MASTER PLAN COMMITTEE MEETING

THE MEETING CAME TO ORDER AT 7 : 35 PM .

COMMENTS ON PREVIOUS MINUTES
Krys liked the idea of having the survey respondents define their
neighborhood . Regarding the water district , Alex questioned the state -
ment that there is a petition that was submitted by Jim Seafuse , and
H alsey House ( last page of minutes ) . Catherine said no , that it does
not exist . It is precisely what they should do , said Krys . Alex
stated that Auble has everything for sale ( here , and in Watkins Glen ) .
It is not posted but Alex is getting phone calls from prospective
buyers . Having a petition does involve money ; that is why it hasn ' t
h appened .
WATER DISTRICT
The ARC Grant is a matching funds grant . The amount that the
Town would be getting is $ 750 , 000 said Alex . The Town needs to piggy -
back that with another grant . The Little Cities Grant is not matching
and that is over one million . The Town has a business that is being
threatened by the County Health , to either be shut down or to completely
re - do their water system . The County Health is going to start clamping
d own on all the businesses that have a number, of emplowees and / or sell
food . Alex has documentation on that from Jim Hanson . The Town is
looking to have water down to Halseyville bridge . Krys mentioned that
t he HUD Grants have a pretty good record of granting 50 - 70 % of the
requests . Alex commented , after getting it to Halseyville they still
are looking at about 3 million to get it to Jacksonville . The Village
h as the problem on the north end . The Town would like to make it all
one district . They are looking at 1996 funding . The ARC Grant money
comes through at a much slower rate than the HUD . The deadline is
August 30th .
WATER GRANTS
The Village Master Plan has targeted the Shur - Save area as a much
denser use . The Town ' s Master Plan Committee may or may not agree ,
stated Alex . The farm soil is marginal at best , 28 inches down you are
looking at sand ; at one time it was a beach .
Krys stated that it makes sense to talk about what a particular
project costs while you ' re thinking of it . The Village wants the
north end done now . That northern part will help the Village , other
® than the rate and one - half , the southern end won ' t , said Alex . Karl
Heck ( County Planning ) thinks the Town should be applying for consider -
ably more . Krys said part of this process is establishing a history .
Of the eight times it was offered , there was only one time that the
City of Ithaca did not get the grant . If you can set up your improve -
ments in " chunks " , you can do one after the other . There is a meeting
o n technical assistance for filing the ARC Grant that is being offered
o n Thursday . It is at 4 : 00 PM at the mass transit building . That ' s
an opportunity where you can ask questions like , " do you have to have
t he engineering study done before you apply ? " . There is also the issue
o f a feasibility study ( for example - could a pipe be laid here or is
t here bedrock a foot down and you ' ll have to blast first - resulting in
more cost ? ) .

Alex mentioned that the Village had a consultant come in to discuss
their capacity ( where they ' re at now , the state of their hardware in the
district ) . To continue to be on par they ' re talking a quarter of a
million upgrade .
Doug Austic and Tom Reitz attended that meeting , said Krys . They
divided it into two discreet problems . One was the low flow issue
• ( the Health Department requires a plan ) . The other was dealing with the
pressure , needing a closed loop and a water tower .
Those were for projections , the quarter of a million was just to
bring it up to par said Alex . Krys agreed , but stated that the feasi -
bility study the Village used for the north end could be used by the
Town . Perhaps that area could be addressed first . The only problem
is , you do not have an existing business with water problems at that
e nd . They have a point system , the less money you ask for the higher
your score , said Krys . You should put in an application this year, for
a planning grant for a fairly small amount of money . Alex said he ' ll
t alk to Karl about it .
ZONING FOR SHUR- SAVE AREA
The Members were questioning the amount of acreage involved .
Peter, wondered if this would mean that the area on Falls Road would
be considered Commercial . Sue estimated there were some 60 acres . She
stated that she would be comfortable with a " mixed use " , not all Commer -
cial . She ' d like to see some kind of buffer besides Smith Woods . The
P lanning Board has kicked that around a lot , as being a denser use . It ' s
near the school , along with the shopping area stated Krys . Whatever
g oes in there ( water lines ) should be big enough to service Jacksonville ,
said Sue . Alex suggested a statement to the effect that :
1 . there is Commercial buildout on the western line of that area
2 . the parcel in question ( on Falls Road ) is marginal farm land
3 . the Village Master Plan has designated that area as a potential
Commercial Zone
4 . the Town ' s Master Plan is looking at it as a mixed use ( light
industry , industrial , residential and commercial ) .
Krys commented that in terms of high density residential , one
good thing is that there is a lot of green space ( you could walk your dog
o n the fairgrounds , school grounds , etc . ) .
Alex agreed to put something in writing . Mixed density housing ,
commercial and light industry will be the mixed use that the Master
P lan Committee referred to .
® Peter raised some questions for background information as he is
n ew to the Master Plan . The subjects of environmentally critical areas ,
u nique natural areas , habitat protection / aquifers / depleted wells , all
came up . Krys indicated an interest in the number of wells that have
sulphur and salt content . Alex mentioned that the Halsey House
is now on the National Registrar . We do not have an historic district ,
t hough there may be places in Waterburg , and Jacksonville .
NOISE ORDINANCE
The Town of Ulysses is unable to enforce their Noise Ordinance .
It does not measure anything against decibels , stated Alex . The Village
d oes have a Noise Ordinance that is enforceable , the lake does not
( regarding offensive jet skis ; cigarette boats ) .

SURVEY QUESTIONS
The Members spent the remainder of the meeting addressing the
introduction that David Tyler had written and coming up with ques -
t ions for the survey . It was decided that the introduction was a little
long . Peter volunteered to work on it . Peter commented that he liked
q uestions that give a list and ask you to rate the answers . He wondered
if it would be possible to code the survey somehow . Alex likes multiple

choice questions with " other " for comments . He would like to see a
focused follow up with certain areas regarding specific issues . The
suggested questions for the survey are attached to the end of these
minutes .
METHOD FOR MAILING SURVEY / COST OF COLOR COPIES
Irene brought in the Voter Registration and said it was divided
into four sections . There are 2 , 852 registered voters . If the Town
uses this list it will cost about $ 50 . Krys suggested using NYSEG ' s
list as it is free . Peter suggested using the tax assessment roles
and send to " resident " . Krys liked that as people who have not de -
veloped their property would be contacted . Sue suggested using both
N YSEG and the assessment roles . ( The voter registration is just for
people who live here , businesses would not be contacted . ) Randy re -
ported that for 1000 , 11x17 , two color, copies of the survey , it will
cost $ 260 . For 2000 , it will cost $ 410 .
NEXT MEETING
The next meeting will be Tuesday , July 26 , 1994 at 7 : 30 PM , at
t he Town Hall . The meeting adjourned at 9 : 45 PM .

narrowed down .
