TOWN OF ULYSSES
MASTER PLAN COMMITTEE MEETING
JUNE 7 , 1994
TOWN HALL

The meeting came to order at 7 : 45 PM .
CANAL SYSTEM AUTHORITY
The former Cayuga Inn ( in the Town of Ulysses ) , has submitted
a proposal for economic development . It is a school for learning
the art of hand building and navigating a Native American kayak . It
is a five plus acre , J. ake front campus , that will consist of a 5000
square foot learning and fabricating center , public access for a dock -
ing facility , where they can learn the art of navigating , and living
accomolellE e for up to 10 students who would stay for a 15 day course .
Accommodations would also be available to lake farers and motorists
during the boating season . This is already in place . These boats
are custom built and currently located in a basic facility on the
property . It is desired to expand the facility to include classes
in construction from kits . The kyaks are launched from a marina on
t he beach ( instructional part - how to navigate ) . Housing will be
n eeded for these classes , kayaks will be sold nationwide and inter -
n ationally ( grey already are ) . The applicants name is Bruce Lemon .
t e will lease from the owner , Fill Holtkamp . The main intent will
be to use it as a school . Any sales that take place will not happen
o n the premises . It is an $ 800 , 000 project . The current road to
I the beach will require enhancement . Accommodations for the transient
canal users are planned to top the 70 foot high escarpment which affords
a panoramic view of Cayuga Take and Taughannock Park . The development
o f an elevator to the beach was also mentioned . This is an application
t o the Canal Authority for a grant . Mr . Lereson is currently making
t hese boats under the umbrella of a home occupation - in the Cayuga
Inn . He ' s using the restaurant area as a workshop and is also living
t here . He would be able to produce eight to ten boats per year . The
property tax range for Mr . Moltkamp is about $ 17 , 000 per year . This
would result in a much lower impact that town houses , for instance ,
said Alen .
Lansing is coming in with a Greenway Project . It will be z network
o f public access to go from one place to another ( including the lake ) .

Sue spoke with Tom . He agreed to send the Town of Ulysses an
e stimate on what he would charge , to do what the County is doing .
She will have that by the next Town Board meeting . ! i

THOUGHTS ON THE JOINT MEETING
IIAlex felt a little ambiguous about the meeting . He stated that
the affordability levels are getting out of hand . People will no i
longer be able to Mold onto their land .
Sue felt that the Master Plan Committee was getting ahead of
themselves . It needs to define in other than just adjective terms ,
what it is that it likes about this Torn . Rather than saying it is
the " open spacer` , it should say , " openes " . You can have development
going on and still maintain that open feeling through zoning . The
Master Plan Committee can not in anything to preserve / save fanning .

Alex stated that there is an enormous amount of land in limbo .
There are people who are trying desperately to hold on to it , to pass
it on eventually to their family . There are other people ( like Bob
Weatherby ) , who are looking to get their retirement out of it ; and
t hen some people who are getting older and older , and not getting
a thing out of it . The owner is barely paying the taxes by renting
0 it , and they sell off a parcel here and there . when you start giving
it away ( like Citizens did with the County Home ) , then you ' ll have
buyers . Alex does not see a huge growth coming out this way , though
it is still important to have a plan in place . The demographics aren ' t
in place . Catherine agreed ; we ' re too hemmed in . People live two
miles away and we don ' t know them ( Lansing ) ,
NEXT STEP - SURVEY ?
Tracy Smith ( from County Planning ) will be at the next Town $ card
Meeting . The County will In some unique land area projections . Alex
mentioned that some of the PAC' s are not clearly defined and he ' ll
be working on those .
The Members discussed doing a survey . Alex would like to hear
from the farmers , the taxpayers . He ' ll get ( from County Planning ) •
t he number of households in the Town of Ulysses . Marsha probably
h as a list from the tax roll . The question put to these people might
be , what kind of a price are you willing to pay to maintain what you
III have ? Joann suggested that before the survey goes out , it would be
a good idea to advertise it in the Free Press , en people won ' t pitch
them .
Sue suggested that the Members review the existing Ienecauga
S urvey . It is important to pay close attention to the responses ;
are they consislant ? interpretations should be noted . Alex pointed
out that you really need to be objective and not let the questions
be subliminally bent . The survey should be short , said Catherine .
Alex pointed out that with each one of the questions , people should
keep in mind if you do something that will dramatically alter this
community , or if you want to keep it the way it is ; there will be
a price to pay . They have to have that kind of understanding / base
line of knowledge . A cover letter , worded very carefully , will go
out with the survey .
NEXT MEETING
The Master Plan will meet on June 21 , 1994 at 7 : 20 PM . Sue re -
quested that the Members 'look over the Senecayuga Survey , and be thinking
about questions for it . Alex suggested that the survey be prefaced
jq with the comment " we are developing a Master Pian for the Town of •
ILysses . These ars questions that are pertinent to the people who •
live in the Town of Ulysses " . Have the brief questions , yes or no
response , and an area for comment .
A Ill response would be exceptional , you hope for ii , said Sue .
If you get 20 % , those are the 0 % who filled out the survey , who come ;
to the meetings and have all ready voiced their opinions . You need
to roust out the others who will be concerned after the fact . Let 1
them know their comments can make a huge difference in the direction
of the Town of Ulysses , said Alex . It may not be a bad idea to in
a follow up phone call if you are really diligent , he added .
Ruth will be leaving the country for 3 weeks . She will return
July 6th .
The meeting adjourned at 1 : 15 PM .
