HomeMy WebLinkAbout2010-10-26-STB Budget Town of Ulysses Special Town Board Budget Workshop October 26, 2010 * * Audio available at www.Ulysses.ny. us Present : Supervisor Roxanne Marino ; Councilpersons Lucia Tyler, Liz Thomas, David Kerness, and Kevin Romer; Deputy Supervisor Sue Poelvoorde; Town Clerk Marsha L. Georgia and Bookkeeper Mary Brochard. Supervisor Marino opened the meeting at 7 : 00 P .M . Ms. Marino gave a short summary on the Taughannock Creek Watershed study meeting held yesterday in the Town Hall . The project is being initiated by Tompkins County Planning Department using the consultants of Milone & MacBroom. Ms . Tyler announced that Cooperative Extension will be gathering at the Town Hall on Saturday with volunteers for the project "Light Up Tompkins ". David Means has volunteered to meet them here to help with the mapping of the Town. The volunteers will be distributing energy efficient lighting and information to the area. Ms. Tyler also gave a brief review of the Ulysses survey results concerning the CarShare Program. Town of Ulysses Personnel Policy Ms. Bouchard reported that she and Janice Waller rewrote the Village of Trumansburg ' s personnel policy. The Board discussed forming a committee for the Town and Ms . Bouchard agreed to be the chair. Other interested Town employees are Justice Thomas Schlee, Ms . Tyler, possibly Mr. Meeker or Mr. Rachun. The Board came up with several residents ' names that have experience in human relations . These residents will be contacted to see if they may be interested in helping. Town of Ulysses Dog Control Law The Town Clerks in the County have been working on a new Dog Control Law . Ms. Georgia provided the Board with a copy of the draft law . The Board reviewed portions of the law, pointing out where certain corrections should be made and areas that need further research. Ms . Georgia will go back and make changes and also get answers to some questions the Board had before the next meeting scheduled for November 9, 2010, and also pass a copy on to the Village of Trumansburg. Public Hearing Preliminary Budget Ms. Marino reminded the Board that the Public Hearing on the 2011 Preliminary Budget is scheduled for November 3 , 2010 at 7 : 00 P .M. Procurement Policy Ms . Marino distributed copies of the policy that she had made correction and changes to earlier this year. The Board reviewed these changes and made additional changes. The Clerk will update the policy with the changes made tonight and provide copies before the regular meeting for further review and discussion. Executive Session Ms . Marino moved, seconded by Mr. Romer the following: BE IT RESOLVED that the Town Board of the Town of Ulysses go into executive session to discuss a possible matter of litigation.
