Member Matthew Denniston was excused. 5:45 PM – SUPERVISOR KAMINSKI CALLED THE SPECIAL MEETING TO ORDER LEGAL NOTICES: Legal Notices were posted in the Cortland Standard on August 17th, 2017 and Posted at the Town Hall regarding holding the special meeting: NOTICE OF SPECIAL MEETING OF THE VIRGIL TOWN BOARD: The Town of Virgil will hold a special meeting for the sole purpose of opening sealed bids for Dredging Hope Lake o n the North and South-Eastside Replacement of a Walking Bridge on the S.E. side of the lake. The special meeting will be held on August 29th, 2017 at 5:45 PM at the Virgil Town Hall 1176 Church Street, Virgil, NY 13045. Feel free to contact Virgil Town Clerk Alane Van Donsel with any questions. NOTICE TO BIDDERS: The Town Board of the Town of Virgil will receive sealed bids on the following until Noon on August 25th, 2017 at 1176 Church Street, Virgil, NY 13045. Dredging Hope Lake on the North and South-Eastside Replacement of a Walking Bridge on the S.E. side of the lake All bids received pursuant to this notice will be publicly opened and read at a special work session of the Town Board prior to the budget meeting at 5:45 PM on Tuesday August 29th, 2017 at the Virgil Town Hall, 1176 Church Street, Virgil NY 13045. Specification may be obtained from Town Deputy Supervisor Jereme Stiles. Please call the Virgil Town Clerk at 607-835-6174 ext. for details on obtaining bid specs All bids must be accompanied by a certificate executed pursuant to section 103 -d of the General Municipal Law of the State of New York. These certificates are available from the Virgil Town Clerk. The Virgil Town Board of the Town of Virgil reserves the right to reject any or all bids offered. Supervisor Kaminski said that the board is waiting on a commitment letter from the fede ral government. He said that once they receive the letter they will award the bid. Supervisor Kaminski asked Deputy Town Supervisor Jereme Stiles to open the bids. Stiles opened the bids randomly. OPENING OF BIDS: #1 Stevens Excavating: 15 Stevens Lane Otego, New York 13825. Stevens bid amount was $275,620.00 The bid was received on August 29th, 2017 at 3:00PM. The bid is on file in the Town Clerk’s office. No certificate 103-d of the General Municipal Law was included. #2 Bonsbak Inc PO Box 271 Truxton, NY 13158. Bonsbak’s bid amount was $302,500.00 The bid was received on August 29th, 2017 11:00 AM Via the drop box. The bid is on file in the Town Clerk’s office. No certificate 103-d of the General Municipal Law was included. #3 Haines Backhoe Service 2181 Washington Street, Cortland, NY 13045. Haines bid amount was $252,425.00. The bid was received on August 25th, 2017 at 10:45 AM. The bid did include certificate 103 -d of the General Municipal Law. #4 Cross Excavation & Auger Service PO Box 94 Harford, New York 13784. Cross’s bid was in the amount of $321,500. The bid was received on August 25th, 2017 at 11:13AM. The bid is on file in the Town Clerk’s office. No certificate 103 -d of the General Municipal Law was included. Virgil Town Board Special Meeting August 29th, 2017 2 | P a g e #5 Adhan Piping Co., Inc. 1865 State Route 13, Cortland, NY 13045. Adhan’s bid was in the amount of $197,500.00. The bid was received on August 28th, 2017 at 1:00 PM. The bid is on file in the Town Clerk’s office. No certificate 103-d of the General Municipal Law was included. DISCUSSION: Supervisor Kaminski stated that all the bids will be turned over to the Virgil Town Clerk. There was some discussion on the varying prices of the bids. There was some concern that the lowest bidder d oesn’t understand the magnitude of the job. Deputy Supervisor Stiles said that Adhan’s was the only company that didn’t want to look at everything. Stiles said that they stood in the parking lot. Stiles said that he needs to check with the lowest bidder, he is concerned that price might not cover all the work that needs to be done. He is concerned that he doesn’t know the scope of the job. It was noted that these price quotes do not include the bridge and the sand. Stiles said that the Bridge will be about an extra $15,000. Kaminski said again once the town gets the commitment letter than the board will award the bid. They are hoping to have the work done the first part of October to Oct. 15th. They are hoping to get the lake cleared up in order the allow snow making when it gets cold. Kaminski said that the drain is closed. However, Wes Kryger said that it is back open due to the recent rain. With no further business to discuss, Supervisor Kaminski asked for a motion to adjourn. Member Pelton moved to adjourn the meeting at 6:07 P.M. Member Snow seconded the Motion. Vote: Ayes-Members Pelton, Snow, Denniston, and Kaminski. Nays: None.
