PUBLIC HEARING
JANUARY 30TH , 2003
PRESENT : Supervisor Douglas Austic , Town Board Members Sue Poelvoorde, Robert
Weatherby and Carolyn Duddleston , Town Clerk Marsha Georgia. Town Councilman
Lee Scott absent.
Others Present : Stanley Koskinen and Roger Koskinen .
Proof of Notice having been furnished, Supervisor Austic called the Public Hearing on
the amendment to the Planned Unit Development # 10 , Koskinen Auto Repair, located at
6237 Podunk Road, Trumansburg, NY (Parcel # 22 - 5 -4) , to order at 7 : 10 PM . Residents
within the area were notified of the hearing by mail .
The amendment is for a proposed addition measuring 30 ' x48 on the existing building .
Supervisor Austic read into record a letter received from Charles Wolff residing directly
across the road from the Auto/Body Shop , in favor of the addition .
The Planning Board of the Town of Ulysses reviewed said amendment at a regular
Planning Board meeting held January 8th, 2003 , and have recommended to the Town
Board by resolution that they unanimously recommend the approval of the construction
of a 30 ' x48 storage building. The Planning Board also requests, however if Mr.
Koskinen plans on continuing to have outdoor storage of vehicles on the premises in the
future he return to the Planning Board with an application for site plan review within
three months of the adoption of the new zoning ordinance .
All persons desiring to be heard, having been heard , Ms . Poelvoorde moved, seconded by
Mrs . Duddleston to close the Public Hearing .

Adopted.
Ms . Poelvoorde moved, seconded by Mr. Weatherby to open a Special Town Board
meeting . Unanimously approved .
Supervisor Austic entertained a motion , seconded by Mrs . Duddleston the following :
WHEREAS , an application to amend Development District # 10 relative to Tax
Parcel #22- 5 -4 of Stanley Koskinen to build a storage building 30 ' x48 ' at the
Auto/Body Shop and,
WHEREAS , the Town of Ulysses Planning Board reviewed and recommended
approval and ,
WHEREAS , a public hearing on the amendment to the Zoning Ordinance of the
Town of Ulysses requested by such application was held, upon more than 15 days
published notice, on the 30th day of January, 2003 .
NOW, THEREFORE , BE IT ENACTED by the Town Board of the Town of
Ulysses, as follows :
Approve the amendment for modification of the Koskinen Planned Unit
Development with the 30 ' x48 ' addition contingent upon the site plan review of
the proposed outside storage of vehicles at the time the new Zoning Ordinance is
adopted .

Ms . Poelvoorde pointed out that at this time this PUD is out of conformance because it
states that there should be no outside storage, she feels Mr. Koskinen could come back
and deal with that later.
Mr. Austic stated that the new Zoning Ordinance may state that this business be
commercial even than it would still require to have a plan on how to address the outside
storage of vehicles .
Before adjourning Mrs . Duddleston advised the Board of a situation on VanDorns
Corners Road . Apparently NYSEG went through and/or hired someone to go through
and trim back trees . They left all the branches along the road . Mrs . Duddleston was
advised that evening that they would be back to clean the branches up . After this did not
happen she contacted NYSEG and was told that they were nov: cleaning it up but that the
Town ' s Highway Department would be doing that . She informed them that the Town
was not only not going to get the Highway Department involved in this but also that the
Town did not have this in their budget for such cleanup . She was told that NYSEG has a
policy that during emergencies they do not clean up branches that they cut . She asked to
see this policy and got nowhere . Mrs . Duddleston called the Public Service Commission
to file a complaint . Following that, someone higher up at NYSEG contacted her. They
still could not tell her much of anything but was told someone would be getting back to
her. She was contacted today and was told the same thing that they do not have to clean
up in an emergency situation, if they come through and cut branches they are only doing
it for public relations . Mrs . Duddleston stated that they are calling this an emergency .
situation, but VanDorns Road was never out of power, the branches were not down on
the lines . She called and talked with Mr. Meeker our Highway Superintendent and he
feels that there is no way he should be responsible to clean-up after them . He is going to
contact the gentleman that Mrs . Duddleston talked to and see if this can be resolved .
Mrs . Duddleston also stated it is her understanding that other Towns and even the State
are having this same problem .
Hearing no further business Ms . Poelvoorde moved, seconded by Mr. Weatherby to
adjourn the meeting . Hearing no objection the meeting was adjourned at 7 : 30 PM .
