MINUTES OF JUNE 27 , 1994
The Members reviewed the minutes of June 27 , 1994 . The meeting
came to order at 7 : 45 PM . Gregg made a motion to approve the aforemen -
4• tioned minutes ; Krys seconded . The motion was approved unanimously .
AD HOC COMMITTEE - TOM SMITH
Tom Bennett , Doug Austic , David Tyler and Tom Smith met to discuss
the formation of an Ad Hoc Committee . This would be a small group
( Tom Smith , Tom Bennett and Krys Call ) who will make each other aware
o f what the Village and Town are doing ; and their mutual concerns .
In the past there has been a lack of communication . They will meet
o nce a month .
On July 28 , 1994 there will be a joint meeting between the Town
and the Village Boards because there is a petition for water for the
Seafuse area . Auble was invited to fill out a petition ; he has sent
a letter , and has not done anything yet . He will not be part of this
as a result . The Village needs to upgrade its water and the Town
should participate .
An audience member from the second business forum requested that
h e be considered to be on Tom ' s economic task force . He is Larry
Thompson ( owner of Ulysses Square ) . Krys pointed out that Tompkins
County Trust is really our only local bank , and Tom works for them-
he ' s a good contact .
Tom Bennett will nominate Don Fairchild to attend the Master
P lan Committee as the Village Representative .
COVER LETTER TO TOWN BOARD
The Members will prepare a cover letter ( when submitting the
changes to the Zoning Ordinance ) to the Town Board . David suggested
it say the following :
We ' ve been working on this for several months . We would like
you to take a look at it and give us your reaction . It ' s done with
an eye towards the Master Plan ( which is also in progress ) , to pro -
vide a little more flexibility in the Residential portion of our
Zoning Ordinance .
David also suggested that they might want to put in the cover
letter to the Town a statement regarding Article II , Section 6 and
7 ( what you need to do for a Use Variance and an Area Variance ) . There
was a change in the law in the summer of ' 92 . The Town Attorney ,
probably ought to take a look at these two Sections and if needed ,
I, conform them to the revised Town law .
CONTINUING REVISIONS TO THE ORDINANCE
In Section 8 SPECIAL PERMIT , it should state : Where authorized
by this ordinance , ( Article IV , Section 1A [ add colon ] : c , d , h , i , j , k , l , m ;
S ection 1B [ add colon , delete R1 - A ) : b , c , d , Section 2 [ add colon , delete
" d " , replace with " e " ] : e ; . . .
Continuing in the SPECIAL PERMIT Section , the Members decided
to add " local " to d . character change . It will state " d . local charac -
t er change " .

In the last paragraph of the SPECIAL PERMIT Section , the Members
changed " appellant " to " applicant " .
In Article III , Establishment of Districts , the eight types of
i districts will be as follows :
Residence - R- 1A
R - 1B
R- 2
® R - 3
B usiness - 5 - 1
5 - 2
B - 3
D evelopment
There were no changes to Section 2 District Boundaries .
In Article IV Use Regulations , the changes are as follows :
The first paragraph , second and third sentences will be moved .
It should state : " There are four Residential Districts . The Resi -
dential Districts are as follows : "
In R1 - B " Lot above 2 acres , " is deleted . The word " single "
will be capitalized . The sentence will say " Single family plus
accessory or an owner occupied duplex ( lot over 2 acres ) . "
The next change is in R2 . It should state : j
" R2 Multiple dwelling units ( 3families or less ) , minimum 1 acre
per unit for non - sewered areas . If sewered , no more than 25 % of the
lot may be covered by improvements . " The rest of R2 has been moved
to below R3 .
R3 should state :
" R3 Multiple dwelling units ( four families or more ) - not
to exceed 50 feet , in height . If sewered , or non -
sewered , refer to requirements under R2 above .
The Members added the following after R3 :
HEIGHT AND SETBACK
For purpose fo height , one story shall be 10 feet or less .
H eight shall be measured from highest grade to highest ridge .
H eight Restriction R1 - A , R1 - B , 30 feet maximum . ( Additional height
allowed by SPECIAL PERMIT . ) -
The setback will be graduated depending on the number of units .
Minimum frontage setback units per building :
ONE UNIT - 75 FEET
TWO UNITS - 90 FEET

THREE - FOUR - 100 FEET
* if your accessory apartment is part of your house you have to have
it 90 feet off the road instead of 75 feet - perhaps that should be
e xempted , stated Krys .
In Section 1A , Residence Districts ( R1 - A ) , the Members added
to a . the following :
" ( plus accessory apartment ) . "
There were no changes made to the next page ( page 4 ) .

On page 5 , Section 1B Residence Districts ( R1 - B ) , letter a . In
t he last sentence it should state " Items a through m . " instead of
a through k .
Continuing on the same page , left side , the Members decided to
add :
SECTION 2
III RESIDENCE DISTRICTS ( R2 )
before R2 .
In R2a . ( next to the last line on the left side ) " items a . through
k . " , the Members dropped the periods and changed k to m . "
The Members added :
SECTION 3
RESIDENCE DISTRICTS ( R3 )
before R3 .
B elow that , SECTION 2 changes to SECTION 4 .
O n the last page " SECTION 3A BUSINESS DISTRICT - B1 " , 3A changes
to 5A . " SECTION 3B BUSINESS DISTRICT - B2 " , 313 changes to 5B .
The next meeting will be August 15 , 1994 . The meeting adjourned
at 9 : 20 PM .
