Board Members Present :
Richard Coogan (Chair), George, John Wertis , Rose Hilbert, Lorren Hammond,
and Rodney Porter; (excused absence David Tyler)
Also present : Mr. Addicott, Turf Manager, Trumansburg Golf Course
Meeting called to order: 7 : 38 PM .
Mr. Coogan informed the Board that he would be taking the minutes of meeting since a
secretary had not been found for the meeting.
First Order of Business, Site Plan Review for Trumansburg Golf Course
Mr. Coogan opened the discussion by saying that the proposed plan for the Trumansburg
Golf Course was a legal and conforming use for the parcel and met all set back
requirements as set forth in the current zoning ordinance and that the SPR with the larger
building had been approved April 2003 but failed to obtain the required ZBA variance.
MR. Coogan stated that since a year has elapsed since preliminary SPR approval was
granted that the project would need to have a Public Hearing as required by the Town
Ordinance. Mr. Coogan then asked Mr. Addicott to introduce the revised plan. Mr.
Addicott informed the board that the site plan was similar to the one-presented last year
except that the length of the building was shortened from 90 feet to 63 feet and that the
building was situated so that it now confirmed to all set back requirements . Mr. Coogan
asked if the fence to screen the parking area from the Maguire property would be
included as requested Mr. Addicott said that the fence would be included as part of the
plan and would be shown on a revised plan for the Public Hearing.
Ms . Hilbert asked about the planting shown on the sketch plan . Mr. Addicott stated that
the trees are 6 to 9 feet tall and have already been planted on the berm between the TGC
and The Keith ' s property.
Mr. Porter asked if additional grading would be done . Mr. Addicott said that additional
grading was required in order to meet the set back requirements . Ms. Hilbert asks if the
area between the building and the berm would be paved with crushed stone. Mr.
Addicott said that it would be paved with standard crusher run stone.
Mr. Porter and Ms. Hilbert asked about the outside lighting noting that there was a
contradiction between two sheets of the Plan. Mr. Addicott said that TGC would be
using 90-watt lights on motion detectors and that he would have the drawings corrected
for a public Hearing.
Ms . Hilbert asked about the storage and mixing of herbicides and pesticides . Mr.
Addicott said that he was a certified by the DEC to apply such turf management
chemicals and that he complies with DEC regulations . The chemicals may be stored and
mixed at new maintenance building depending on need . The chemicals do not emit odors
and all applications are marked.
Ms. Hilbert asked for clarification on the question of alternative locations for the
maintenance building.
Mr. Coogan brought out the Town Planning Board Minute Book and asked Ms. Hilbert to
read the section where she stated her reasons for voting "aye" at the earlier site plan
review. Ms . Hilbert noted what she believed to be inconsistencies in information
supplied relative to alternative sittings . The Chair stated that the designated location was
"legal and conforming" and that further discussions of alternative locations were not
relevant.

Mr. Coogan asked the Board if there were any more questions for Mr. Addicott. No
further questions were asked and Mr. Coogan asked for a motion to move the project to a
Public Hearing.
Mr. Kennedy moved to set a public hearing for the Trumansburg Golf Club Maintenance
Building with the following agreed to changes, correct the lighting to show all low
wattage lights, remove the 120 Watt flood on the corner, and show a fence running the
length of the parking area that will effectively screen headlights from the neighboring
property. Motion seconded by Mr. Hammond.
With no further discussion, the Chair called for a vote :
