The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg.
Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.

CALL TO ORDER:
Ms. Thomas called the meeting to order at 7pm.
YOUTH SERVICES PRESENTATION
Mr. Gregory introduced himself as the Village of Trumansburg representative to the
Trumansburg/Ulysses Youth Commission. He explained that the youth commission is a partnership
between the town, village, and county, with the charge of allocating funds and advising some
programs.
He went on to say that the commission is trying to create a new position for a year round, part-time
Recreation Director and proposed that the position be administered by the town and housed in the
town hall. The position could be funded using current funding levels with the goal of improving
access, professionalism and centralization of the many recreational offerings.
Ms. Johnson explained that she provides technical assistance and support to recreation directors
throughout county. Trumansburg/Ulysses is the only municipality that does not have a year-round
position to coordinate all of the programming. She added that the current local recreation director is
part-time and seasonal and does not take advantage of the monthly meetings or support that is
offered. She reiterated the need for more professionalism and access in the position.
The board asked questions regarding current programs, funding structure, costs, and implications of
the proposed position on current town staff.

APPROVAL OF MEETING AGENDA
RESOLUTION 2019-136: APPROVAL OF MEETING AGENDA
BE IT RESOLVED that the Ulysses Town Board approve the agenda for July 23, 2019 with the
additions of a discussion of Empire Passes for the library; zoning update; and an executive
session to discuss the appointment of a particular person.

REPORTS FROM REPRESENTATIVES:
Ms. Koreman shared the following:
• Early voting locations & dates have been set: 10/26-11/3/19 at various locales including the
Town of Ithaca, and the crash & fire rescue building on Brown Road.
• The legislature will discuss redistricting for the next election after census data has been
received.
• At 5:30pm on 8/6/19, the legislature will read a resolution in honor of James Johnston, a
soldier from Trumansburg who was killed.
• They have been looking at various jails to get ideas for jail renovations.
• Tompkins County Human Rights office is hosting some documentaries at Cinemapolis with
guest speakers.
NEW BUSINESS:
SNOW AND ICE AGREEMENT WITH COUNTY
RESOLUTION 2019-137: APPROVAL OF AGREEMENT WITH TOMPKINS COUNTY FOR
REMOVAL OF SNOW AND ICE ON COUNTY ROADS
WHEREAS the Town of Ulysses plows and deices roads owned by the County and the County
reimburses the Town for this work, and
WHEREAS the existing Snow and Ice Agreement with Tompkins County ending September 30,
2019 has worked well in the past for reimbursement to the Town from the County of
expenses to keep county roads safe in the winter, and

WHEREAS the Highway Superintendent recommends approval of the 3-year Agreement that
outlines the reimbursement amounts for snow and ice removal done by the Town of Ulysses
on roads owned by Tompkins County.
Now, therefore be it
RESOLVED that the Ulysses Town Board authorizes the Town Supervisor to sign the Snow and
Ice Agreement between the Town of Ulysses and Tompkins County for a 3-year period from
October 1, 2019 to September 30, 2022.

The board discussed the Highway Superintendent’s plans to switch to a new type of deicer.
CONDITION OF COUNTY ROADS
RESOLUTION 2019-138: CONDITION OF COUNTY ROADS
WHEREAS the following roads owned by Tompkins County in the Town of Ulysses are in
extremely poor conditions which include potholes, crumbling edges of the road, and poor
shoulder condition:
Jacksonville Road
Taughannock Park Road
Waterburg Road
Halseyville Road
Podunk Road
WHEREAS the conditions of these roads are a safety hazard, especially for bicycles and
motorcycles and can cause damage to cars on roads that have an assumed speed limit of 55
mph,
Therefore, be it
RESOLVED that the Ulysses Town Board requests that Tompkins County increase the rate of
repair and resurfacing of these roads that are in dangerous condition.

GENERAL UPDATES:
Ms. Zahler shared the following:
• Signage for the Habitat Nature Preserve is in the works
• She attended a county meeting regarding the census. They are hiring census takers even
though will mostly be on-line. The group is advocating for to get leaders from underserved
communities to encourage participation in completing the census.
Ms. Thomas shared the following:
• The trails website has been adopted by the Tompkins County visitors bureau.
• The Historian and Deputy Clerk have been working on cemetery documentation.
• HABs have been confirmed in Cayuga Lake. She is on 3-4 committees dealing with this issue.
• The Zoning & Code Officer will do write up on a recent enforcement action where the DEC was
involved.
• There was a recent DEC action on the village laundromat due to unapproved new washing
machines and discharge into the creek.
• Grassroots displayed their plans for large-scale development at the festival.
OLD BUSINESS:
GENERAL CODE CONTRACT
RESOLUTION 2019-139: APPROVAL OF CONTRACT FOR GENERAL CODE
RESOLVED that the Town Board of Ulysses authorizes the Town Supervisor to sign the contract
with General Code to incorporate local laws from 2015, 2016, 2017 and 2018 into the Ulysses
Code as quoted by Mary Beth Sullivan from General Code on 3/21/2019.

Mr. Boggs shared that he has been working on stream definitions in the zoning draft.
Ms. Thomas noted that she is hoping to get a clean copy of the updated draft to the board next week.
Ms. Thomas shared that there have been some changes in the draft to ag-related commerce. The
group discussed.
Ms. Zahler suggested that the board hold a public information session in addition to a public hearing
so that questions can be answered.

DECLARING SURPLUS EQUIPMENT FROM THE HIGHWAY DEPARTMENT
RESOLUTION 2019-140: DECLARING SURPLUS EQUIPMENT FROM THE HIGHWAY
DEPARTMENT
BE IT RESOLVED that the Ulysses Town Board declares that the following equipment belonging
to the town is surplus and can be sent to auction, sold, used in trade for new equipment, or
disposed of by the Highway Superintendent:

ESTABLISHING THE PLANNING BOARD AS LEAD AGENCY FOR SEQRA FOR THE REQUESTED CARS
EXPANSION
RESOLUTION 2019-141: ESTABLISHING THE PLANNING BOARD AS LEAD AGENCY FOR SEQRA
FOR THE REQUESTED CARS EXPANSION

WHEREAS, the Planning Board of Ulysses is reviewing a project by Cayuga Addiction Recovery
Services (CARs) and has requested declaring itself as Lead Agency for SEQRA.
Therefore, be it
RESOLVED that the Town Board of Ulysses authorizes the Town Supervisor to sign the letter of
intent for the Planning Board to act as Lead Agency pursuant to SEQRA on the CARS expansion
project, and
RESOLVED that the Town Board of Ulysses requests final approval of the CARS project only be
given provided that a finalized contract for municipal water for the expansion is in place,

ADOPTING A WETLANDS MAP FOR THE TOWN OF ULYSSES
Ms. Thomas said that she has been urging the Water Resources Council take this issue up and ask the
county to endorse these maps.
RESOLUTION 2019-142: ADOPTING A WETLANDS MAP FOR THE TOWN OF ULYSSES
RESOLVED that the Town of Ulysses adopts as its official map of wetlands in the Town of
Ulysses, the Ulysses section of the 2012 map of Tompkins County Wetlands developed by
Nicholas Hollingshead with support and funding from the Cayuga Lake Watershed Network,
Tompkins County Soil and Water Conservation, the Finger Lakes-Lake Ontario Watershed
Protection Alliance, Tompkins County, and the Park Foundation.

EMPIRE PASSES AVAILABLE FOR CHECK OUT FROM ULYSSES LIBRARY
Ms. Thomas shared that the library director asked the whether the town board could donate 3
additional empire passes for the library to offer for checkout. The board agreed.
Ms. Zahler gave thanks to all who helped with JCA fundraiser. The group is now beginning to plan the
community build for the new restroom.

Ms. Thomas made a motion to go into Executive Session at 9:05pm. This was seconded by Mr.

passed unanimously.
