CALL TO ORDER:
Ms. Thomas called the meeting to order at 7:02pm.
APPROVAL OF MEETING AGENDA
RESOLUTION 2019-169: APPROVAL OF MEETING AGENDA
BE IT RESOLVED that the Ulysses Town Board approve the agenda for September 24, 2019 with
the addition of a resolution to acknowledge and appreciate Tom Major.

GENERAL REPORTS:
Ms. Thomas shared the following:
• There are several upcoming training opportunities
• The Highway Superintendent will not attend tonight but will attend the next meeting as the
generator will be discussed at that time
• Budget meetings are scheduled for this week
• Ms. Sokoni will have the zoning review ready by Oct. 8
Ms. Zahler shared the following:
• the Free Press has printed an article about the recreation program changes and will feature
the Habitat Nature Preserve article in this week’s edition
• Progress is being made on the exterior of the new Jacksonville Park restroom
Ms. Thomas further added that Jacksonville and Podunk Roads got paved.
NEW BUSINESS:
RELEVY OF WATER DISTRICT 3 DELINQUENT WATER CHARGES
RESOLUTION 2019-170: RELEVY OF WATER DISTRICT 3 DELINQUENT WATER CHARGES
WHEREAS, Town Code Chapter 200-10(C)(2) provides for delinquent water bills, taxes,
assessments, fees, rents, or other service charges of Water District 3 to be placed on the
ensuing year's tax roll as a re-levy; and
WHEREAS, Town Code Chapter 200-10(C)(2) defines delinquent as "a period of at least 60
calendar days as of October 1 of any year"; and
WHEREAS, customers with delinquent amounts may still make payments through Sept. 30,
2019,
NOW THEREFORE BE IT RESOLVED, that the Ulysses Town Board approves the re-levy of any
unpaid delinquent water charges in Ulysses Water District 3 to the 2020 Town and County Tax
Roll; and be it further
RESOLVED, that after Oct. 1, 2019, a certified copy of this resolution along with a listing of the
properties with re-levied water charges will be sent to the Tompkins County Assessment
Department by the Town Receiver of Taxes for the purpose of adding these delinquent
charges to the 2020 Town and County Tax Roll.

APPRECIATION FOR TOM MAJOR
RESOLUTION 2019-171: APPRECIATION OF TOM MAJOR
WHEREAS, Tom Major has dedicated decades to the organizing and running of the Village’s
Youth Recreation Program and
WHEREAS, the Village of Trumansburg and the Town of Ulysses have agreed to move the
program administration to the Town starting in 2020 and to seek a year-round director,
WHEREAS, that the Ulysses Town Board appreciates the many contributions Tom Major has
made to the Recreation Program, the quality of life for our community, and to thousands of
young people in our community over his long public service career, now therefore, be it
RESOLVED, that the Ulysses Town Board recognizes Tom Major as a champion for youth and
thanks him for leaving a strong legacy and foundation for future programming.

INTRODUCTION TO THE 2020 BUDGET
Ms. Thomas introduced the 2020 Tentative Budget and gave a brief overview, noting the following:
• It is below the tax cap
• The TAV went up 6%
• The tax rate went down for the town but up for village
• There is not a lot going into reserves
• PS lines up due to staffing changes
• Employee benefits amounts were budgeted to cover any new additions to health insurance
• Funds for building projects at the highway department and town hall are included
• Sales tax has been above average but was budgeted low for next year
Ms. Thomas then led a discussion of the A fund, focusing on the following areas of change from 2019:
• Court Clerk PS

• Auditor CE
• Town Hall EQ & CE
• Highway EQ
• Recreation Administration
• Employee Benefits lines
• Reserves- adding to Trumansburg Community Recreation pool fund
• Revenues: revenue sharing, mortgage tax, other state aid
Ms. Thomas then highlighted the Engineering and Zoning CE lines in the B Fund.

APPROVAL OF MINUTES
RESOLUTION 2019-172: APPROVAL OF MINUTES
RESOLVED that the Ulysses Town Board approves the minutes of the regular Town Board
meeting and public hearing on 9/10/19; and the special meeting on 9/13/19.
