REGULAR BOARD MEETING
May 9 , 1995

Supervisor Austic called the Regular Board Meeting of the Town of
Ulysses to order at 7 : 30pm and led those in attendance in the
• Pledge of Allegiance to the Flag of the United States of America .
Minutes
Mr . Reitz moved , seconded by Mrs . Stover the approval of the
minutes of the Regular Board Meeting of April 11 , 1995 .
Unanimously approved .
Claims
Mr . Curtis moved , seconded by Mr . Reitz approval of Claims # 137 -
172 in the amount of $ 8 , 714 . 83 . Unanimously approved .
Report : Trumansburg Fire Department
N o Report .
Reports
Town Clerk , Marsha Georgia reported that $ 1641 . 68 was collected
for the month of April of which $ 1103 . 88 was turned over to the
S upervisor . $ 983 . 04 was turned over for penalties / fees on taxes .
S he mentioned that the Taughannock Garden Club has offered to
plant perennials along the building and do the shrubs , using
their time , money , and maintenance . However , because of the hard
rock Marsha wondered if some topsoil and ties could be put in .
The Board passed a resolution approving a maximum expenditure of
$ 250 toward the project . Approved unanimously .
H ighway Superintendent
April report through May 19 : Installed culvert pipes on Cold
Springs Road , on Savacool Road for new homes . At meeting with
Tompkins County Highway received bid packages for bridge work ,
h ave installed crossing signs for Glenwood School , have some
major work to do on Cold Springs Road ( pits / bridge abutment ) ,
have finished raking up sod and black top along the road from
w inter plowing . Have to do a brake job on salt spreader and
✓ eplace tandems while the June special is in effect . Dropped
insurance on the ' 81 Mac , the ' 79 FWD and 72 Brockway ( one used
for plowing and salting ) . We are now working on the cold
• patching and sand blasting . painting some salt boxes , the
cemetery is pretty much cleaned up . Re Curry Road Culvert Pipe
Co . - - they haven ' t come in with a bid as yet .
Code Enforcement Officer
Mr . Rachun reported they had 5 permits this year ; 4 additions , 1
start , $ 126 , 000 in construction costs , 2 court cases brought in
on zoning violations - - one has been satisfied and the other is
pending which will probably end up in court .

in exi ence since 19 -/ 0 . They decided to go along with the break
up of their Board into two separate groups - - the County Planning
Federation and the Planning Advisory Board . He requested they
have a member of the Town ' s Planning Board meet with the County
P lanning Federation to discuss town planning functions and town
planning processes . He is leaving a copy of the history of their
contributions for the Board members . Doug Austic replied that
when Tom attends their last meeting he should find out what the
process is , if one of our members of the Planning Board wants to
be on their Board , and they will then consider it .
Tom reported he attended the Recreation Partnership meeting last •
month . A copy of the Ithaca Youth Bureau ' s Annual Report was
made available to other Board members . He said they have
advertised tomorrow ' s ( Thursday ) meeting to let the people know
the Town of Ulysses , including the Trumansburg School District ,
are partners in this operation .
O LD BUSINESS
Catherine Stover said May 16 , from 3 : 00 to 6 : 00 p . m . is Grievance
D ay .
D oug asked if anyone was notified re tax rate this year .
They discussed target date for Master Plan ( 15 - 20 years ) .
B en Curtis reported re Cable Commission : he is looking into
g etting the standard tiers unscrambled as they did in Elmira .
H is understanding is that they want to push to a more elaborate
box which is basically what they did in Elmira . Ben said he hoped
there would be a model agreement in approximately six months .
They discussed having an updated map of cable in Ulysses .
Report : Representative Peter Meskill
Mr . Meskill reported the Planning Federation will be a real
chance for the town , either through their Planning Board or their
d irect government , to tell the county exactly what planning
issues are important to them . With the town ' s view , it will be a
more direct approach and should be able to get a better feeling .
D iscussion took place re Joint Youth Partnership .
D oug Austic reported on the Budget Committee meeting where they
voted on a 4 to 1 vote , with two members missing , to making zero
percent increase in the cost of living to departments .
D iscussion at length on the recycling drop - off center and where
it could be reestablished . Nothing resolved .
Catherine Stover wondered where the Department of Motor Vehicles
g ot their funding . Doug said the processing fee is usually paid •
by the State . However , the last few years they ' ve been short
which means there will be a cut in services , moving the location ,
or a combination of both or receiving a statement .

W ater District
D oug Austic reported a meeting last Monday morning with the
people interested in the water district in the South end of town

between Trumansburg and the creek . We discussed the minimum cost
o f the project of $ 200 , 00 ensuring we would do some of the work
o urselves . General consensus was not to form a district because
n oone was willing to pay the cost of installation . He suggested
n otifying people who had petitioned the letter , informing them
the Town had been petitioned and , at this time , the Town was not
interested in forming a water district
Tom Reitz asked about ShurSave . Doug said they would do the
S hurSave single user water . Jim will pay the full cost . Doug
told Jim he did not want the water line - that it was Jims - and
h e was to pay the rate and a half or whatever and to maintain the
line . Doug said he had a letter from John Anderson who has
® extended Jim Seafuse ' s time to get municipal water until
S eptember 15 . Jim will need to have documentation saying he has
the water district forms and all of the proper applications and
e verything that needs to be provided to the Town and New York
S tate by July 1 , 1995 .
Insurance
D oug talked to Joe Farrell and $ 1350 . 00 was correct on the
h ighway and liability . He can come up with a mid - range of public
o fficials and liability for $ 2700 . 00 . If they wanted to increase
the insurance on this building up to $ 250 , 000 , it would cost
$ 127 . 00 / year . He talked with the Wood Agency and gave him the
information of salaries but has not heard from him on differences
in compensation . Joe didn ' t seem to think the blanket policy on
moving the equipment to Inland Marine would make a lot of sense ,
but it would cost more money . i . e , you would have to insure
truck , etc . Tom suggested they continue with the present
insurance until the end of the year but to increase coverage on
the two lines Doug mentioned . So for $ 1350 . 00 they can add on
the liability . Much discussion followed re carriers , payments ,
e tc .
Tom Reitz motioned , seconded by Catherine Stover , that the Town
o f Ulysses continue the insurance with Farrell -Messier Insurance
Agency , and in August / September , prior to the budget process , get
a real proposal limited to whatever they want to do .

Youth Bureau Contract
Mr . Austic asked if everyone had a chance to look at the Youth

Town Hall / Renovation
• Mr . Austic asked if there was any discussion concerning
renovation / addition to the Town Hall . . . or can we proceed with
e stablishing a plan . Mr . Curtis asked about pursuing sharing
space with the Village . Mr . Austic said there is no space to
share . Mr . Austic said concerning a ' work - bee ' , would suggest
having a contractor do the major construction and then go from
there . Mr . Curtis mentioned Bob Leathers ; Mr . Austic said don ' t
w ant to spend all summer doing it , might as well get the shell
up . Mr . Reitz showed what he had put together with the
modifications as requested by the Building Committee . Mr . Austic
said we need to do something with this building . Mr . Curtis said

h e feels we have more than enough space between this building and
the Village building . Mr . Austic said they [ Village ] don ' t have
any usable space available . Mr . Curtis would like to have
d iscussion with the Village ; share space , whatever . Mr . Austic
suggested that Mr . Curtis talk to the Village , see what can be
d one . . . have had many discussions with them in the past .
Consolidation was discussed . Mr . Austic said we still have
things to do here ; the floors , bathrooms , other things that are
falling down and looking ratty . Mr . Curtis suggested getting
together with Mr . Austic regarding the consolidation of the two
buildings .
N EW BUSINESS
H ighway Pick - up Bid
Mr . Austic said that the specs are finished for the new pick - up
truck . Will be advertised and the bids will be opened at the
next Regular Board Meeting .
Curry Road Culvert
Mr . Austic asked Mr . Meeker if they are still planning to do this
project this year . Mr . Meeker said he would like to get it done .
O ther
Mr . Austic said a meeting was held with Mobil Oil ; they want to
g et the houses in Jacksonville on the market . They asked what we
w ere doing and told them about a possible water district to the
creek and if they were interested in asking to extend it , fine .
Their approach was that they would rather make the wells deeper ,
drill new wells at other locations or pursue some other source
before going with a water district . Fellow from DEC was here ,
d iscussed what tests needed to be done and will determine exactly
w hat needs to be done in order to declare the wells clear . Will
then figure out which way to go . Mobil Oil will deal with the
State DEC .
H earing of Individuals / Delegations
Mr . Tisch , resident of Jacksonville , asked about the chance of
changing the speed limit on RT 96 from 40 mph to 30 mph . Mr .
Meeker said the State of New York has certain criteria they
follow and will go no lower . Mr . Reitz said that a petition was
circulated last year . The State approved the no passing section
but did not approve the lowering of the speed limit .
H earing no further business , Mr . Reitz moved , seconded by Mrs .
S tover to adjourn the meeting . Unanimously approved the meeting
adjourned at 10 : 00 pm .
