MASTER PLAN COMMITTEE MEETING
TOWN HALL

The meeting came to order at 7 : 40 PM .
THE MINUTES OF JULY 5 , 1994
Alex requested that on the first page , first paragraph , the
fifth and sixth sentences be deleted as they were conjecture on his
part . On page two , the second paragraph , the second sentence , the
word " discrete " be changed to " distinct " .
CONTRACT
Catherine provided copies of the contract between the Town of
U lysses and the County for their services . The cover letter and the
signature page were omitted in order to save paper . One item the
County will not be covering is economic features . Alex hopes the
survey will include a question requesting where people work as he
sees that as helpful information .
WATER DISTRICT
David queried about whether Antic was serious about selling ,
when he has no water . Alex stated that Ruble was putting together
a petition . There will be a joint meeting on the 28th , between the
Village , the Town and the people on the south end ( of, the Village ) .
K arl Hecht will be coming , and someone else From County= Planning ,
t o propose what can be done to get a grant together . Discussion on
t he north end will also be entertained . Alex said they will probably
e nd up doing two individual districts and try to push them through
at the same time . The total that can be gotten out of ARC is $ 150 , 000 .
Up to $ 450 , 000 can be gotten from Smell Cities . There are other possible
monies available . The total could be as much as $ 750 , 000 . The Small
Cities grant could pretty well cover the cost of bringing water down
t o the south end . There is e good possibility that e matching grant
from the State ( to match the ARC grant ) , and the Small. Cities grant
could cover the whole route ( without any expenditure ) , said Alex .
There will have to be money up front , but hopefully the buisnesses
involved will be footing that bill .
ECONOMIC TASK FORCE
David reported that he had e meeting with Tom Smith ( Village
✓ esident , works for Tompkins County Trust Company ) , Doug Rustic and
Tom Bennett . They would like to form an economic task force that
would meet once e month . It would be made up of one member of the
0 Village Planning Board , one member of the Town Planning Board ( trys
mail ) and Tom Smith . This group would hopefully foster better commun -
icetier between the two municipalities as they will be reporting back
to their own groups .
David also mentioned that Tom Bennett will invite Don Fairchild
to be the Village ' s representative on the Town ' s Master .Plan Commit -

Peter suggested that the Master. Flan Committee divide into sub -
committees . Those committees could be. : map development , survey

question development , logistics of the mailing and developing the
mailing list . The Members agreed . It was decided that they could
continue to meet on Tuesdays , and work in their individual groups
then .
Catherine spoke favorably of Peter ' s introduction to the survey
( his revision of David Tyler ' s example ) . The Members decided to delete
the J. ast line " For further information , or if you would like to help
the Town of Ulysses Master Plan Committee . . . " as it would be too dif -
ficult to bring someone up to speed .
RESOURCES
Sue brought to the Members attention a design manual for conser -
✓ ation and development . It is a study of the Connecticut River Valley
in Massachusetts . This book was listed as a resource in Tony Hiss ' s
book that Sue had introduced at an earlier meeting . The book takes
the reader through some graphic scenarios of what can happen to what
as existing under conventional zoning and what creative zoning son
accomplish . She offered the book to every Member to read ( quick read -
ing , about 180 pages ) . ills stated that it will help prepare each
Member for the task ahead of them .
COMMITTEE FORMATION
The Committees broke down as follows ;
Surrey Questions ; David Tyler , Ruth Kahn , Alex Rochun
Mailing : Catherine Stover , Joanne Oolfno , Irene Schickel
Maps : Randy Brown , Peter. Penniman and Sue Poslvootde .
Some questions that came up would be a Ulysses return address
label ( so the survey looks official ) , providing a drop box , providing
✓ eturn envelopes .
Peter provided a map that had one color , along with grey shading ,
as an example of what could be sent . The map committee will decide
the eventual size of ft .
SCHOOL TAX
The Members discussed maintaining 'open space " by providing tax
saving incentives to the local farmers . Lowering the school tax would
help the farmer ( though the Town has no control over this ) . Catherine
pointed out that one carefully worded question on the survey { inferring
that the Town residents may have to pay more to keep these " viewshods /
o pen spaces " ) could be beneficial .
