Ulysses Town Board and Planning Board
Zoning Work Session , April 12 , 2000
Present : Doug Austic , Carolyn Duddleston , Sue Poelvoorde , Bobby Weatherby , Lorren
Hammond, Rose Hilbert, Paula Horrigan , George Kennedy , Budd Stover, Dave Tyler,
zoning officer Alex Rachun, attorney for town Bruce Wilson, and county circuit rider
Karen Flores . Absent : Andy Hillman and Rick Geiger .

The meeting began at 7 : 45 p . m . Karen suggested the group complete review of
the text of the ordinance first and then return to mapping . She also suggested identifying
a separate agricultural zone and having public workshops during the mapping process to
get public input and support .
Dave asked for more information about the moratorium suggested at the March 8
meeting and why it wasn ' t being pursued . Bruce Wilson explained his concerns about
exclusionary zoning and that it should be consistent with the comprehensive plan. Bruce
also reminded the group that a moratorium could only be short-term so the board would
need to be confident they could have the details worked out during that time .
The group spent the remainder to the meeting discussing possible ways to protect
areas until the new ordinance was in place . Several ideas were suggested including
identifying the 1 acre and 5 acre zones , identifying scenic corridors (Perry City Rd,
Halseyville Rd , Route 96 , Route 89 ) with larger frontages and setbacks . The group
agreed to pursue a moratorium on mobile home/manufactured housing construction
except in established mobile home parks for 6 months . Bruce said he would prepare the
moratorium for the town board but the process would be 45 to 60 days to be enacted.
Sue and Paula agreed to set up a mapping session on April 22 at 10 a. m . in the
town hall to begin identifying the l acre lot zones near the village and Jacksonville . Paula
announced that the town hall had been nominated for an award by Historic Ithaca. The
next meeting was set for April 27 at 7 : 30 p .m . in the town hall . Karen requested that the
group concentrate on the text because she has some substantive changes she would like to
present . The meeting ended at 9 : 45 p . m .
