Ulysses Town Board and Planning Board
Zoning Work Session , July 12 , 2000
Present : Sue Poelvoorde, Rick Geiger . Lorren Hammond , Rose Hilbert , Paula Horrigan,
George Kennedy , Dave Tyler, zoning officer Alex Rachun . and George Franz.
Absent : Doug Austic , Carolyn Duddleston , Andy Hillman , Bobby Weatherby , and Budd
Stover.

The meeting began at 7 : 35 p . m . Sue Poelvoorde reviewed a list of proposed
meeting conduct rules to help the group stay on track and be reviewed at each meeting .
Rose made a motion to accept the rules , seconded by Dave with the suggestion to keep
the list open for amendment , and passed . Sue also introduced George Franz, a former
planner for the town of Ithaca and currently self-employed . Sue had asked George about
the possibility of helping Ulysses with the new ordinance and George was at the meeting
for observation .
The group reviewed for George the history of the process in developing the new
ordinance. Alex passed out complete copies of the current ordinance including all the
amendments to date . Rick passed out a review of the subcommittee meeting that worked
on the update to the current ordinance discussed at the previous meeting and the
suggested changes to the text. The group reviewed the suggested changes and decided to
add to the accessory building description a maximum of 2000 square feet area and 30 feet
height . The group also increased the setback to 150 led . It was also decided that a
paragraph would need to be added under Article V . Section 1 pertaining to ` property
purchased on or after . . . ' with the new lot size requirements .
The group discussed the 3 acre lot size previously agreed upon and whether that
I was likely to pass the town board . Sue reported that according to a discussion Carolyn
had with the health department there was no movement toward a 3 acre minimum lot for
septic . Rick pointed out that 1 acre lots would still he allowed through the subdivision
regulations . There was a discussion of possible trade - offs to enable subdivision to be less
costly, such as the town assisting with road development . The group agreed to begin
collecting supporting evidence and statements of fact to support the changes suggested
before approaching the town board at their meeting in August .
The group asked George for his impressions . Two things George said he noticed
were that there was no mention of agriculture in the ordinance , and no discussion of
channeling development into desired areas , such as Jacksonville . The group discussed
George ' s observations .
Rick, Paula, Sue and Alex agreed to meet prior to the next meeting to work on the
statements of fact . The next meeting was set for July 27 at 7 : 30 p . m . The meeting ended
at 9 : 40 p . m .
