Present : Chairperson-Ken Zeserson, Board Members : Rod Hawkes, Rick Rainey,
Rebecca Schneider, John Wertis, Town Board Member David Kerness, Code
Enforcement Officer Alex Rachun
Excused : Stan Beames, Rod Porter
Mr. Zeserson called the meeting to order, He stated this Board would be presenting the
Conservation Zone to the Town Board on September 21st at 7 : 00 pm. He noted he had
obtained video of the project occurring on Route 89, he would include this in their
presentation. Mr. Porter and Ms . Schneider would be doing their presentation as well as
Mr. Zeserson. He stated it would be appreciated if any other members could attend, in
addition it was his belief representatives from the Lakefront Committee would be in
attendance.
Mr. Rachun stated he had presented information to the Town Board a proposal of work to
be done by the Planning Board. A resolution was passed and would be getting forwarded
to the Planning Board in a written format . There is a threefold process which includes
reviewing the Environmental Review process without going through the whole zoning
process . Mother step is going through the zoning process as they discussed at the last
meeting. He had proposed the Board review the zoning to possibly stiffen the thresholds
for SEQR. He noted they had been given the Zoning Analysis prepared from Bergmann
as well as samples of SEQR thresholds from the state, the Village of Trumansburg ' s
(VEQR) .
Mr. Wertis asked Mr. Rachun if he had reviewed the report from Bergmann . He stated he
had and it was obvious Bergmann did not understand the area of zoning under major
roads . It is stated current law states all simple subdivision must undergo review.
Mr. Zeserson also noted it was also noted 10 decibels in the maximum noise level, 7
during other hours .
Mr. Rachun stated he would contact Mr. Bergmann to correct this .
Mr. Zeserson and Mr. Wertis stated it does create the impression that Bergmann is not in
touch with what the Town ' s needs are. If they have volunteers in the community who
truly care why use consultant ' s . Mr. Smith also noted similar concern ' s at a Town Board
meeting. It was noted members should review the draft for update, concerns, error, etc .
A lengthy discussion of what this Board should work on in the fixture. The Racker Center
has a proposal which has been given to the Town Board. This will be given to the
Planning Board for Site Plan. However, that in the meantime the Board could be working
on the thresholds. It was discussed to distribute the areas for proposed revisions .
The following areas were agreed upon :
Rebecca/John will work on Stormwater,
Ken —SEQR
Rod — VEQR
Robin — will get copies of full NYS 617 Environmental law for the members .
Ms Schneider discussed the Great Lakes Compact Annex . She stated it is a consortium
joined to protect the watersheds of the Great Lakes . It is her recollection Tompkins
County is in this watershed due to its streams/lakes feeding into Lake Ontario . She

She noted this may provide regulation for hydro-fracking in the Town. The members
agreed it was a worthwhile approach to research and appreciated her expertise in the area.
The members agreed to review the assignments for the next meeting.
The meeting was adjourned at 7 : 56 pm
