Present : Chairperson- Don Smith, Board Members : Krys Cail, Rod Hawkes,
George Tselekis, John Wertis
Excused : Terry Cool, David Kerness,
Mr. Smith called the meeting to order at 7 : 00 pm.
1 . Old Business from last meeting :
Review/Approval of minutes-
Mr. Wertis MADE the MOTION, Mr. Tselekis SECONDED the MOTION to approve
the MINUTES of 04/ 14/ 10 as presented.
The vote was unanimous, Minutes Approved.
Loose ends :
Mr. Smith asked if there were any other loose ends from the last meeting.
Ms. Cail stated they were asked to review Section 1 . 3 however due to Mr. Cool not being
present suspected this group would not be discussing.
Mr. Smith stated this group would not be discussing this tonight. He stated they would
continue onto Section 1 . 5

Ms . Cail replied that would be fine. She wanted to wait until she found out what the
Conservation Zone would list for lot area and yard requirements . She did go to that
meeting, and seeing as there are two on that committee there are only two that do not
have that information. She provided maps for Mr. Hawkes to display on his computer for
the groups viewing. She also provided the Conservation Zone/Residential Zone Setbacks
for comparison.
Conservation Zone Residential Zone
Minimum Lot 5 acres 2 acres
Minimum Lot Width 300 feet 250 feet
Minimum Lot Depth 450 feet 250 feet
Minimum front setbacks 75 feet 50 feet
Minimum side setbacks 50 feet 15/25 feet
Minimum rear setbacks 50 feet 35 feet
Mr. Hawkes displayed the first map which displayed the US Census 2000 Urbanized
Area.
Ms . Cail noted the lakeshore zone is in the Ithaca Urbanized area. It would be a
subjective reference they could use for establishment of the Conservation Zone. This area
runs up Route 89 and Route 96 . She distributed the setbacks comparison.
Mr. Tselekis noted that in the Lakefront zone there are many properties that are not even
2 acres.
Mr. Smith noted Ms . Cail had spent a lot of time, he asked her to make suggestions .
Ms . Cail said they should come up with a clear picture of what development they want.
Once that is done they could establish setbacks . In her perspective there is inadequate
access to the lake in undeveloped areas . There are conditions that make it difficult e. g.
lots of cliffs . She referenced the urbanized area map . The entirety of the lakeshore zone is

Once that is done they could establish setbacks . In her perspective there is inadequate
access to the lake in undeveloped areas . There are conditions that make it difficult e. g.
lots of cliffs . She referenced the urbanized area map . The entirety of the lakeshore zone is
in the urbanized zone up to the park. Ithaca does not have an urbanized zone but this
describes density of population. The next map displayed the large parcels .
The members continued to review the maps, how these were relevant to what they were
doing and what lesson they are trying to get from the maps . Rational for the setbacks, the
conservation zone process, the number of lots that would be 2/3/4/5 acres was discussed.
A lengthy discussion ensued with Ms. Cail discussing the need for maps, her inability to
provide free services to the Town, the need to hire a professional planner and not wanting
to have happen to her what happened to Ms . Ritter at the Planning Board Public
Information Session Thursday evening. This group has never done zoning and they are
not qualified to write zoning. She would need at the very least to write the Design
Standards maps that show the following:
1 . Buffers 50 feet and 100 feet/Streams
2 . UNA ' s with slopes
3 . Color coded by acreage
She presented information from the Appalachian Trail area and the Skaneateles area. A
discussion was held regarding using portions of their zoning for this area. Skaneateles has
the most strict: in the state they have also won court cases and individuals were forced to
take their property down. This was not a viable option per Ms. Cail . She read from the
Skaneateles zone due to not having an available printer at home .
Ms . Carlisle Peck offered to have member email her the documents they would like to
share at meetings . She would be happy to print the number of copies they would require.
The group discussed the acreage size of lots in this zone, a quick review by Mr. Wertis on
data prepared by Mr. Coogan noted estimated 48 parcels greater than 2 acres and 9
parcels greater than 5 acres. Mr. Smith asked to take a straw poll of members regarding
their desire to have 1 acre, 2 acre or 5 acre lots as a minimum. Mr. Smith stated 1 acre,
Mr. Wertis stated 2 acre without a second principal dwelling, and Ms . Call stated she
could not vote. It would be difficult to make decisions without adequate numbers she
would abstain from all votes if this is how the committee is forced to work. She does not
feel this committee is studying this with sufficient professional help, they are using an
axe vs . a scalpel and this Town can afford to hire a professional .
Mr. Smith explained that this committee does not have a budget. He appreciated the
desire to have maps however he is not sure the cost is warranted at this point in time . He
requested Ms. Cail direct her question to Ms . Poelvoorde or Ms . Marino . It was noted this
is GIS information that is readily at hand, unfortunately Ulysses does not have these
programs thus is dependent on the County GIS Specialist, they do charge us for these
maps . The Planning Board has used Sharon Heller at the County to do this work. The cost
is not known but the Planning Board was charged.
Mr. Smith presented information he had gathered regarding rentals . He stated he spoke to

Judy Breslinger, from the Planning Federation who stated this is a complex area. They
cannot differentiate between renters and residents . Canandaigua has addressed this area
for a year and concluded there is limited action they can take. Options for this Board
would be to limit specific areas e.g. Noise, length of rentals (30 day minimum), unrelated
to owner.
The members discussed the rentals in Ulysses vs . Ithaca. This is an issue for the Town of
Ithaca but is it in fact an issue for Ulysses . There are some people who use the rental
income to cover the taxes so they can retain the "family home" for generations .
