Planning Board Meeting (via Zoom)
FINAL Meeting Minutes
September 7, 2021
Approved: October 5, 2021
Call to Order: 7:00 p.m.
Present: Chair Linda Liddle, Rodney Bent, Rebecca Schneider, Pete Angie, Town Board Representative
Rich Goldman and Interim Town Planner Greg Hutnik.
Members of the Public Present: Scott Sherwood and Bob Winans.
Privilege of the floor: None.
Minutes Review: (August 16th): Minutes for the August 16th meeting were approved.
Business
Sketch Plan Conference: SHH Properties, LLC, proposes to add camping sites to Spruce Row
Campground located at 2271 Kraft Rd, Town of Ulysses, Tax Parcel # 26.0-01-05.002. The property is
located in Development District One.
Project engineer Bob Winans gave details for an installation of 60 new campsites at the Spruce Row
Campground. Board members asked about wetland protection and traffic. Some residents who live near
Spruce Row spoke about noise and traffic concerns.
Mr. Winans said the plan for the new sites complies with standards set in Development District One,
where Spruce Row is located. He added that the plan meets County Health and Sewer requirements and
includes a leach field to be installed. In response to questions he noted that the leach field will be down-
slope from the wetland.
Ms. Schneider said she was concerned that the new sites would be too close to the edges of Willow
Creek. Ulysses zoning requires a buffer zone of 25 feet from all the edges of ephemeral creeks and 50
feet from all. She added that installing campsites would increase noise, electricity, pipes – all too close
to a wetland. Mr. Sherwood pointed out that the wetland is within the Development District. Ms.
Schneider then asked for, and Mr. Winans promised, a wetland survey of the area before any
subdivision is approved.
Mr. Angie echoed Ms. Schneider’s concerns about the buffer zone; both stated they would like to see
other locations for the new campsites, as well as more information on how the sites would increase
traffic and waste.
Mr. Bent asked questions the possible increase in traffic in and out of the campground and noise levels
of the campground’s entertainment (Spruce Row does host concerts and other events throughout the
summer). He added he has heard good things about Spruce Row.
Following the Board discussion, several residents living near Spruce Row spoke to the proposal. Their
issues included increase in traffic – one resident noted that the “out-of-staters” don’t bother to move
over for pedestrians on Dubois Road, water shortage – wells in the area have run dry, and noise from
concerts and other activities at the camp site.
More information will be presented at the next Board meeting, October 5th.
Minor Subdivision: Brian Ford proposes to subdivide the property located at 7331 Willow Creek Rd.,
Town of Ulysses, Tax Parcel # 14.-4-6.2, into two lots. The property is located in the A/R Zone District.

Resolution # 8 (2021) for approval of Minor Subdivision located at 7331 Willow Creek Rd, Tax Parcel
Number 14.-4-6.2
WHEREAS:
A. The proposed action is in consideration of a Minor Subdivision located at 7331 Willow Creek Rd,
Tax Parcel Number 14.-4-6.2, for the creation of two lots. The proposed project is located on a 19.08-
acre parcel in the A/R Zone; and
B. The existing lot will be subdivided into two lots. Parcel “A” will be 2.48 acres. Parcel “B”
will be 16.60 acres.
C. The Planning Board, acting as lead agency for the project, has issued a Negative Declaration
of Significance, pursuant to the New York State Environmental Quality Review Act
(“SEQRA”), 6 NYCRR Part 617; and
NOW THEREFORE BE IT RESOLVED:
1.The Town of Ulysses Planning Board approves the Minor Subdivision located at 7331 Willow Creek
Rd, Tax Parcel Number 14.-4-6.2, for the creation of two lots as described above and submitted on the
Final Subdivision Map.
Motion passed unanimously.
