Present : Supervisor Roxanne Marino ; Town Board Members David Kerness, Kevin
Romer, Elizabeth Thomas and Lucia Tyler; Recording Clerk Robin Carlisle Peck.
Others Present : Colleen Kearns and Michele Griego, Debra Reed and Debbie Teeter
Supervisor Marino called the meeting to order at 7 pm.
7 : 05 pm Floating Classroom and Cayuga Lake Watershed
Ms . Marino introduced Ms. Colleen Kearns .
Ms . Kearns gave a power point presentation on the "Floating Classroom" supported by
Cayuga Lake Watershed Intermunicipal Organization. The dues for participation in IO
are $900 annually for the Town.
7 : 15 pm Presentation on Manure Lagoon in Schuyler County near Ulysses
Ms . Marino introduced Michele Griego and Debra Reed who talked about animal waste
and how it affects our water. The location they were addressing is 200 acres on Route
227 & 228 where Williammee Road and Updike Road border (Town of Hector, Schuyler
County) . There is a proposed 300 million gallon manure lagoon; presently this farm has
over 3000 cows . Ms . Reed and Ms . Griego addressed their concerns about water, air, soil
and they also have a Native American issue . They distributed a packet of information
going into more detail .
Extension of NYS Certified Agricultural Distinct 2
Ms . Thomas moved seconded by Ms . Tyler the following :
WHEREAS , the Town Board has received the request from Richard Erali, Tax Parcel
14 . -3 - 14 . 61 for inclusion of NYS Agricultural District 2 and
WHEREAS , Richard Erali has stated per letter received April 27 , 2010 he had no intent
to harvest timber on this property.
THEREFORE BE IT RESOLVED , the Town of Ulysses Town Board endorse the
Richard Erail property for inclusion of NYS Agricultural District 2 .

Ms . Thomas moved seconded by Mr. Kerness the following:
BE IT RESOLVED that the Town Board of the Town of Ulysses approves that the edited
minutes get sent to the Town Board members electronically prior to the meeting at which
they are to be voted on for the Boards review .

The Board will prepare a formal proposal for how to handle edited minutes for review
prior to a Board meeting.
Ms . Marino moved seconded by Mr. Kerness the following:
BE IT RESOLVED that the Town Board of the Town of Ulysses approves the minutes as
edited for STB March 5 , 2010, RTB March 9, 2010, and STB March 15 . 2010, PH March
15 , 2010 and the STB March 23 , 2010.

Draft Special Events Local Law
Ms . Marino said that an email has been received from Attorney Geldenhuys with text of
the draft law for Grassroots and other special events . Ms . Marino would like the Board to
review this thoroughly so a vote can be taken at the May meeting. Also included are the
steps for the process to be taken for an adoption of a local law.
Determination of Water Price for Outside WD3 Users
Ms . Marino said that Attorney Geldenhuys will draft an agreement for the sale of water to
outside users in the Town ' s water districts . Ms. Marino has also provided to the Board a
calculation of water prices that was provided by Mr. Austic . The Board discussed some
of Ms . Geldenhuys questions and more information will be provided to her.
Town of Ithaca Proposal on Water Meter
Ms . Marino provided a summary document written by herself and was handed out at the
April 13th meeting. The Town of Ithaca has their meeting on Monday and Ms . Marino
will contact Herb Engman, Ithaca ' s Supervisor for any new information that will be
provided to our Board if needed. Ms . Marino did distribute an email that she received
from Herb tonight. The Board does have to determine possible dates for a joint meeting
with Ithaca to further discuss . The Ithaca Town Board would prefer not to have a full
Board meeting, and asked that Ulysses designate a subcommittee to meet with their
subcommittee as per their resolution on this matter. The Board also discussed Ulysses ' s
contract with Ithaca on the sale of water.
Mr. Kerness and Mr. Romer will meet with the Water Commission to get their take on
this situation before arranging a time to meet with the Town of Ithaca. The Town of
Ulysses will establish a sub-committee made up of the Supervisor, a Board member, a
Water Commission member and Mr. Austic .
Delta Engineering Proposal for Road Preservation Law and Road Use Agreement
A proposal and presentation was given to the Town Board at the April 13th meeting. Ms.
Marino has met with other Supervisors (sub-committee of TCCOG) and discussed the
Road Use Law and Preservation Law. Ms. Marino said that several municipalities are
leaning towards going with Delta Engineering; Dryden has already done so . Ms . Marino

would like to meet with Delta Engineering and discuss in more detail and clarify what the
Town would get for the cost that Delta is proposing.
Ithaca Car Share
Ms . Tyler gave an update on the Ithaca Car Share program . Ms . Tyler is going to work on
a card with a little survey on it to see if there is interest for the Carshare here in Ulysses.
Ms . Tyler read what she had written so far to the Board . Ms . Thomas said she could put
it in her newsletter. Ms . Tyler' s thought would be to attend the Farmer' s Market and
different things in the area and distribute the information and see what type of response
she can get. The Board also talked about businesses getting involved.
Ms . Marino mentioned the NYSERDA grant for the energy management and community
education that may be able to be used for part of this .
Stormwater Update
Ms . Poelvoorde will report to the Board about the upcoming reporting requirements for
Stormwater at the next meeting.
Hearing no further business Ms . Marino moved seconded by Mr. Romer to adjourn the
meeting. Unanimously approved ; meeting adjourned.
