The Members all introduced themselves . Sue Poelvoorde ( Co - Chair of the Master Plan Committee ) offered opening remarks stating that the purpose o f this joint meeting was to hear everyones comments on the proposed survey for the Town of Ulysses , and to complete the q uestionnaire by the end of the meeting . She then asked to hear the Planning Board Member ' s comments . SURVEY INTRODUCTION David Tyler suggested that they start with the very beginning , " Dear. Town of Ulysses property owner : " . The second paragraph starts with : " We need the input of. Town residents . . . " . We need to decide where this is being directed . We do want to include property owners . There are some property o wners who are not voters , and there are some residents who are n ot property owners . Dan asked what basis was being used to send the survey out under ? The tax rolls was the response . Others could come in and sign for the survey said Joanne . Roxanne stated that the labels were completed at a cost of about $ 30 . A lot of people will be missed , said Gerri . Joanne did say that the survey will be advertised in several places , along with the Free Press . It was suggested that people who were interested could call the Town office and a copy could be mailed to them . The copy sent could then be recorded . This would help people who do not have a car . Catherine asked , " what do we do about exempt properties ? " The Members felt that they should also be sent a copy . The survey should be addressed to Town of Ulysses property o wner / Resident . In the second paragraph it will state : We need the input of Town residents / property owner / 18 years and o lder , . . . " . Gerri brought up the fact that there could be more than one adult living in the household . The Members decided that 2 surveys , plus 1 map , would he sent to each household . The list w ill be culled for duplicates . Peter suggested that language be added for households that required more than 2 surveys . Gerri asked about Juniper Manor , a multiple dwelling . Ruth suggested that the survey could be hand delivered there . Two other multiple dwellings mentioned were Alpha House and the trailer park . Krys suggested getting the list from Alex and making an effort to act the survey to them . „A, 44 TOWN OF ULYSSES 2 ~ JO '1UT MEETING O CTOBER 18 , 1994 Ruth stated that " presently ” in the first sentence is incorrect usage . Presently means by and by . I ' ll see you presently , doesn ' t mean , I ' ll see you right now . That word , to be proper , should be currently . The Members agreed . They also added to the last paragraph " If you need additional copies , please call the Town Hall ( 387 - 5767 ) . One survey per adult , please do not duplicate . " This will be placed before " Thank you for your thoughtful contribution to this process . " Discussion ensued about the mailing date for the survey . K rys stated that the response and the quality of the response ; � will go down markedly if it ' s during the Christmas season . Sue agreed . Ruth volunteered to sort the labels ( for duplications ) . The Members decided that the date for the survey will be November 1 .g , 1994 . SURVEY MAP Sue asked the Planning Board Members what they felt about sending out a map with the survey . At this point it has become more of a curtesy thing she said . It will add to the cost of production . David thought it was a good idea . Kinko ' s can ✓ educe it and get clear copies . Krys thought it would be helpful as most people do not know the boundaries of the Town of Ulysses . SURVEY QUESTION 8 Roxanne relayed that Doug Austic would like to see the survey encoded in some way so that they can tell what the Village ✓ esponse is . Gerri suggested that they just come right out and say - do you live / own property in the Village of Trumansburg ? D avid suggested that it be added to question 8 . Ruth suggested that in the Town of Ulysses " be changed to " or residence " in the last question . It should now be " Please name the road intersection closest to your property or residence . " Don Fairchild gave Roxanne some sample Village responses to o ne of the earlier drafts of the survey to share at this meeting ; as he was unable to attend . SURVEY QUESTION 3 Question number 3 gave many Members a problem . David suggested that the grid have non - applicable ( NA ) in the boxes w here necessary , and Krys suggested " ROADS " be added to " OTHER ( SPECIFY ) in the last column of the grid . Peter suggested that the Members break the question into 2 parts ( 3a and 3b ) . One w ould deal with commercial development , and the other , ✓ esidential development . Each part of the question would have its ' own grid, The Members agreed . The question would also have " In the Village of Trumansburg ( Village suggestion ) , Jacksonville area , and other " added to the list ( in both parts ) . fit we % . . Z tt- TOWN OF ULYSSES 3 JOINT MEETING OCTOBER 18 , 1994 SURVEY QUESTION 4 For question number 4 , " arterial " will be changed to " major " ( Village suggestion ) in two places . Krys thought the Members meant " commercial " development in that question . The Members decided to put commercial in the question . SURVEY QUESTIONS 1 AND 2 Peter suggested that the wording for question number two almost begins a philosophical debate . The Members are asking that the responses be rated , why not say that ? He felt the same applied to question 1 . By taking the liberty of identifying what you consider to be the qualities / features of the Town of Ulysses , ® people may not see it that these are the qualities , these are the features . Even calling them qualities / features you have assigned a positive value to them . You have prempted the response that the respondent may give . The Members agreed . Ruth suggested question 1 state " Please rate the following aspects of the Town of Ulysses : " . Quotation marks are now being added around SMALL TOWN , in " SMALL TOWN ATMOSPHERE " . A line was added after " Other " , and ( Please Print ) after " COMMENTS " . For question 2 , the Members agreed on " How much do you foresee for the following within the next ten years ? " In the list ; " Senior. Housing " was re - located after " Tourism " . " Tourism " was changed to " Tourist Destination / Accommodations " . ( Apartments / Townhouses ) was added after " High Density Residential " . " Cluster Residential Housing " was added after that . ( Sue questioned whether people would understand " Planned Residential. Development " ) . The Members also added rural to " Planned Rural. Residential Housing " , and " Local " to " Police Protection " . A line was added after " Other " and ( Please Print ) after " Comments " . SURVEY QUESTIONS 5 , 6 AND 7 Question 5 was fine . The first part of question 6 will be designed the same way as the last part . It will now be : Which school district do you live in ? ITHACA T' RUMANSBURG ( Circle one ) Krys felt that regarding question 6 , it should be stated that she thinks it ' s not very fair to ask people to give their opinions on things that you don ' t have the legislative right / where with all to change . • The Town of Ulysses is not the governmental entity that has the purview over this decision . David stated that in a limited sense that was true , but in a broad view it ' s not . The property owners / residents can petition . They wouldn ' t petition to the Town of Ulysses , said Krys . It ' s not in the interest of the elected body of the Tr- umansburg School District . It could be in the interest of the Ithaca School District , said David ; this ' ow TOWN OF ULYSSES 4 JOINT MEETING OCTOBER 18 , 1994 w ill be an efficient way to find out this information • on that issue . Some of us think this is really wrong , said Krys . In the guise of information gathering this is perfectly relevant , commented Peter . Is it so different form question 7 , which asks w here you work , and if you had a choice , where would you work ? Is it more or less misleading than that , queried Gerri ? More discussion ensued . Krys suggested that the Members move forward , as she said what she thought . SURVEY PRODUCTION The Members decided to use a color paper to print the survey o n , this would make photocopying difficult . The Members will have a joint meeting on October 25 , 1994 at 7 : 30 PM . They plan to finish up the details of the survey and then discuss the Master Plan draft . The meeting adjourned at 9 : 15 PM . •
