FINAL Meeting Minutes
November 2, 2021

Call to Order: 7:00 PM
Present: Chair Linda Liddle, Rebecca Schneider, Rodney Bent, Mo Klein, John Wertis

Business:
Site Plan Review: SHH Properties, LLC, proposes to add camping sites to Spruce Row Campground
located at 2271 Kraft Rd, Town of Ulysses, Tax Parcel ID 26.0-01-05.002. The property is located in
Development District No. 1. The project proposed to add 60 campsites with water, sanitary sewer, and
electric service made available.
Ms. Liddle began the meeting by reading the resolution for the negative SEQR determination into the
minutes.

Spruce Row Campground, 2271 Kraft Road, Tax Parcel Number 26.-1-5.2

WHEREAS: SSH Properties Inc, Owner of Spruce Row Campground, located at 2271 Kraft Road, tax
parcel # 26.-1-5.2, has applied for Site Plan Approval for the expansion of 60 new campsites; and
WHEREAS: Spruce Row Campsites is within Development District #1 in the Town of Ulysses and is permit
by Development District #1 to include up to 425 campsites; and
WHEREAS: Site Plan Review for the proposed expansion is required per § 212-118A.(1)(a)[1] of the
Town of Ulysses Zoning Code and is being conducted by the procedures of § 212-19 Site Plan, of the
same zoning code; and
WHEREAS: The proposed camp sites are approximately 1500sq ft. each in size on .34 acres of an
approximately 80 acre parcel in DD1 zone; and
WHEREAS: The proposed Action is subject to 6 CRR-NY Part 617, State Environmental Quality Review,
has been determined to be an Unlisted Action; and
WHEREAS: The Town of Ulysses Planning Board will act as Lead Agency in an uncoordinated
environmental review with respect to the project; and
WHEREAS: That after careful consideration of the Full Environmental Assessment Form and evaluation
of the possible impacts submitted by staff, the Town of Ulysses Planning Board hereby determines that:
• There will be minor seasonal increase in traffic and increase in seasonal residential density,
which are not likely to have a significant environmental impact to the community.
• A new well will be drilled to service the new campsites and impact is mitigated by seasonal
usage.
• The new campsites will be built greater than 100ft from Federal regulated wetlands and
wetlands identified on map adopted by Tompkins County. No significant adverse environmental
impacts to surface waters are expected.
NOW THEREFORE BE IT RESOLVED:
That after careful consideration of the Full Environmental Assessment Form and evaluation of the
possible impacts submitted by staff, the Town of Ulysses Planning Board hereby determines that the
proposed 60 campsite expansion of Spruce Row Campsite in Development District 1 will not have a
significant adverse impact on the environment or the Town of Ulysses and issues negative
determination of environmental significance for the reasons set forth in the Environmental Assessment
Form Parts 2 and 3 referenced above, in accordance with the New York State Environmental Quality
Review Act for the above referenced action as proposed, and therefore, an Environmental Impact
Statement will not be required.
Motion passed unanimously.

Resolution For Site Plan Approval
2271 Kraft Road, Tax Parcel Number 26.-1-5.2

WHEREAS: SSH Properties Inc, Owner of Spruce Row Campground, located at 2271 Kraft Road, tax
parcel # 26.-1-5.2, has applied for Site Plan Approval for the expansion of 60 new campsites; and
WHEREAS: Spruce Row Campsites is within Development District Number One (DD1) in the Town of
Ulysses and is permitted by that District to include up to 425 campsites; and
WHEREAS: Site Plan Review for the proposed expansion is required per § 212-118A.(1)(a)[1] of the Town
of Ulysses Zoning Code and is being conducted by the procedures of § 212-19 Site Plan, of the same
zoning code; and
WHEREAS: The proposed camp sites are approximately 1500sq ft. which will include .34 acres of
disturbed land on an approximately 80 acre parcel in DD1 zone; and
WHEREAS: The Town of Ulysses Planning Board made a Negative Declaration of Significance per 6 CRR-
NY Part 617, State Environmental Quality Review; and
WHEREAS: The Project was submitted to Tompkins County Planning for Review under GML 239 l,m,n for
which a response was received in a letter dated November 1, 2021 stating: “We have no
recommendations or comments on this proposal.”;
WHEREAS: The Town of Ulysses Planning Board has reviewed and accepted as adequate, application
materials including:
• Site Plan Application, Narrative, and Environmental Assessment Form dated 7/29/2021
• Site Plan Drawings – “Spruce Row Campground Expansion” created by the DDS Companies and
dated 3/30/21, to include: Cover Page, C1-Existing Conditions Plan, C2 – Site Plan, C3 Utility Plan
(revised 10/18/21) and C4 – Construction Details.
Therefore it is Hereby Resolved:
That the Planning Board of the Town of Ulysses hereby grants Site Plan Approval for the proposed 60
campsite expansion of Spruce Row Campground located at 2271 Kraft Road, tax parcel # 26.-1-5.2 as
shown on the application materials.
Minutes Review: Minutes for the October 5th and 19th meetings were approved with minor changes.
Motion passed unanimously.
