Comprehensive Plan Committee

Approved with corrections 10/10/06
Present : Robert Brown, Richard Coogan, Heather Filiberto, David Kerness,
Sue Poelvoorde, Sue Ritter, Darien Simon, Elizabeth Thomas, David Tyler, John Wertis
Absent : Jennifer Wapinski-Moordian, Debbie Watkins , Mr. Weatherby
Ms . Poelvoorde called the meeting to order at 7 : 25pm . She presented the minutes from
the September 26 meeting with corrections . The corrections she is submitting do not alter
the context, the revisions are grammatical, typographical edits . She asked if there was a
motion to approve the minutes .
Mr. Tyler made the MOTION, seconded by Ms. Thomas to APPROVE the minutes with
the submitted corrections .
The vote was taken as follows :
AYES : Ms . Filiberto, Mr. Kerness , Ms . Poelvoorde, Ms . Ritter, Mr. Wertis
NAYS : N/A
ABSTAINED : Mr. Brown, Ms . Simon, Mr. Tyler
ABSENT : Mr. Weatherby
The Minutes of September 26 , 2006 were approved with corrections .
Ms . Poelvoorde stated since the last meeting the sub-committee got together to come up
with a survey summarizing the survey Mr. Kerness had done . This was emailed and
mailed to the members on September 15th . She asked if one of the members would
summarize the meeting and their thought process in drafting the survey.
Ms . Filiberto stated it was a very amicable meeting held at the Town Hall, Mr. Kerness
brought a good draft to work on. They talked out and flushed out items, Mr. Kerness did
a good job of capturing the data and Ms . Carlisle Peck typed the document. They
included some items they thought should be considered in further review of the survey on
the first page .
Ms. Poelvoorde complimented the sub -committee and stated they would start discussion
on the survey. She stated she would like to go section by section.
Ms . Thomas asked if they could go with general comments first.
Mr. Tyler stated the important, very important and so forth worked sufficiently for some
areas but not others, i . e . truck traffic on Route 89 . He would like to make sure the
questions are asked so they get a response that elicits an accurate answer .
Ms. Thomas stated her general question is the questions are prefaced with how important
these questions are to you-if she is thinking of a plan that is important to the community.
She thinks that is a really key difference in a shorter survey when addressing the different
sections .
Ms . Simon stated there is a way to cover both aspects by adding the phrase please rate the
following to you as you see the Town of Ulysses .
Ms . Thomas stated that would clarify is it just to me, i . e . I do not live on Route 96-what
do I care about truck traffic on Route 96 , but do I care because I live in Ulysses . If they
are in agreement they are want this document to be for the good of Ulysses .
Mr. Kerness stated they went through that discussion, but he believes they are asking the
individual to answer the questions for themselves, collectively the answers should be the
summary of the community.

Ms . Ritter stated the way the questions are asked covered the topics, but the way the
questions are asked did not get to what people value about the Town nor what they want
to stay the same and what they want to change .
Ms . Simon and Ms . Thomas stated they had the same issue in reviewing the survey.
Mr. Tyler stated if they ask a question you are going to answer it from a subjective point
of view, if you ask to view it from a community perspective individuals tend to be
subjective .
Ms . Thomas replied people will do that, if they can word it implying for the future-for the
big picture, etc . it might help clarify.
Ms . Simon stated what the questions are asking is what is important vs . what needs to
change. That might not be the same, i . e . being important might be being close to work,
but does that need to change, they cannot tell if I tell you it is important. They cannot tell
by the way these questions are being asked. There might have to be additional questions
asked-such as follow-up at the end. Instead of comments add based on your answers what
do you see needing the most improvement. List 2 or 3 items that need improvement and
explain what improvement you would favor. The only item she did not see is over the last
5 years has the change in the Town been good or not good, are we going in the right
direction.
Mr. Kerness asked if they would not get this information from the demographics at some
point.
Ms . Simon replied no, snot necessarily. Even if people have lived here a long time, there
are those who simply cannot afford to move . Some people are very happy, some people
are moderately happy, some people are unhappy and would like change, but some people
are so unhappy and would like to leave but not all of them can. The demographics do not
indicate this information. There are people who cannot afford for whatever reason, they
have children in school and cannot leave.
Mr. Kerness stated if the closer to work question is such an issue, maybe it should be
removed .
Mr. Brown stated he worked at Kolar Machine shop, he had it down to a science having
one cup of coffee down, one for the road and be there on time. Thus, being closer to work
was relevant to him.
Mr. Kerness asked for clarification regarding the wording how important the aspects are
to the individual for the community.
The discussion continued to revise the particular sections of the survey. Ms . Thomas used
the laptop to mark up the edits as they were made by the members . A lengthy discussion
followed revising the Introduction, Section 1 , Section 2 A, 2B and 2 C . The decision to
add contact information for focus groups . A five point system for response was reported
by Ms . Simon to be more accurate in reporting thus responses were revised to this
system.

The Town is currently updating its comprehensive plan for the future of our town. The plan is
intended to act as a road map for guiding future growth and development, implementing planning
and zoning changes, identifying important natural resources and unique features in the Town that
should be preserved.

Ms . Simon pointed out that this is a preliminary survey they do not have to get all the
answers off from this survey. If an area comes up they can send out an additional survey
or use their focus groups to obtain more data.
Ms . Poelvoorde asked the members if they would be willing to meet in two weeks vs .
4 weeks to finish the revisions . The members agreed this would be a good idea to
continue moving forward. The next meeting will be held October 10th, 2006 at 7 : 00 pm in
the Ulysses Town Hall .
Ms . Filiberto stated she had been asked to develop a timeline for the Comprehensive
Plan, she had drafted this and distributed copies .
Ms . Poelvoorde noted that Ms. Marino had asked them to prepare a budget amount for
the 2007 Town Budget . A discussion led to the suggestion of requesting $ 30,000. 00
which will include the budget for 2006 if funds are not used?
The meeting was adjourned at 9 : 23pm .
