TOWN OF ULYSSES
SPECIAL TOWN BOARD MEETING
JUNE 30, 2003
PRESENT : Supervisor Doug Austic ; Councilpeople Sue Poelvoorde, Carolyn
Duddleston, Lee Scott and Robert Weatherby; Code Enforcement Officer Alex Rachun
and Marsha L. Georgia, Ulysses Town Clerk .
Supervisor Austic opened the meeting at 5 : 30 PM to review the Draft Zoning Ordinance .
Article XVIII — Design Standards
18. 1 Purpose
No changes .
18.2 . 1 Yards
No changes .
18.2 .2 Noise
Alex will check the standard levels .
18.2 .3 Odors
Delete - as provided for in Article V, Section 5 . 2
Sections previously reviewed — 18 .3 — 18.4 — 18 . 5 & 18. 6
* * Note - Ms . Poelvoorde stated we need to include parking and lighting sections to the
Multiple Residence and Manufactured Homes Standards .
18. 7 Standards for Adult Entertainment Businesses
Add - A2 & CR to the 3rd paragraph .
18. 8 Standards for Campgrounds
3rd paragraph change or to and between registration / parking.
6th paragraph delete 50 replace with 100 \\ delete centerline and replace with stream edge
7th paragraph — should be Trumansburg Fire Department Chief
10th paragraph — remove within five years \\ delete deciduous- replace 6 ' conifer \\ delete
and shall be at least 2 . 5 inches in diameter at breast height at time of planting.
12th paragraph delete entirely
13th paragraph delete recreational vehicles — RV's
15th paragraph put — between rodent proof and add for before every

18. 9 Extractive Industry Standards
Ms . Poelvoorde suggested that the Town could have a section that deals with cubic yards
that are below the State regulations if you want to control smaller extractive activities .
Create another section — investigate extractive standards and come up with something
less — a threshold below the State levels to a certain level - from 100 up to 1000 for
example, would be regulated by the Town — for the issue of looking at the traffic , roads,
the hours of operation because that could be very disruptive — if we could come up with a
reasonable threshold . This is just a suggestion instead of just deleting this section.

18. 10 Gas Drilling Operations Standards — deleted
18. 11 Outdoor Lighting Standards
Mr. Austic has asked George Frantz for the standards for lighting.
Ms . Poelvoorde stated that any reference to non-residential and non-agricultural should
be removed — why just commercial — graphics could be used here . Needs more
investigation and definitions .
18. 12 Roadside Stands
Delete everything in 1st paragraph after 240 square feet area.
Add — Waste generated by the roadside stand operation shall remove daily.
18. 13 Elder Cottage Housing Standards
Delete Special before Permit in 2nd paragraph.

18. 14 Vegetative Buffer
Ms . Poelvoorde stated that the first sentence should read as follows :
Wherever a vegetated buffer area is required by this ordinance said buffer area shall be
planted and maintained with vegetation that results in a visual barrier that is at least six
(6) feet in height from ground level .
Delete everything else in that first paragraph.
2nd paragraph put a period after trees and remove vegetation allowed to grow and
propagate in a naturalistic manner or a combination of both.
Delete last paragraph .
Ms . Poelvoorde stated that there are two different buffer areas that we have talked about,
like the buffering between streams — building and stream — but we are not saying always
something has to be planted there . We have different buffers for like manufactured home
parks . We may have to define what those buffers have to be. We do not want people to
be confused with the vegative buffers as opposed to wanting to buffer a stream and those
kinds of things .

Last sentence delete no before closer and insert required before front yard.
Standards to be added ;
18. 19 Animals in Residential (taken from current Zoning per Alex)
Harboring horses , ponies, cows or other farm animals including poultry is permitted in
Residential Districts only if
1 . The land on which they are kept shall be at least one half ( 1 /2) acre in size for
each farm animal, pony, horse or bird unit of fifty (50) birds or hutch of fifty (50) rabbits .
The above designated land area shall be in addition to the minimum lot size.
2 . The building or enclosure in which they are sheltered is keep in good repair
and is situated no nearer than two hundred (200) feet from any residence .
3 . The building or enclosure is cleaned frequently of waste materials and manure
is disposed of in a manner, which eliminates pollution problems such as odors, dust, and
water run-off.
4 . When birds are allowed open range they shall be confined by a bird tight
fence.
5 . No building or enclosure shall be permitted in a required front yard .
18.20 Kennel
18.21 Other towers (not telecommunications), wind towers, or tall structures (other
than buildings)

Change 500 square feet to 750 square feet .

The distance of thirty feet may be increased. This would be a good place for. graphics .
20. 12 Discontinuance of Junk Yards, Billboards, Open Storage, Automobile Sales

Delete Billboards from title and in second paragraph.
1st paragraph change automobile to motor vehicle
They Board feels that it may be time to meet with the Planning Board . Ms . Poelvoorde
stated we need to give them some time they probably will have to meet again.
The board did agree that it would be a good idea to have Sharon Anderson there to
mediate the meeting to keep things running smoothly.
