Ulysses Town Board and Planning Board
Zoning Work. Session , April 27 , 2000
Present : Doug Austic, Carolyn Duddleston , Sue Poelvoorde, Rick Geiger, Rose Hilbert,
Paula Horrigan, George Kennedy , Dave Tyler, zoning officer Alex Rachun, county
planner Karen Flores . Absent : Andy Hillman , Bobby Weatherby , Lorren Hammond, and
Budd Stover.

The meeting began at 7 : 45 p . m . The group reviewed the latest draft of the
definitions section , sections 200 , and 201 of the ordinance . Minor editing changes were
made . The board briefly discussed accessory apartments and multiple family housing .
There was a lengthy discussion of the distinctions between nurseries, commercial
greenhouses, and garden centers . The Board discussed limiting a nursery to 5 acres and
exploring it further when the table was reviewed . The Board also discussed the
definitions of retail and service businesses . Karen said she would take a look at the
building code definitions and see if they would work .
Doug reported that Bruce is working on the moratorium temporarily limiting
mobile home construction to existing parks . Karen expressed concern for the reaction of
residents against such a moratorium . Karen suggested the Board begin work on section
202 at the next meeting and review the table of uses . Karen announced the dates of
planning workshops for new board members and those interested in purchase of
development rights .
Paula, Sue , and George shared the results of their work session on defining
residential lot sizes . They made a preliminary map showing lacre lots near the village
and Jacksonville , 5 acre lots along Route 96 and 10 acre lots in other areas . They
explained the next step would be to incorporate the commercial zones . Their next
1 mapping session was set for 4/28 .
The next meeting was set for 5 / 10 at 7 : 30 p . m . The meeting ended at 9 : 50 p . m .
