BUDGET WORKSHOP
OCTOBER 15 , 2008
PRESENT : Supervisor Douglas Austic ; Council David Kerness, Elizabeth Thomas and
Lucia Tyler; absent Mr. Ferrentino, Town Clerk Marsha L. Georgia.
No others in attendance .
Supervisor Austic called the meeting to order at 7 PM.
* *Note — A copy of the original tentative 2009 budget is included in the Regular
Town Board meeting of October 14, 2008 for reference.
Supervisor Austic reviewed the revenue sharing accounts with the Board and answered
questions .
Mr. Austic reviewed the different sub-accounts he could establish in the budget that
would break down some of the CE accounts . He also stated that he could re-name some
other accounts to make them better understood. Some examples are :
A1640.4 Central Communication could be broken down with sub-accounts for
telephones, road runner, expenses for web .
A1620 . 4 Building could be broke down with sub-accounts for electric and natural gas
(heat) .
A1110.4 Justice could be broken down with sub-accounts for court supplies, travel,
education, court security and computer support.
The Board likes the idea of having these sub-account to further explain the expenditures
in the CE accounts (contractual accounts) .
Ms . Tyler moved, seconded by Ms . Thomas to adjourn to executive session on a
personnel matter.

Meeting was reconvened and the Board scheduled a meeting for Monday October 20th at
4 : 30 and cancels the meeting for Wednesday. The Clerk will advertise.
The changes made to the tentative budget :
General Fund Appropriations — A
Deputy Town Clerk PS A1410 . 11 reduced from $ 30,000 to $28 , 122 - back to 4%
Town Justice Clerk PS A1110. 12 reduced from $ 30,973 to $29,788 - back to 2008
Town Board CE A1010.4 increased from $ 3 ,300 to $ 7,300 - increased for
consultants and reduce Town Board Coordinator
Town Board Coordinator • A1111 . 1 reduce from $ 7 ,280 to 4,000
Supervisor PS A1220 . 1 increased from $ 11 ,364 to $ 15 ,000

Auditor A1320.4 nothing budgeted because it is in the reserve
account for an audit in the future. The Board chose to have
an audit in 2009 so $9000 was moved in to the budget.
Elections A1450 .4 reduced from $ 6,000 to $ 5000
Town Hall CE A1620 .4 reduced from $20,000 to $ 15 ,000 — this is not
really a reduction because Mr. Austic is going to create
A1650 .4 which will have Road Runner, telephone, web site
update ($ 5000) and support and make A1650 . 4 a total of
$ 10,000
Dog Control A3510.4 increased from $ 1 ,500 to $4,500 — due to the
increase of the SPCA ' s charge per dog taken for
impoundment from $ 100 per to dog to $300 per dog.
Historian PS A7510.4 reduced from $2,000 to $ 1 ,050 because one
historian is very part-time.
The Board discussed setting aside money for a water quality study. Mr. Austic will look
into what account to use. There is an account called Community Environment that he
may use A8540 .4. The Board decided to allocate a total of $3000.
General Fund Revenues - A
No changes were made in the revenues.
General Part , Town - B
Building Inspector CE B3620 .4 decreased from $ 7, 500 back to $ 3000 — what it
was in 2008
Building Inspector PS B3620. 1 reduced by $4, 500 and $4, 500 went back into
Deputy Zoning Officer PS B8010. 11
Comprehensive Plan CE B8023 .4 increased from $25 , 000 to $29,000 — which is
made up of $25 ,000for the Ag land Contract/Corp . Ext. ,
$4000 remains for Comprehensive Plan.
Meeting adjourned at this point and will reconvene October 20, at 4 : 30 PM .

PRESENT : Chairman George Tselekis, BZA Members Barbara Bristow, Carl Mann,
Gerald VanOrden

Chairman George Tselekis called to order the meeting of the Town of Ulysses BZA. It is
Wednesday, October 15th, 7 : 34pm . They are here to consider an application for an area
variance from James Arey for an area variance under Article VII Section 7 . 6 of the
zoning law to construct a covered porch to an existing single family residence. It was
denied by the Zoning Officer in that the proposed front yard set back is less than the 50
feet required. The property is at 1377A Taughannock Blvd. He asked if the person in
attendance . Mr. Arey introduced himself. Mr. Tselekis asked Mr. Arey to describe the
project.
Mr. Arey stated he and his wife Karen are making this application. The project includes
building a 16 x 16 foot addition onto their property on Route 89 . With the overhang it
would be 18 x 18 .
Mr. Tselekis noted the overhang, walk and steps are on the map .
Mr. Arey stated it was his understanding from Mr. Rachun they did need a variance for
the steps or walkway, however if they do he is okay with that.
Mr. Tselekis stated there are several plans, he asked for clarification which plan they are
using.
Mr. Arey stated they submitted multiple plans due to the DOT right of way being unclear.
That since then has been cleared; he presented a new survey with the DOT clearance
indicated on the map . They are within the DOT setbacks this was a 1940 ' s summer camp
that was built close to the road. They cannot build toward the lake due to the septic drain
field, the house sits close to the 15 feet yard setback, there is a stream on the other side
thus they are looking at the only alternative to build.
Mr. Tselekis noted there were no other members of the public in attendance . He asked if
any correspondence had been received .
Ms . Carlisle Peck stated no correspondence had been received related to this application
and the notifications had gone out to the neighbors .
Mr. Tselekis noted the building plan would be the least objectionable. He asked what the
code lists regarding this setback.
Mr. Coogan stated it would be the highway right of way.
Mr. Tselekis noted it was about 55 feet from the white line and 58 from the shoulder.
Mr. Arey presented the revised map they received today.
The members reviewed the map with clarification from Mr. Arey as to the highway right
of way. There is a power line that goes across the proposed project. They have consulted
with NYSEG and will be moving the line about 10 feet to allow this project. It will put
the power line in the center of their yard but there are no other options. This is an expense
they are incurring to have this project .
Mr. Maim asked for clarification regarding property lines, the DOT right of way, distance
to the house, road, etc .

Mr. Arey stated the way the map is written is confusing there is an arrow that indicates
the power lines . They will be moving the power lines and a new pole will be in the yard.
Mr. Mann clarified they are putting in a new pole/line.
Mr. Arey stated yes, they have the white lines indicating, they have received the estimate
and it is not cheap however they want the addition. They recently sold their previous
home and are ready to get this project done thus are willing to incur this expense.
Mr. Tselekis stated for what it is worth he reviewed the site and there are other adjacent
properties that have garages closer than this to the road.
Mr. Mann stated all of Route 89 has difficulty with setback requirements.
Mr. Arey stated the main piece of property is on the lake, they have walking rights to the
lake but they ,do not have lakefront. They have . 3 acres on this lot. When it was sold to us
it was . 3 , with the right of way it is listed on the map as . 45 , he would have to fight to
have this revised. They paid to have a new survey to determine the right of way to
eliminate any problems in the future.
Mr. Tselekis asked if the members had any other questions .
Ms. Bristow stated the highway right of way was a concern for her, if this has been
cleared she has no objection to this project.
Mr. Tselekis asked if there was a motion.
Ms . Bristow MADE the MOTION, Mr. Mann SECONDED the MOTION:
Whereas, there will no undesirable change to the character of the neighborhood, and
there is no detriment to nearby property confirmed by non receipt of correspondence
received for requested variance,
Whereas, the , benefits sought by the applicant cannot be achieved by a feasible
alternative method other than an area variance, and
Whereas, the variation is not substantial in comparison to the requirements, and
Whereas, the variance requested will not have an adverse impact on the physical and
environmental conditions in the neighborhood,
Be it therefore resolved that the Town of Ulysses Zoning Board of Appeals approve an
area variance for constructing an addition to a single family residence to James and
Karen Arey, 1377A Taughannock Blvd, Ithaca, NY, Town of Ulysses, Tax Parcel 28. -

The variance was approved unanimously.
Ms . Carlisle Peck stated they have several sets of minutes to approve. The members for
July 16`h, 2008 and March 19th, 2008 are in attendance thus can be reviewed for
approval .
The members ,reviewed the hard copy of the minutes .

Mr. Mann made the MOTION to APPROVE, Mr. Van Orden SECONDED the
MOTION.
The members voted unanimously to APPROVE the minutes of 07/ 16/08 and 03/ 19/08 .
Mr. Mann made the MOTION to Adjourn, Mr. Tselekis SECONDED . The meeting was
adjourned at 7 : 45 pm.
