TOWN OF ULYSSES
MASTER PLAN COMMITTEE MEETING
APRIL 5 , 1994

The meeting came to order. at 7 : 45 PM . The additions / corrections
to the minutes of March 8 , 1994 are as follows : page one , first
paragraph , last sentence . " He " should be " Citizen ' s Savings " . On the
same page , fourth paragraph down , sixth sentence , it should say " It
. will be a fight with the County as Jim Hanson may not be able to free
up people to do that sort of thing . " The same paragraph , eighth
sentence , after CEO , there should be " ( Code Enforcement Officer ) . "
On the same page , the last paragraph , item number. one , " a " should be
" the " ( Circut Rider ) . On page two , at the top , item number two should
say " Alex is meeting with Guy Krogh and Doug Austic on the issue of
creating a water district ( through the Town ) . " On page three , the next
to last paragraph , " Monica " should be " Monika " in the first sentence .
Sue announced that Monika Crispin from Cooperative Extension will
be coming on the 26th of April ( 7 : 30 PM , Town Hall ) . She will be add -
ressing changes in Agricultural District law , land use planning in
agriculture , economic development opportunities . Monika mentioned
to Sue that the Town of Ithaca has an Agricultural Plan and that that
may be something that the Town of Ulysses may want to consider . Monika
will also discuss preservation programs .
Ruth queried about the three applications to the Master Plan
Committee . Gary stated that he has not been successful in getting through
to them , and that he ' ll keep trying .

III Doug reported that he had spoken with Bob Augerstern from the
Southern Tier Central Regional Planning Development Association . He
said that there is not hope in getting financial assistance ; but that
t hey are very willing to give technical assistance . They are a State
agency . He also spoke with Marty Luster to find out if there is any
funding available through some kind of grant . Marty said there are
six times as many requests as there is money . He would put the Town
on the top of the list for. fall . Though there is little money for
planning ( economic development ) , there is money for water and sewer .
A gentleman from Marty ' s office in Ithaca will be getting back to
D oug with more information on financial assistance . The Rural Affairs
Counsel in Albany will also provide technical assistance .
Alex , Sue , and Doug will be meeting with County Planning on April
6 , 1994 . They are very interested in working with the Town . They feel
t hey already have a lot of the back up information required . Alex
suggested that the evening ' s work be putting together an outline on
what the Town has , and what it needs . The County could put together
a contract . Hopefully by the next Town Board Meeting they will have
something in writing that could be presented to the Members . Alex
® thinks that there should be available money left . Marty Luster
is interested in the specifics , so he ' ll know what available sources to
look for , said Doug .
Sue stated that the outline was based on the Clifton Park Plan . The
e xact data , the stuff that takes legwork is what the County should be
✓ esponsible for , said Alex . He would like to get information on :
assessment , land use through assessment , exact traffic information , and
tourism . David said that the outline is basically a snapshot of what
we are now . The projecting ; looking ahead , they don ' t have . This is
just one piece of a document , said Sue . What the objectives are for
developing the Master Plan is yet another section , she said . We want
o ne person to do the narrative ; we want something cohesive , said Gary .

Alex discussed some items that were not covered on the outline .
H e would like the County to over view critical environmental areas .
The EMC ( Environmental Management Counsel ) put together, a County wide
d ocument categorizing sensitive lands in Ulysses . Also , one person /
team doing the narrative is very important ( he agreed with Gary ) . He
t hinks it would be a good idea to ask their opinion for logical com-
mercial development areas , and higher impact residential . He also
mentioned logical water .
Doug and Alex recently met with Guy Krogh ( Bill Auble ' s attorney ) .

They offered suggestions for Bill to look at . They are not sure whether
B ill will be petitioning the Town or the Village directly ( for water ) .
J im Seafuse would have to apply all over again , mentioned Doug . He
also said that the Village has had an engineering study done that shows
they have a problem . Guy said that without water and sewer they won ' t
h ave a development . David said it makes sense to help them upgrade
t heir system . Alex said he suggested to Guy that he go back and talk
t o Bill about infrastructure ; about what they may be able to do ( for
future bargaining ) .
Our Planning Board doesn ' t have a Village representative , said
David . Greg Hoftmire might as well be Village , all his property is
in the Village said Alex . ( Most of his income generating Property ,
t hat is . )
Once the County has the figures needed ( in terms of cost ) , a petition
will be put together to present to the Town Board . At that meeting ,
it would be a good idea to have the Master Plan Committee present , to
lend support / information , suggested David . Roxanne will notify the
Committee ( when Alex lets her know the petition is ready ) .
111 Returning to the outline , Sue questioned whether, anyone wanted to
add more information ? David said that the outline is the snapshot ;
t hat it will be the second section of the Master Plan . The first
section will be a preamble or history . The third section will dis -
cuss the Town ' s future .
The Members spent some time gathering the documents they ' ve been
u sing ( unique natural areas , economic features , commuting patterns
[ Mansfield study - migration patterns ] , census , Town survey ) .
Alex mentioned that Doug and he attended a session on SEQER at
Cooperative Extension . The State basically was dismantling a fairly
sizable section of SEQER - which was the environmental impact study . The
calls in were the predictable ones from developers who were saying this
was too complicated ; that they had to make it easier . They also re -
ceived calls from people in favor of using SEQER as a zoning tool , and
a growth inhibitor . SEQER is loosing some of its clout .
Joanne asked if there was some sort of time frame worked out with
t he County ? Alex responded that he hoped they would be ready by June .
• It will be far more reasonable in cost as compared with using a firm
like Gary ' s , said Alex . The Circut Rider is in place . Joan has
e xperience . Accuracy is very important and they ( County ) were successful
with the Land Use Maps . Alex plans on being fairly involved in this .
illWhen they meet with the Board it is important to have as many visuals
as possible to show them what the Town has spent their money on . The
Town Board will be meeting on April 12 , 1994 ( Tuesday ) at 7 : 30 PM . They
will also be meeting on April 16 , 1994 ( Saturday ) at 9 : 00 AM . Both
meetings will take place at the Town Hall .
David suggested that the Land Use Maps ought to have some sort
o f holder to protect them . The holders are expensive , said Gary . It
would be nice to have them flat , instead of being rolled up .
The meeting adjourned at 9 : 00 PM .
