TOWN BOARD SPECIAL MEETING
PUBLIC HEARING ON THE 2016 PROPOSED BUDGET
NOVEMBER 05th, 2015
PRESENT: Supervisor John Kaminski, Board Members Dale Taylor, Eric Snow, Matt Denniston, Jereme Stiles,
Town Clerk/Collector Alane Van Donsel, Community Members Christine Applegate and Gary Pelton (Gary did not
sign attendance sheet.)
7:00 PM – PUBLIC HEARING FOR THE 2016 BUDGET WAS CALLED TO ORDER Supervisor John Kaminski opened
the Public hearing.
READING OF THE PUBLIC NOTICE ON THE 2016 PROPOSED BUDGET FOR THE TOWN OF VIRGIL: Supervisor John
Kaminski asked the Virgil Town Clerk Alane Van Donsel to read the published public notice on the 2016 Proposed
Budget dated October 10th, 2015.
Supervisor Kaminski asked if there were any comments or concerns from the community regarding the 2016
proposed Budget. Christine Applegate asked how the board did with the tax rate this year. Member Taylor said
that the tax rate is almost the same as last year. Taylor said because there were a couple retirements that the
town was able to keep salaries level. He also said that joining the healthcare consortium helped to keep costs
down as well. Taylor went on to say that that Comptroller DiNapoli lowered the contribution rate that towns
have to pay into retirement, which also helped with costs. Member Stiles said that the budget process went a lot
smoother this year. It was mentioned that the Highway Superintendent used the evaluation tool that the board
came up with and raises were based on the evaluations given. There was also some discussion on the equipment
at the highway garage and how the board wishes to consolidate what the town has. They are looking into have
machinery that can be used for many different purposes. They are also looking into the resale values of the
equipment. Applegate asked what was going on with the sale of the truck. Town Clerk Van Donsel looked it up
online and said the bid was only up to $2600 with 23 bids. The auction ends on November 11th at 6:00 PM. There
was some discussion regarding reserves and use of reserves, as well as the construction of the addition to the
town hall. Taylor said that they were not even sure if they were going to build and that the bids will be going
out in January. He said that it has to do with how the bids come in. Applegate said that it sounded like the
board did a good job on the budget this year.
With no Further comments made from the public on the proposed 2016 Town budget, Board member Dale
Taylor made a motion to close the public hearing at 7:10 P.M. Member Stiles seconded the motion. Vote: Ayes
Taylor, Snow, Denniston, Stiles and Kaminski. Nays- None.
