Comprehensive Plan Update Committee
Continuation of November 13 , 2008 Meeting
November 16, 2008

Present : Sue Poelvoorde, Chair; Roxanne Marino ; John Wertis ; Rod Hawkes, Sue Ritter

Sue Poelvoorde called the continuation meeting to order at 10 : 30 A.M .
The committee worked on developing a Plan Implementation section for the document as
Chapter 5 . Roxanne suggested including some of the wording from the 1999
Comprehensive Plan, Plan Implementation strategy as an introduction.
The next major task was developing an implementation table. Rod Hawkes provided a list
of criteria that could be used to identify the first phase, second phase and third phase
implementation options . The criteria included :
a) Critical nature of the action being taken in the short term;
b) Ease of implementing;
c) Cost of implementation;
d) Nature of action — this action must be taken to take another step .
The group attempted to rank each action strategy with the criteria and decided that the list
would still be too long as a "first steps" list . The next strategy resulted in developing a list
of the actions related to the first and foremost important step that will need to be taken —
the update of the Zoning Law. This exercise resulted in identifying 15 actions strategies
that need to be progressed in years 0- 3 .
Specifics list to tasks to help update the zoning (Category 2 . 1 B) and set the direction for
the Town to grow as laid out in the FLUP ( 15 items)

As the committee went down through the action strategies , they also made the following
edits to the items .
Objective 1 . 1
Delete I.
Add Objective, change it to 1 .3 "Protect existing air resources and maintain air quality. "

Objective 1 . 2 C
Delete "as identified on the Future Land Use Plan"
Objective 1 .2 G&H combine to :
"Identify and enact measures to protect the quantity and quality of groundwater for Town
residents , including the preservation of open space, prohibiting over-withdrawal of
groundwater resources, and limiting potential negative impacts associated with septic
systems, agricultural practices, and commercial contaminants . "
1 . 2 I. (Sue ' s printout for 11 / 16) is deleted — suggest inclusion into Ag Land protection
plan
H becomes "Ensure to the extent possible that all animal agriculture operations in the
Town are managed so as to protect the health and safety of the citizens of the Town.
I becomes "Assist farmers and owners of agricultural lands in identifying resources,
technical assistance, and financial support available to reduce and mitigate the effects of
farming operations on human health and the environment. "
Include possible win -win alternatives and technologies in the Ag Land Protection plan —
can we put this wording in here ? ?
Objective 2. 6 C
New wording for 2. 6 C "Allow a limited amount of cluster and road frontage
development in the Agricultural Priority Area of the FLUP, as appropriate to conserving 1 '
valuable farmland for continued agricultural uses while also allowing farmers and
landowners to develop smaller lots . "
Rewording of 3 .3B "Creative an inventory of potential properties in designated mixed
use and commercial areas of the FLUP that are available or desirable for development or
redevelopment . Identify infrastructure needs and reach out to appropriate development
interests to encourage location in Ulysses . "
The committee decided that the full list of action strategies can be included in the updated
Comprehensive Plan as an appendix . Committee members also suggested coming up with
a list of actions that can be accomplished by the community. Several of the actions in
Policy Areas 4 and 5 will be implemented by others than the Town Board or a Town
constituted committee . Rod Hawkes volunteered to develop the full list and forward it to
committee members .
The meeting was adjoined at 2 : 15 P .M.
