Dear Friends :
I am sorry that I cannot be with you tonight to help celebrate
the 200th Anniversary of that peculiarly American institution , the
Town Meeting . As you are celebrating that level of government
which is closest to the people , I am 200 miles away in Albany
wrestling with problems at a different level .
Having now gained experience at both the local and state level
o f government , it is clear to me that those of you who serve
locally have opportunities not available to us . You are able to
directly and instantly communicate with the people you represent
and to engage in a constructive dialogue , free from the intrigues
o f state or national politics . You know the people whom you serve
personally , and therefore your agenda can be tailored to meet their
needs more precisely than when dealing with a larger statewide or
district wide constituency . Also , you can enjoy instant feedback
on your actions and make those changes in policy that are necessary
to properly conduct the business of the town .
Another aspect of local government is the fact that you have
n o large legislative body or bureaucracy to buffer or protect you
ili and that , in turn , leads to a heightened and sharpened sense of
responsibility and responsiveness .
As much as I enjoy my position , I truly miss the collegiality
o f our town meetings , the direct participation of the public and
the ability to make decisions and implement them without going
through sixteen levels of review and reconsideration .
I wish each of you the very best and join with you in
recognizing the Town Meeting as a hallmark of our democracy .
Best personal regards .
