Ulysses Town Board and Planning Board
Zoning Work Session , May 25 , 2000
Present : Doug Austic , Carolyn Duddleston , Sue Poelvoorde , Rick Geiger, Paula
Horrigan, George Kennedy , Dave Tyler. and Budd Stover and circuit rider Karen Flores .
Absent : Andy Hillman , Bobby Weatherby, Lorren Hammond , Rose Hilbert.

The meeting began at 7 : 30 p . m . George , Paula . and Sue shared maps from the
county showing property sizes , and unique natural areas and reviewed for the group the
maps they had developed in designating different residential zones . George explained that
the group considered water problems . soil , lot sizes , and scenic roadways among others in
designating zones . The most recent residential zones being pursued by the mapping group
are : 1 ) 1 acre lots along the lake , in the village , and Jacksonville; 2)a scenic lake corridor
development zone between route 89 and Dubois Road with possible 2 acre lots ; 3 ) along
route 96 between developed zones would be 20 acre lots or possibility of denser
development with 60% in open space : 4 ) other portions of the town ( southwest corner of
town and between Dubois Road and Jacksonville) would be lower development at 50
acre lots or possibility of the cluster overlay .
There was a discussion of the commercial zones and relationship to residential lot
sizes and the hope for a "green belt' . around developed areas . Doug and Carolyn reported
that they have begun to define the boundaries of the commercial zones and will have it on
a map by next time . Karen suggested using transfer of development rights to entice
commercial enterprises to more preferable locations and to make the commercial zones
bigger than existing businesses to allow more businesses to locate .
Sue explained that this map and ordinance would not be the end but would start a
pattern that could be revised in 10 or 15 years to open new spots to development . There
was a discussion about possibly creating more density around the Krums Corners
intersection as it was already fairly populated . There was a suggestion that Washington
Heights mobile home park might consider expanding . It was also suggested that the 1
acre zone around Jacksonville could be smaller.
George explained that the next task for the mapping group was to set the criteria
for the different residential zones . The next mapping meeting was set for Monday , June 5
at 7 : 30 p . m . in the town hall . The tasks to be worked on at that meeting would be to 1 )
reduce the size of the Jacksonville zone : 2) encourage denser housing near Krums
Corners ; 3 ) refine the 2 acre zone and descriptions ; 4 ) refine the cluster 50 acre areas and
descriptions . The next regular zoning work session meeting was set for June 14 at 7 : 30
p . m . The meeting ended at 9 : 15 p . m .
