow-up meeting Ms . Marino, Attorney
Geldenhuys and the Habitat representative discussed potential projects and the Habitat
representative responded positively to partnering with Ulysses . Ms . Marino explained the
program in more detail and the agreement that would have to be made with Habitat.
Hearing no further business Ms. Marino moved, seconded by Ms . Thomas to adjourn the
meeting. Unanimously approved ; meeting adjourned at 9 : 54 p .m .
