Others Present : Lauren Stanforth , Ithaca Journal Reporter , Grace Wolf , Free Press Reporter, Judy Reese , Thomas Reitz , and Carmen Hill . Supervisor Austic called the Regular Town Board Meeting to order and led those in attendance to the Pledge of Alliegence to the Flag of the United States of America at 7 : 30 pm . MINUTES Mrs . Duddleston moved , seconded by Mrs . Stover the approval of minutes of the Regular Town Board Meeting of January 14 , 1997 . Hearing no further discussion the minutes were approved . Mr . Austic aye Mrs . Stover aye Mrs . Duddleston aye Mr . Penniman aye Mr . Weatherby aye Adopted . CLAIMS Mr . Penniman moved , seconded by Mrs . Duddleston the approval of the previous examined vouchers in the amount of $41 , 571 . 13 for claims # 10 through # 51 . Mr . Rustic aye Mrs . Stover aye Mrs . Duddleston aye Mr . Penniman aye Mr . Weatherby aye Adopted . REPRESENTATIVES REPORTS : TRLINANSBURG FIRE DEPARTMENT absent COUNTY BOARD REPS PETER MESBILL Mr . Meskill reported on behave of the Fire Dept . and extended an invitation to the banuguet to be held on 4 - 12 -97 . In relation to the County Board -- There was a letter from Bill Mobbs regarding construction bids on Brook Road Bridge -- this he will leave for Mr . Meeker . Also Mr . Meskill asked Mr . Mobbs , as soon as a found out about the posting of Podunk Bridge , about plans to do something there in near future . The condition of Perry City Road was discussed . TOWN REPORTS : Highway Superintendent James Meeker, reported that they have been plowing and salting as needed . Starting to do some repair work on the road mower . Had a shop heater that was installed new of 1991 not working properly, since it was still under warranty the company replaced the part to make it functional correctly again . Working on the Gradeall f old ' 78 had to have a spring replaced . Code Enforcement officer , Alex Rachun, reported that it has been a " dead month " , no building permits issued . Cleaning up a few zoning violations . Town Clerk/Tax Collector, Marsha L . Georgia reported that she has had a very busy month . Total fees for the month of January for the Town Clerk were $ 1064 . 45 of which $ 899 . 15 was tuned over to the Supervisor along with the report . Taxes have not been totaled out to turn over to the county . Installment payments are up from last year , last year there was 198 this year there was 235 . Mrs . Georgia said she is holding off on closing out the installments due to a couple of bad checks . Will be able to turn over $ 300 , 000 to $400 , 000 to the county . Committees and Board Members Boardmember Peter Penniman reported that the Economic Advisory Commitee did meet last week and had a good discussion with the Chamber of Commerce and got an update on some of the things they are doing . The intern is going to be doing some research , right now she is looking over the draft plan document and will have a report at the next planning meeting . The meeting is February 20 , 1997 at 7 : 00 pm . Roardmember Catherine Stover reported that she recieved a very nice thank you note from a person who uses the new bus shelter in Jacksonville saying thank you to eveyone who had something to do with it . The Garden Club has been working with Dave Allen making plans for the landscaping when the building is complete . Town of Ulysses 2 Regular Board Meeting 2 - 11 - 97 Boardmember Carolyn Dnuddleston reported that she was absent from the last Youth Meeting . The next meeing is Thursday February 13 , 1997 . Supervisor ' s Financial Report Mr . Rustic reviewed the report . There were no questions . OLD BUSINESS REPORT ON BUILDING PROGRESS Supervisor Austic reported that he was contacted by Kermit Cutter that there would be an increase in the contract due to the fact that they had to change the construction from using trust rafters to using regular non-trust rafters . In order to do this he had to build to walls upstairs . The increase in the contract will be $261 . Mr . Austic agreed to this because we will be getting the interior walls upstairs that were not in the original plans . Mr . Austic is in receipt of estimates on heating and air conditioning as follows : Hammond $ 14 , 265 $ 21 , 000 - $ 35 , 265 Ward& Potter $ 12 , 953 $ 13 , 009 - $ 24 , 240 Warden $ 12 , 008 HSC Assoc . - $ 17 , 500 Hubbard $ 14 , 500 $ 14 , 500 - $ 28 , 000 Hubbard - $ 15 , 970 Board will talk this over and decide at the February 20 , 1997 meeting . ESTABLISHMENT OF HIGHWAY CAP . PROJ . RESERVE Supervisor Austic noted that the initial deposit , previously discussed at another meeting , may be less due to less sales tax funds . OTHER Thomas Reitz from Jacksonville asked about the estimate of the water of $ 3 . 3M . from Hunt Engineering . He felt it was much larger than the previous amount in 1985 . Supervisor Austic stated that this is the current 1997 estimate and some things have changed . Mr . Reitz invited the Supervisor and Town Board to a informational meeting for the Jacksonville Association some time in the near future . W . Reitz also pointed out an article from the Post Standard about Self Help , Supervisor Austic was aware of the article . NEW BUSINESS RE.-EVALUATE THE FINES AND PENALTIES/ ZONING Judge Rector spoke with the Supervisor requesting an update on fines and penalties for Zoning to correspond to State Statues . Supervisor Rustic said a Public Hearing must be held before any changes are made because it would be amending our Zoning Ordinance . The fine would be up to the Judges discretion , with a max fine up to $ 250 . 00 . This would give more flexability . Judge Rector also thinks there should be a law , specific section , for dangerous dogs . supervisor Austic is going to have Judge Rector come up with a list of specific things he wants changed . SENIOR CITIZEN EXERTIONS Mr . Austic introduced a resolution establising a new maximum income exeepption for the elderly . Mrs . Duddleston moved , seconded by Mr . Penniman the following : WHEREAS , the Town Board of the Town of Ulysses has established a maximum income real property tax exemption eligibility level , pursuant to Section 467 of the Real Property Tax Law , and WHEREAS, BY RESOLUTION THE Board extended eligibility by establishing a sliding scale of exemption percentages for those with income between $ 18 , 500 and $ 26 , 900 pursuant to the Real Property Tax Law . NOW THEREFORE BE IT RESOLVED , that the resolution establishing a maximum income exemption eligibility level for persons 65 years of age or older , adopted pursuant to Real Property Tax Law Section 467 , are amended to read as follws : A sliding scale of exemptions and income eligibility is hearby established as follows : • Annual Annual Percentage assessed Income Income valuation exempt from taxation up to $ 18 , 500 50 % $ 18 , 500 but less than $ 19 , 500 45 % $ 19 , 500 " $ 20 , 500 40 % $ 20 , 500 " " $ 21 , 500 35 % $ 21 , 500 " $ 22 , 400 30 % $ 22 , 400 " $ 23 , 300 25 % $ 23 , 300 " " $ 24 , 200 20 % $ 24 , 200 " $ 25 , 100 15 % $25 , 100 " " $ 26 , 000 10 % $26 , 000 11 " $ 26 , 900 5 % $ 26 , 900 0 % Mr . FIRE DISTRICT EXEMPTIONS FOR OPEN FARMLAND Supervisor Austic read and explained some information from the Department of Assessment stating that if we were to remove farmland from the assesed value we would lose a total assesed value from the fire district of $3 , 891 , 100 . What this means is assuming next years fire contract is roughly the same , if we reduce the assesment for fire district to $166 , 535 , 968 . 00 the fire tax rate would go from this years rate of $ . 54 to a new rate of $ . 552 on whats left , so you would be increasing the rate on farm buildings , farm houses , and everyone elses property by $ . 012 . The general consensus was to get more information - tabled unitl next meeting . • MUNICIPAL OFFICIALS MEETING Mr . Austic announced that there will be a meeting on the 19th - at that meeting they would like to have the new Municipal Youth Contract . ASSOCIATION OP TOWNS RESOLUTIONS FOR ANNUAL MEETING The Board discussed the the resolutions and directed Mr . Penniman to vote at the annual meeting as follows ; ( titles of Resolutions ) 1 . ADA and Sidewalks - Yes OTHER NEW BUSINESS none heard EWING OF INDIVIDUALS OR GROUPS Mr . Reitz had a map for the location of the neighborhood watch signs that he gave to Mr . Meeker . He advised the Town of a committee formed by the Jacksonville Community Associations to investigate making the old bait and tackle building , previously owned by O ' Neil , a historical building . They will need names to contact at Mobil Oil . Mr . Austic stated that he feels the association should get the permission of the owner before this is pursued . Mr . Carman Hill stated that he would like to express to the Board that he feels that they do a good job . CORRESPONDENCE None reviewed . Hearing no further business Mrs .
